Mayor Flaggs stated that purchasing an advertisement from The Vicksburg Post
will bring into favorable notice the opportunities, possibilities and resources of
the City of Vicksburg and will be helpful toward advancing the moral, financial
and other interest of the City of Vicksburg.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from The Vicksburg Post in the amount of
$500.00 for its Letters to Santa Christmas Greetings. The City is authorized
pursuant to Section 17-3-1 and 17-3-3 of the Mississippi of 1972, as amended.

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Memorandum of Understanding for COVID-19
Community Test Site with the Mississippi State Department of Health (MSDH) to
identify the Vicksburg Convention Center located at 1600 Dr. Briggs Hopson
Boulevard and Vicksburg City Auditorium located at 901 Monroe Street as
COVID-19 Test Site beginning after December 10, 2020. The motion was adopted
unanimously by the following vote:

E. ID-20-1199 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety and
welfare of the community

Jeff Richardson, Director of Community Development, came for a hearing before
the Board to discuss and request permission to proceed to cut, clean and
demolish the following property:
1. 1201 South Street, PPIN 018936; owned by Washington Apartment Homes, LLC
- (Cut grass/weeds, remove trash & debris, remove all dilapidated apartment
building)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to declare the foregoing property which has not complied to
be a public menace to the health, safety & welfare of the community and
authorize the Director of Community Development to proceed to cut, clean and
demolish the structure with all charges incurred to be assessed against the
property owner. In the event an extension is granted, if owner has not complied
at the end of the extension period, the Director of Community Development is
authorized to proceed; along with the following actions:
1. 1201 South Street, PPIN 018936; owned by Washington Apartment Homes, LLC
- Requested 90-day extension with 30-day progress report and possible an
additional 30 days.

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to execute the following under the
Federally Declared Disaster FEMA-DR-4538-MS Public Assistance Program for the
February 2020 Flooding/Erosion Program: 1. Adopt Resolution Designating
Applicant Representative for the State-Local Disaster Assistance Agreement; 2.

The City Clerk presented the Docket of Claims numbering: 1925 through 1939;
166787 through 167103. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for: Suspension in the Police Department (1) and
Suspension in the Ambulance Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Suspension in the Police Department (1) and
Suspension in the Ambulance Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Sam Andrews -
Mayor’s Administrative Assistant, Tabatha Martin Crawford - Compliance Officer.

A. ID-20-1230 Suspension - Police Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Suspension of an Investigator in the Police
Department, effective December 8, 2020. Employee violated the COV's Driver's
License Policy and the Arrest Policy. The motion was adopted unanimously by
the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-20-1231 Suspension - Ambulance Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Suspension of a Firefighter/Ambulance IV for
one (1) shift (24 hours), effective December 14-15, 2020, in the Ambulance
Department. Employee violated Vicksburg Fire Department Standard Operating
Guideline 12.1.75 Attendance Policy for 24-Hour Shift Employees, 6 occurrences
(December 5, 2020). The motion was adopted unanimously by the following vote:

Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:

Adjournment
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, December 21, 2020, to take up and act upon
any and all matters that may come before the Board.
