On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve matching funds in the amount of $2,500.00 to
Good Shepherd Community Center. The City is authorized pursuant to Section
21-19-65 of the Mississippi Code of 1972, as amended, for matching funds for
social and community service programs and the City is matching these funds.
C. ID-21-0086 Approve request for sponsorship in the amount of $600.00 to The
Vicksburg Post for advertisement in the 2021 Profile Magazine pursuant to
Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as
amended

Mayor Flaggs stated that purchasing an advertisement from The Vicksburg Post
will bring favorable notice to the opportunities, possibilities and resources of the
City of Vicksburg and will be helpful toward advancing the moral, financial and
other interest of the City of Vicksburg.
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from The Vicksburg Post in the amount of

The City Sexton presented report of collections, account opening graves etc. for
the month of December 2020 as follows: Lakeview Memorial Funeral Home -
$1,575.00; W.H. Jefferson Funeral Home - $3,350.00; Glenwood Funeral Home -
$1,150.00; Riles Funeral Home - $600.00; C.J. Williams Mortuary Services -
$1,675.00; Dillon-Chisley Funeral Home - $250.00. Total burials were 30. Total
paid for the month of December 2020 was $8,600.00.
The City Clerk presented the Privilege License report for new businesses for the
month of December 2020.

The City Clerk presented report of Mayor and Treasure from the Vicksburg Police
Department in the amount of $101,523.29 for December 2020.
The City Clerk presented report of Tax Collections for City taxes from the Warren
County Collector for the month of December 2020.
The City Clerk presented report of Delinquent Collections for City taxes from the
Warren County Tax Collector for the month of December 2020.
The City Clerk presented the December 2020 Credit Card report for approval as
follows: Purchasing Department - $1,788.56.
The City Clerk presented the December 2020 Detailed Budget report for approval.

Routine Agenda:
A. ID-21-0082 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety and
welfare of the community

Jeff Richardson, Director of Community Development, came for a hearing before
the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:
1. 1800 Clay Street, PPIN 017821; owned by MK Food & Gas 2, LLC - (Cut
grass/weeds, remove trash & debris)
2. 2015 Oak Street, PPIN 018348; owned by Mary Lee Bolden Estate c/o John
Walker - (Cut grass/weeds, remove trash & debris)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to declare the foregoing properties which have not
complied to be a public menace to the health, safety & welfare of the community
and authorize the Director of Community Development to proceed to cut, clean
and demolish structures with all charges incurred to be assessed against the
property owner(s). In the event an extension is granted, if owner(s) has/have not
complied at the end of the extension period, the Director of Community
Development is authorized to proceed; along with the following actions:

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to adopt Budget Amendments for January 25, 2021. The motion
was adopted unanimously by the following vote:

C. ID-21-0092 ADOPT RESOLUTION OF THE BOARD OF MAYOR AND ALDERMEN
OF THE CITY OF VICKSBURG, MISSISSIPPI (THE “CITY”),
AUTHORIZING AND APPROVING THE FORM OF AND EXECUTION OF
TWO (2) LEASE PURCHASE AGREEMENTS BY AND BETWEEN THE

LEASE PURCHASE AGREEMENTS BY AND BETWEEN THE CITY AND TRUSTMARK
NATIONAL BANK, AND RELATED MATTERS. The motion was adopted
unanimously by the following vote:

Safety, 4. Water & Gas. The motion was adopted unanimously by the following
vote:

E. ID-21-0084 Authorize Mayor to execute contract with Quality Court Industries, LLC for
Halls Ferry Park Pickle Ball Project in the amount of $253,676.57

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to execute contract with Quality
Court Industries, LLC for Halls Ferry Park Pickle Ball Project in the amount of
$253,676.57. The motion was adopted unanimously by the following vote:

F. ID-21-0089 Authorize Mayor to execute Agreement with 1311 LLC in order for City to
attach cable to the outside of property located at 1311 Washington Street
for wiring/sound system

and Aldermen voted to authorize the Mayor to execute Agreement with 1311 LLC

G. ID-21-0093 Approve proposal for 2021 Municipal Election Support with Election
Systems & Software (ES&S) for Primary, Runoff, and General Election

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the proposal for 2021 Municipal Election Support
with Election Systems & Software (ES&S) for Primary, Runoff, and General
Election. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Mayor Flaggs recused himself from the Board meeting.
Alderman Monsour, Jr., is now Mayor Pro-Tem Monsour, Jr.
H. ID-21-0081 Approve Claims Docket
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the
Mayor Pro-Tem and Alderman voted to approve Claims Docket numbering: 1963 -
1969; 167622 - 167935. The motion was adopted unanimously by the following

Recused: 1- Mayor Flaggs
Mayor Flaggs returned to the Board meeting.
Mayor Pro-Tem Monsour, Jr., is now Alderman Monsour, Jr.
Executive Session:
Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted. The Mayor and Aldermen discussed whether or not they should go into
executive session. Mayor Flaggs moved to go into executive session to discuss
Personnel Action Forms for: Pay Adjustment in the Police Department (1);
Suspension in the Police Department (1); Termination in the Gas Department (1).
The motion was seconded by Alderman Monsour, Jr., upon vote being taken, the
following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Pay Adjustment in the Police Department (1);
Suspension in the Police Department (1); Termination in the Gas Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan -
Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabitha
Martin-Crawford - Compliance Officer.
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
A. ID-21-0095 Pay Adjustment - Police Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to approve the Pay Adjustment of a Field Training Officer (FTO)
from $18.45 per hour to an Officer at $17.70 ($18.45 - .75) per hour, effective
January 18, 2021. Officer is no longer serving in the FTO capacity in the Police
Department. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-21-0096 Suspension - Police Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to approve the Suspension of a Police Officer, effective January
21, 2021. Suspension is pending the outcome of her case. This action is being
taken in light of new facts that have come to Human Resource attention
surrounding the incident. Employee has pending charges of simple assault
domestic which is a violation of the Vicksburg's Arrest Policy in the Police
Department. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-21-0097 Termination - Gas Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to rescind the Termination and approve the Suspension of a
Laborer for two (2) days, effective January 25, 2021, in the Gas Department.
Employee is the violation of the City of Vicksburg's attendance policy with
unexcused absences and is still in six (6) months probation period. The motion
was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
D. ID-21-0157 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to Come Out of Executive Session and Approve All Items Taken

Up in Executive Session. The motion was adopted unanimously by the following
vote:

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, February 1, 2021, to take up and act upon any
and all matters that may come before the Board.
