Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Mayor Flaggs moved to go into executive session to discuss Personnel
Action Forms for: Pay Adjustment in the City Clerk's Office (1); Suspension in the
Right of Way Department (1); Suspension in the Community Development
Department (1); Termination in the Community Development Department (1);
Disciplinary Hearing in the Police Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the

Clerk's Office from $21.60($21.25+.35) per hour to $21.85($21.25+.35+.25) per hour,
effective January 13, 2021. Employee has completed the Master Municipal Clerk
certification which entitles her to a previously approved education incentive of
an additional .25 cents added to her base pay. The motion was adopted
unanimously by the following vote:

Aldermen voted to approve the Suspension of a Permit Technician in the
Community Development Department, effective January 4, 2021. Employee is
suspended pending termination due to violation of the City of Vicksburg Policies
and Procedures, specifically 4.1(f),(h),(i) and (r). The motion was adopted
unanimously by the following vote:

D. ID-21-0074 Termination - Community Development Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to approve the Suspension/Termination of a Permit Technician
Community Development Department, effective January 19, 2021. Employee is
currently suspended pending termination and is in violation of the City of
Vicksburg Policies and Procedures, specifically 4.1(f),(h),(i) and (r). The Board
voted for a sixty (60) day probation. The motion was adopted unanimously by the
following vote:

Aldermen voted to approve the Disciplinary Hearing of a Police Officer in the
Police Department. Employee has been on Administrative leave with pay
pending the outcome of an investigation by the Warren County Sheriff Office
(WCSO) since 12/27/2020. The investigation was concluded on 01/08/2021. The
recommendation is to allow the employee to return to work subject to conditions.
