(ID-20-1219) Approve in-kind match to the Salvation Army pursuant to Section 21-16-65 of the Mississippi Code not to exceed $1,500.00 for City employees to ring the Salvation Army bell today. On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Agenda, as amended. E. ID-20-1206 Approve Re-Appointment of Wayne Stirgus to Vicksburg-Tallulah District Airport Board F. ID-20-1219 Approve in-kind match to the Salvation Army pursuant to 21-19-65 of the Mississippi Code not to exceed $1,500.00 for City employees to ring the Salvation Army bell today On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve allocation of funds in the amount of $1,500.00 to the Salvation Army for City employees to ring the bell. ID-20-1203 Acknowledge Proclamation Regarding the Re-Opening of Vicksburg While Minimizing the Risk of Infection and to Prevent the Spread of COVID-19, Effective Wednesday, December 2, 2020 at 8:00 A.M. Through 8:00 A.M. on Monday, January 4, 2021 Attachments: Proclamation COVID-19 (2) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to acknowledge the Proclamation Regarding the Re-Opening of Vicksburg While Minimizing the Risk of Infection and to Prevent the Spread of COVID-19, Effective Wednesday, December 2, 2020, at 8:00 A.M. ID-20-1211 Accept the Recommendation of Stantec to award bid for Kemp Bottom Road Bridge Replacement ERBR-SA-75(A022) to TL Wallace Construction, Inc in the amount of $3,438,837.47 On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to Accept the Recommendation of Stantec to award bid for Kemp Bottom Road Bridge Replacement ERBR-SA-75(A022) to TL Wallace Construction, Inc. in the amount of $3,438,837.47. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. G. ID-20-1202 Authorize Mayor to execute Change Order #6 with Hemphill Construction Company in the amount of $782,650.00 for Section 592 Waterline Improvements Project for additional work requested by the City: 1. To tie in lateral waterlines from the abandoned 8" waterline in five locations on Washington Street 2. To line a 24" sewer main that crosses over proposed 30" waterline Attachments: Waterline Improvements Change Order #6 On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to authorize the Mayor to execute Change Order #6 with Hemphill Construction Company in the amount of $782,650.00 for Section 592 Waterline Improvements Project for additional work requested by the City: 1. To tie in lateral waterlines from the abandoned 8" waterline in five locations on Washington Street; 2. To line a 24" sewer main that crosses over proposed 30" waterline. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Executive Session: Alderman Monsour, Jr., moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for: Pay Adjustment in the Ambulance Department (1), Pay Adjustment in the Police Department (1). The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Pay Adjustment in the Ambulance Department (1), Pay Adjustment in the Police Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Kelsey Conner - Human Resource & Safety Assistant, Tasha W. Jordan - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-20-1215 Pay Adjustment - Ambulance Department (1) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Captain Paramedic V+2 from $18.52(18.33+.19) to $18.78($18.59+.19) per hour, effective November 4, 2020 in the Ambulance Department. Employee is entitled to an additional .26 cent increase for meeting requirements in Tier Pay System (includes 15 years' longevity pay of .19 cents). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. City of Vicksburg Page 4 Printed on 1/4/2021 Board of Mayor and Aldermen Minutes - Final December 7, 2020 B. ID-20-1216 Pay Adjustment - Police Department (1) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment for an Investigator from $19.31($18.14+1.00+.17) to $20.31($19.14+.17+$1.00) per hour in the Police Department. Employee is entitled an additional $1.00 per hour for experience pay for providing twenty (20) years of service. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-1259 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Adjournment On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Thursday, December 10, 2020, to take up and act upon any and all matters that may come before the Board.
