Invocation was given by Reverend Mosley.

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to adopt the Agenda, as printed. The motion was adopted
unanimously by the following vote:

Recognitions:
A. ID-21-0008 Employee Anniversaries:
5 years of service: Zane Russell - Fire Department; Stephen Purvis -
Ambulance Department; Stacy Reid - Police Department
10 years of service: Yulonda Watson - Police Department
Mayor Flaggs recognized Zane Russell in the Fire Department, Stephen Purvis in
the Ambulance Department and Stacy Reid in the Police Department all with five
(5) years of service each. Yulonda Watson in the Police Department with ten (10)
years of service.
The Mayor and Alderman congratulated Zane Russell, Stephen Purvis, Stacy
Reid and Yulonda Watson for their years of service with the City of Vicksburg.
Approval of Consent Agenda Items:
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve the Consent Agenda Items. The motion was adopted
unanimously by the following vote:

A. ID-21-0007 Adopt Board Meeting Minutes for:
1. December 7, 2020
2. December 10, 2020
B. ID-21-0003 Approve request from God's Appointed People Ministries and New
Beginning Church in Christ for matching funds in the amount of $500.00
pursuant to Section 21-19-65 of the Mississippi Code of 1972, as
amended
Attachments: GAPM Funds
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve allocation of funds in the amount of $$500.00 to God's
Appointed People Ministries and New Beginning Church in Christ. The City is
authorized pursuant to Section 21-19-65 of the Mississippi Code of 1972, as

amended for matching funds for social and community service programs and the
City is matching these funds.
C. ID-21-0004 Approve request from H.I.V. Services, Inc. for allocation of matching funds
in the amount of $26,000.00 in accordance with Section 21-19-3 of the
Mississippi Code of 1972, as amended

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve allocation of funds in the amount of $26,000.00 to
H.I.V. Services, Inc. The City is authorized pursuant of Section 21-19-3 of the
Mississippi Code of 1972, as amended, for controlling contagious or infectious
diseases.

A. ID-21-0001 Acknowledge Proclamation Regarding the Re-Opening of Vicksburg While
Minimizing the Risk of Infection and to Prevent the Spread of COVID-19,
Effective Wednesday, December 23, 2020 at Noon Through 8:00 A.M. on

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to acknowledge the Proclamation Regarding the Re-Opening of
Vicksburg While Minimizing the Risk of Infection and to Prevent the Spread of
COVID-19, Effective Wednesday, December 23, 2020, at Noon Through 8:00 A.M.
on Friday, January 15, 2021. The motion was adopted unanimously by the
following vote:

B. ID-21-0005 Adopt Resolution to Ratify Closing on Property for Dog Park

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to adopt the Resolution to Ratify Closing on Property for Dog
Park. The motion was adopted unanimously by the following vote:

C. ID-21-0017 Adopt Resolution to Contribute Funds to Central Mississippi Crime
Stoppers for Information Leading to the Apprehension and Convictions of
Perpetrators of Certain Crimes

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to adopt the Resolution to Contribute Funds to Central
Mississippi Crime Stoppers for Information Leading to the Apprehension and
Convictions of Perpetrators of Certain Crimes. The motion was adopted
unanimously by the following vote:

D. ID-21-0006 Ratify Mayor's execution of Memorandum of Understanding Between
Waffle House, Inc. Located at 70 Warrenton Road, Vicksburg, MS and The
City of Vicksburg, MS

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to ratify the Mayor's execution of Memorandum of Understanding
Between Waffle House, Inc. Located at 70 Warrenton Road, Vicksburg, MS and
The City of Vicksburg, MS. The motion was adopted unanimously by the
following vote:
Aye: 2- Mayor Flaggs, and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs moved the Mayor and Alderman go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, and Alderman

Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and Alderman discussed whether or not they should go into executive
session. Mayor Flaggs moved to go into executive session to discuss Personnel
Action Forms for: Pay Adjustments in the Police Department (6); Longevity Pay in
the Fire Department (1); Longevity Pay in the Ambulance Department (1);
Longevity Pay in the Police Department (1); Suspension in the Police Department
(1); Suspension in the Traffic Department (1); Suspension in the Sewer
Department (2); Termination in the Water Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs and Alderman Monsour, Jr. The motion was
adopted unanimously.
The Mayor and Alderman announced they would go into executive session to
discuss Personnel Action Forms for: Pay Adjustments in the Police Department
(6); Longevity Pay in the Fire Department (1); Longevity Pay in the Ambulance
Department (1); Longevity Pay in the Police Department (1); Suspension in the
Police Department (1); Suspension in the Traffic Department (1); Suspension in
the Sewer Department (2); Termination in the Water Department (1).
The Mayor and Alderman are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Monsour,
Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika
Smith - Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk,
Sam Andrews - Mayor’s Administrative Assistant, Tabatha Martin Crawford -
Compliance Officer.
Aye: 2- Mayor Flaggs, and Alderman Monsour Jr.
A. ID-21-0009 Pay Adjustments - Police Department (6)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve the Pay Adjustments of a Patrol Officer from $17.38
per hour to Patrol Officer-FTO at $18.13 ($17.38 + .75) per hour, effective
December 30, 2020. Officer is currently serving as a Field Training Officer; a
Crime Scene Investigator from $17.15 per hour to Police Officer at $16.15 ($17.15 -
$1.00) per hour, effective December 30, 2020. Officer is no longer assigned to
Investigations Department. He has been assigned to the Patrol Division; a Patrol
Officer from $17.70 per hour to Patrol Officer-FTO at $18.45 ($17.70 + .75) per hour,
effective December 30, 2020. Officer is serving as a Field Training Officer; Traffic
Officer from $17.20 ($17.11 + .09) per hour to $17.40 ($17.11 + .09 + .20) per hour,
effective January 4, 2021. Officer is entitled to an additional .20 cent per hour for
ten (10) years of service; Patrol Officer from $17.06 per hour to $17.26 ($17.06 +
.20) per hour, effective January 4, 2021. Officer is entitled to an additional .20
cent per hour for ten (10) years of service; Traffic Officer from $16.42 per hour to
$16.62 ($16.42 + .20) per hour, effective January 6, 2021. Officer is entitled to an
additional .20 cent per hour for seven (7) years of service in the Police
Department. The motion was adopted unanimously by the following vote:

B. ID-21-0010 Longevity Pay - Fire Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve Longevity Pay of .06 cent to a Firefighter from $13.81
per hour to $13.87 ($13.81 + .06) per hour, effective January 4, 2021. Employee is
entitled to an additional .06 cent per hour increase for five (5) years of service in
the Fire Department. The motion was adopted unanimously by the following
vote:

C. ID-21-0011 Longevity Pay - Ambulance Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve Longevity Pay of .06 cent of a Firefighter/Ambulance
from $11.03 per hour to $11.09 ($11.03 + .06) per hour, effective January 4, 2021.
Employee is entitled an additional .06 cent per hour increase for five (5) years of
service in the Ambulance Department. The motion was adopted unanimously by
the following vote:

D. ID-21-0012 Longevity Pay - Police Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve Longevity Pay of a Secretary II from $10.23 per hour
to $10.32 ($10.23 + .09) per hour, effective January 4, 2021. Employee is entitled
to an additional .09 cent per hour increase for five (5) years of service in the
Police Department. The motion was adopted unanimously by the following vote:

E. ID-21-0013 Suspension - Police Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve the Suspension of a Police Officer, effective
immediately on December 27, 2020. Employee was involved in a domestic
violence dispute resulting in an assault to her. She is to be placed on
administrative leave with pay pending the outcome of the investigation into this
matter due to emotional and physical stress caused by the incident in the Police
Department. The motion was adopted unanimously by the following vote:

F. ID-21-0014 Suspension - Traffic Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve the Termination of an Assistant Traffic Supervisor,
effective January 4, 2021. Employee is in violation of the City of Vicksburg's
Attendance Policy 4.1 (i), (y), (z) and (cc). Employee has had several no call no
shows in the Traffic Department. The motion was adopted unanimously by the
following vote:

G. ID-21-0015 Suspensions - Sewer Department (2)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve the Suspensions of a Foreman for five (5) days,
effective January 4, 2021. Employee has four (4) unexcused absences and is in
violation of the City of Vicksburg's Attendance Policy and the Personnel Rules
and Regulations 4.1 (i) and (p); a Laborer for two (2) days, effective January 4,
2021. Employee is in violation of the City of Vicksburg's Attendance Policy and
Personnel Rules and Regulations 4.1 (i), (p) and (z). This is employee's third
unexcused absence in the Sewer Department. The motion was adopted
unanimously by the following vote:
Aye: 2- Mayor Flaggs, and Alderman Monsour Jr.
H. ID-21-0016 Termination - Water Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to approve the Termination of a Laborer, effective January 4,
2021. Employee violated the City of Vicksburg's Vehicle Usage Policy by stalking
his girlfriend in a city vehicle outside of the City limits. He also has had excessive
tardies and unexcused absences in the Water Department. The motion was
adopted unanimously by the following vote:
Aye: 2- Mayor Flaggs, and Alderman Monsour Jr.
I. ID-21-0027 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Alderman voted to Come Out of Executive Session and Approve All Items Taken
Up in Executive Session. The motion was adopted unanimously by the following
vote:
Adjournment
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Alderman of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Friday, January 08, 2021, to take up and act upon any
and all matters that may come before the Board.
