and Aldermen voted to approve allocation of funds in the amount of $500.00 to
David L. Hubbard Foundation. The City is authorized pursuant to Section
21-17-1(8) of the Mississippi Code of 1972, as amended to expend municipal funds
to match any state, federal or private funding for any program administered by
the State of Mississippi or any nonprofit organization that is exempt under 26
USCS Section 501(c)(3) from paying federal income tax.
F. ID-20-1185 Approve request for advertisement in the amount of $799.00 for a full page
ad for the 2020 Readers' Choice Best of the Best Awards Section of The
Vicksburg Post pursuant to Section 17-3-1 and Section 17-3-3 of the
Mississippi Code of 1972, as amended

Mayor Flaggs stated that purchasing an advertisement from The Vicksburg Post
will bring into favorable notice the opportunities, possibilities and resources of
the City of Vicksburg and will be helpful toward advancing the moral, financial
and other interest of the City of Vicksburg.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from The Vicksburg Post in the amount of
$799.00 for a full page ad for the 2020 Readers' Choice Best of the Best Awards.

The City Clerk presented the Privilege License report for new businesses for the

County Tax Collector for the month of October 2020.

The City Clerk presented the Docket of Claims numbering 1914 through 1924; and
166458 through 166786.
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the
Mayor Pro-Tem and Alderman voted to approve the Claims Docket. The motion
was adopted unanimously by the following vote:

Recused: 1- Mayor Flaggs
Mayor Flaggs returned to the Board Meeting.
Mayor Pro-Tem Monsour, Jr., is now Alderman Monsour, Jr.
Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Mayor Flaggs moved to go into executive session to discuss Personnel
Action Forms for: Pay Adjustment in the Ambulance Department (1).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Pay Adjustment in the Ambulance
Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan -
Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabatha
Martin Crawford - Compliance Officer.
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
A. ID-20-1190 Pay Adjustment - Ambulance Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustment of a Firefighter Paramedic III
from $13.81 per hour to Firefighter Paramedic V at $14.69 per hour, effective
December 2, 2020, in the Ambulance Department. Employee has met
requirements for increase in Tier Pay System. The motion was adopted
unanimously by the following vote:

B. ID-20-1254 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor

unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, December 7, 2020, to take up and act upon any
and all matters that may come before the Board.
