On motion of Mayor Flaggs, seconded by Alderman Mayfield, and unanimously passed, the Mayor and Alderman of the City of Vicksburg approved the purchase of a sponsorship ad from The Omicron Rho Lambda Educational Foundation of Alpha Phi Alpha Fraternity, Inc. for their 32nd Annual Martin Luther King Scholarship Breakfast in the amount of $250.00. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended. ID-20-1258 Approve request from Stantec to cancel contract on Levee Improvements Project Along Haining and Long Lake Road Attachments: Stantec Cancel Contract On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Alderman voted to approve the request from Stantec to cancel contract on Levee Improvements Project Along Haining and Long Lake Road. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. O. ID-20-1281 Approve appointment of Trudy James-Brown to the Municipal Election Commission to replace Linda Sweezer On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Alderman voted to approve appointment of Trudy James-Brown to the Municipal Election Commission to replace Linda Sweezer. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. Executive Session: Mayor Flaggs moved the Mayor and Alderman go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs and Alderman Mayfield. None voting nay, the motion was unanimously adopted. The Mayor and Alderman discussed whether or not they should go into executive session. Mayor Flaggs moved to go into executive session to discuss Personnel Action Forms for: Retro Pay in the Fire Department (1); Pay Adjustments in the Police Department (4); Suspension in the Water Department (1). The motion was seconded by Alderman Mayfield. Upon vote being taken, the following voted aye: Mayor Flaggs and Alderman Mayfield. The motion was adopted unanimously. The Mayor and Alderman announced they would go into executive session to discuss Personnel Action Forms for: Retro Pay in the Fire Department (1); Pay Adjustments in the Police Department (4); Suspension in the Water Department (1). The Mayor and Alderman are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Kelsey Conner - Safety / Human Resource Assistant, Deborah A. Nickson - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabatha Martin Crawford - Compliance Officer. Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. A. ID-20-1263 Retro Pay - Fire Department (1) On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Alderman voted to approve the Retro Pay of a Captain Paramedic in the Fire Department. Employee is due retro pay for hours worked for his Tier Pay System raise from November 4, 2020 through November 17, 2020. Total regular hours worked = 127.0 x .26 = $33.02. There was no overtime worked. Total due to employee is $33.02. ID-20-1264 Pay Adjustments - Police Department (4) On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Alderman voted to approve the Pay Adjustments of a Police Officer from $16.68 per hour to Field Training Officer (FTO) at $17.43 ($16.68 + .75) per hour, effective December 16, 2020; a Field Training Officer from $17.39 per hour to a Police Officer at $16.64 ($17.39 - .75) per hour, effective December 16, 2020. Employee is no longer serving as a FTO; Police Officer from $16.64 per hour to an Investigator at $17.64 ($16.64 + $1.00) per hour, effective December 16, 2020. Officer is being reassigned to Investigations and is eligible for an additional $1.00 per hour for specialized duty pay; Police Officer (new hire) to correct the previous action form approved by the Board on December 10, 2020. Officer has a Bachelor of Science in Legal Studies ($1.65) and a Master's Degree in Juris Prudence ($1.94) education incentive. Officer will be working in Investigations Department ($1.00).effective December 16, 2020, in the Police Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. C. ID-20-1265 Suspension - Water Department (1) On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Alderman voted to approve the Suspension of a Laborer in the Water Department, effective immediately on December 17, 2020. Employee violated the City of Vicksburg vehicle usage policy by being in an unauthorized location in a city vehicle outside the city limits of Vicksburg. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. D. ID-20-1280 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Alderman voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session.
