1. Invocation, Pledge of Allegiance and Call to Order
Invocation was given by Mayor George Flaggs, Jr.
Pledge of Allegiance was led by Alderman Michael A. Mayfield, Sr.

4. Adopt Agenda
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Agenda as printed. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Recognitions:
A. ID-21-0194 Employee Anniversaries:
5 years of service: Kory Haggard, Darin Lewis - Fire Department
25 years of service: James Herrin - Vehicle Maintenance Department
Mayor Flaggs recognized Kory Haggard and Darin Lewis in the Fire Department
with five (5) years of service each and James Herrin in the Vehicle Maintenance
Department with twenty-five (25) years of service.
The Mayor and Aldermen congratulated Kory Haggard, Darin Lewis and James
Herrin for their years of service with the City of Vicksburg.
Approval of Consent Agenda Items:
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Consent Agenda Items. The motion was
adopted unanimously by the following vote:

A. ID-21-0179 Adopt Board Meeting Minutes for:
1. January 25, 2021
B. ID-21-0190 Approve request from Grace Christian Counseling Center to block the
intersection of Cherry and Crawford along with the intersection of Monroe
and Crawford on March 27, 2021 from 9:00 am to 3:00 p.m to hold Spring
Grace's Marketplace Event

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to accept the Dedication of Water Line Right-of-Way for public
use along Summit Ridge Drive, Osage Trail and Chelsea Lane. The motion was
adopted unanimously by the following vote:

B. ID-21-0199 Award Reverse Auction Bid for One (1) or more 4.25 Cubic Yard Truck
Mounted Pothole Patcher(s)
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to award the Reverse Auction Bid for One (1) or more 4.25
Cubic Yard Truck Mounted Pothole Patcher(s) to Sansom Equipment Company.
The motion was adopted unanimously by the following vote:

C. ID-21-0201 Adopt Resolution to Upgrade Fostoria Neighborhood Streetlights to LED
Lights

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Resolution to Upgrade Fostoria Neighborhood
Streetlights to LED Lights. The motion was adopted unanimously by the following
vote:

D. ID-21-0202 Adopt Resolution to Upgrade Wildwood Community Streetlights to LED
Lights

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Resolution to Upgrade Wildwood Community
Streetlights to LED Lights. The motion was adopted unanimously by the following
vote:

E. ID-21-0191 Adopt an Ordinance to Amend Section 4-4 of the Code of Ordinances in
the City of Vicksburg, Mississippi to Provide that Livestock Shall Only be
Allowed in Agricultural Zones Within the City of Vicksburg

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt an Ordinance to Amend Section 4-4 of the Code of
Ordinances in the City of Vicksburg, Mississippi to Provide that Livestock Shall
Only be Allowed in Agricultural Zones Within the City of Vicksburg. The motion
was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
F. ID-21-0192 Adopt an Ordinance to Amend the Code of Ordinances of the City of
Vicksburg by Adding Certain Economic Development Incentives for
Various Projects by Providing Criteria for Projects that May Apply for
Building Permit Fees, Application Fees, Tap Fees and Connection Fees
to be Waived

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt an Ordinance to Amend the Code of Ordinances of
the City of Vicksburg by Adding Certain Economic Development Incentives for
Various Projects by Providing Criteria for Projects that May Apply for Building
Permit Fees, Application Fees, Tap Fees and Connection Fees to be Waived. The
motion was adopted unanimously by the following vote:

Executive Session:
Alderman Monsour, Jr. moved the Mayor and Aldermen go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for: Longevity Pay in the Fire Department (2); Pay
Adjustment in the Purchasing Department (1); Pay Adjustment in the Parks and
Recreation Department (1); Termination in the Parks and Recreation Department
(1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay in the Fire Department (2);
Pay Adjustment in the Purchasing Department (1); Pay Adjustment in the Parks
and Recreation Department (1); Termination in the Parks and Recreation
Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan -
Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabitha
Martin-Crawford - Compliance Officer.
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
A. ID-21-0195 Longevity Pay - Fire Department (2)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the Longevity Pay of a Firefighter from $10.58 per
hour to $10.64 ($10.58 + .06) per hour, effective March 2, 2021. Employee is
entitled to a .06 cent increase for five (5) years of service; a Firefighter from
$14.69 per hour to $14.75 ($14.69 + .06) per hour, effective March 2, 2021, in the
Fire Department. Employee is entitled to a .06 cent increase for five (5) years of
service. The motion was adopted unanimously by the following vote:

B. ID-21-0196 Pay Adjustment - Purchasing Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the Pay Adjustment of a Purchasing Specialist from
$12.76 per hour to $13.76($12.76 + 1.00) per hour, effective February 24, 2021, in
the Purchasing Department. Per Interim Supervisor Policy, employee is approved
to serve as Interim Purchasing Director due to Purchasing Director being out on
medical leave. Per policy, she will receive an additional $1.00 added to her base
pay until her return. The motion was adopted unanimously by the following vote:

C. ID-21-0197 Pay Adjustment - Parks and Recreation Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the Pay Adjustment of a Baseball Umpire at $35.00 a
game to a Baseball Umpire/UIC at $45.00 per game, effective March 10, 2021, in
the Parks and Recreation Department. The motion was adopted unanimously by
the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
D. ID-21-0198 Termination - Parks and Recreation Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the Termination of a Baseball Umpire/UIC, effective
March 1, 2021 in the Parks and Recreation Department. Employee can no longer
umpire due to illness. The motion was adopted unanimously by the following

E. ID-21-0276 Come Out of Executive Session and Approve All Items Taken Up in

On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to Come Out of Executive Session and Approve All Items Taken
Up in Executive Session. The motion was adopted unanimously by the following
vote:
Adjournment
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Friday, March 5, 2021, to take up and act upon any and
all matters that may come before the Board.
