The motion was adopted unanimously by the following vote: Aye: Mayor Flaggs, Alderman Mayfield, and Alderman Monsour, Jr. Today being the date set for hearing the appeal of Homer Wilkes from the decision of the Board of Architectural Review rendered in a meeting held on January 12, 2021, denying your request to install vinyl siding on the front of the house at 501 Klein Street. This testimony was taken by Helen Martin, bonded reported, and is made a matter of record hereof as thoughtfully set out herein. ID-21-0171 Approve Claims Docket The City Clerk presented the Docket of Claims numbering: 1984-1987; 168335-168526; 168527-168528 for approval. On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the Mayor Pro-Tem and Alderman voted to approve the Claims Docket. Mayor Pro-Tem Monsour, Jr., is now Alderman Monsour, Jr. Executive Session: Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Monsour, Jr., moved to go into executive session to discuss Personnel Action Forms for: Pay Adjustment in the Right of Way Department (1), Retro Pay in the Fire Department (1). The motion was seconded by Alderman Mayfield. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Pay Adjustment in the Right of Way Department (1), Retro Pay in the Fire Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabatha Martin-Crawford - Compliance Officer Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-21-0184 Pay Adjustment - Right of Way Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Adjustment of a Sweeper Driver from $11.50 per hour to $8.59 ($8.50 + .09 long.) per hour, effective February 10, 2021, in the Right of Way Department. Employee is required to maintain a valid Commercial Drivers License (CDL) to keep his position as sweeper driver. He has not restored his CDL. Therefore; he is being reduced to a laborer. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-21-0185 Retro Pay - Fire Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Retro Pay of a Firefighter/Ambulance V in the Fire Department, effective October 7, 2020. This retro pay is to pay for employee hours worked from October 7, 2020 to February 5th 2021. Employee was given an additional .47 cent increase for meeting requirements for Tier Pay increase and will be assigned to the rescue unit. Employee pay should have been $12.36 regular pay and $18.54 for over-time pay but was paid ($11.89 regular pay). He is due .47 cent for every hour that he worked and .70 cent that he worked for over-time pay from October 7, 2020 through February 5, 2021. Total regular hours worked were: 716.69 x .47 = $336.84; over-time hours 28 x .70 = $19.60; personal hours 120 x .47 = $56.40; sick hours 48 x .47 = $22.56 and holiday hours 37 x .47 = $17.39. Total retro due is $452.79. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C.
