On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Alderman of the City of Vicksburg approved the purchase of a sponsorship ad from The Magnolia Crappie Club in the amount of $250.00 for its Eagle Lake Tournament on January 23, 2021. The City is authorized pursuant to Sections 17-3-1 and 17-3-3 of the Mississippi Code of 1972, as amended. F. ID-21-0019 Adopt Updated DOT Anti-Drug and Alcohol Testing Misuse Plan for the Gas Department Attachments: DOT Drug and Alcohol Plan. Vicksburg. October 2020 (FINAL) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to adopt the Updated DOT Anti-Drug and Alcohol Testing Misuse Plan for the Gas Department. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Monsour Jr., and Mayor Flaggs C. ID-21-0026 Authorize Mayor to execute Interlocal Agreement for Use of Statewide Election Management System, Circuit Clerk and Staff, Voting Machines and Other Related Matters as They Pertain to Municipal Elections Attachments: Interlocal Agreement Municipal Elections On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to authorize the Mayor to execute Interlocal Agreement for Use of Statewide Election Management System, Circuit Clerk and Staff, Voting Machines and Other Related Matters as They Pertain to Municipal Elections. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Monsour Jr., and Mayor Flaggs Mayor Flaggs removed Executive Session Item Letter E. (ID-21-0031) Suspension in Community Development Department (1) Executive Session: Mayor Flaggs moved the Mayor and Alderman go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Alderman discussed whether or not they should go into executive session. Mayor Flaggs moved to go into executive session to discuss Personnel Action Forms for: Request for Extended Medical Leave in the Right of Way Department (1); Status Change in the Police Department (1); Pay Adjustments in the Police Department (7); Pay Adjustments in the Purchasing Department (2); Suspension in the Fire Development (1); Disciplinary Hearing in the Police Department (1). The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Monsour, Jr. The motion was adopted unanimously. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabatha Martin Crawford - Compliance Officer. Aye: 2- Alderman Monsour Jr., and Mayor Flaggs A. ID-21-0029 Request for Extended Medical Leave - Right of Way Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Request for Extended Medical Leave to a Laborer in the Right of Way Department. Employee has exhausted his Family Medical Leave (FMLA) and is requesting additional leave per the City of Vicksburg's policy. The extension of time will cover the following dates of : December 22, 2020 through January 22, 2021. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Monsour Jr., and Mayor Flaggs B. ID-21-0035 Status Change - Police Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Status Change of a Part-Time Officer from $25.00 per hour to a Crime Scene Investigator at $18.37 ($17.37 + 1.00) per hour, effective January 13, 2021, in the Police Department. Status Change is due to employee is a Part-Time Patrol Officer moving to Full-Time Crime Scene Investigator. Employee is eligible for an additional $2.00 per hour for ten (10) years experience; $1.22 per hour for an AAS Degree in Criminal Justice and $1.00 per hour for Investigations Specialized Duty Pay ($14.75+$1.40+$1.22+$1.00=$$18.37). The motion was adopted unanimously by the following vote: Aye: 2- Alderman Monsour Jr., and Mayor Flaggs C. ID-21-0030 Pay Adjustments - Police Department (7) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Pay Adjustments of a Booking Officer from $9.50 per hour to $11.00 ($9.50 + $1.50) per hour, effective January 13, 2021. Employee starting pay rate is increasing to $11.00 per hour. Therefore; receiving a $1.50 per hour pay increase; Front Desk Clerk from $9.79 per hour to $11.29 ($9.79 + $1.50) per hour, effective January 13, 2021. The Front Desk Clerk starting pay rate is increasing to $11.00 per hour therefore; personnel is receiving a $1.50 per hour pay increase; Front Desk Clerk from $9.50 per hour to $11.00 ($9.50 + $1.50) per hour, effective January 13, 2021. The Front Desk Clerk starting pay rate is increasing to $11.00 per hour therefore; personnel is receiving a $1.50 per hour pay increase; Booking Officer from $9.50 per hour to $11.00 ($9.50 + $1.50) per hour, effective January 13, 2021. The Booking Officer starting pay rate is increasing to $11.00 per hour therefore; personnel is receiving a $1.50 per hour pay increase; Front Desk Clerk from $9.50 per hour to $11.00 ($9.50 + $1.50) per hour, effective January 13, 2021. The Front Desk Clerk starting pay rate is increasing to $11.00 per hour therefore; personnel is receiving a $1.50 per hour pay increase; Front Desk Clerk from $11.45 ($10.61 + .09 + .75) per hour to $12.95 ($10.61 + .09 + .75 + $1.50) per hour, effective January 13, 2021. The Front Desk Clerk starting pay rate is increasing to $11.00 per hour therefore; personnel is receiving a $1.50 per hour pay increase; Booking Officer from $9.50 per hour to $11.00($9.50 + $1.50) per hour, effective January 13, 2021. The Booking Officer starting pay rate is increasing to $11.00 per hour therefore; personnel is receiving a $1.50 per hour pay increase in the Police Department. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Monsour Jr., and Mayor Flaggs D. ID-21-0038 Pay Adjustments - Purchasing Department (2) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Pay Adjustments of a Supply Specialist from $10.25 per hour to $10.75 per hour, effective January 13, 2021. Employee will be taking on more responsibilities for the Purchasing Department due to eliminating a position at the Police Department; a Purchasing Specialist from $11.76 per hour City of Vicksburg Page 4 Printed on 2/1/2021 Board of Mayor and Aldermen Minutes - Final January 8, 2021 to $12.76 per hour, effective January 13, 2021. Employee will be taking on more responsibilities for the Purchasing Department due to eliminating a position at the Police Department. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Monsour Jr., and Mayor Flaggs E. ID-21-0031 Suspension - Community Development (1) This agenda item was removed. F. ID-21-0032 Suspension - Fire Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Suspension of a Firefighter I in the Fire Department for 24 hours + 24 hours (2 shifts)=48 hours. Shifts of January 13 and 16, 2021. Employee violated Relief of Duty, Absent Without Leave, Third Offense (suspended 24 hours without pay), which also resulted in a 6th occurrence of unapproved leave (suspended 24 hours without pay. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Monsour Jr., and Mayor Flaggs G. ID-21-0033 Disciplinary Hearing - Police Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Disciplinary Hearing of an Investigator in the Police Department. Employee was suspended due to violation of the City of Vicksburg's Arrest Policy upon receiving a charge of 1st Offense Driving Under Influence (DUI). Recommendation is to continue his suspension pending the outcome of his trial to be held on January 19, 2021. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Monsour Jr., and Mayor Flaggs H. ID-21-0098 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session.
