Mayor Flaggs stated that purchasing an advertisement from Vicksburg Daily News
will bring into favorable notice the opportunities, possibilities and resources of
the City of Vicksburg and will be helpful toward advancing the moral, financial
and other interest of the City of Vicksburg.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of sponsorship ad from Vicksburg Daily News for invoice #1730 in
the amount of $1,000.00 (COVID-19 - $450.00; City Logo Popup - $200.00; Social
Media - $350.00 for March 2021). The City is authorized pursuant to Section 17-3-1
and 17-3-3 of the Mississippi Code of 1972, as amended.

and Aldermen voted to authorize the Mayor to execute Memorandum of
Agreement with Mississippi Department of Archives and History for MS
Community Heritage Preservation Grant Program - Round 14 (Old Vicksburg
Public Library). The motion was adopted unanimously by the following vote:

F. ID-21-0222 Authorize Mayor to execute Contract with Central Mississippi Planning and
Development District to develop an updated Hazard Mitigation Plan for the

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to execute Contract with Central
Mississippi Planning and Development District to develop an updated Hazard
Mitigation Plan for the City of Vicksburg, MS. The motion was adopted
unanimously by the following vote:

G. ID-21-0244 Authorize Mayor to execute Funding Grant Agreement with Department of
Finance and Administration (DFA) for City of Vicksburg Levee
Improvements Fund (Waterline Protection Project)

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to execute Funding Grant Agreement
with Department of Finance and Administration (DFA) for City of Vicksburg Levee
Improvements Fund (Waterline Protection Project). The motion was adopted
unanimously by the following vote:

H. ID-21-0245 Authorize Mayor to execute Amended Contract for Services with Mary
Jenkins as a temporary assistant in the South Ward Alderman's Office

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to execute Amended Contract for
Services with Mary Jenkins as a temporary assistant in the South Ward
Alderman's Office. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Monsour, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Request for Extended Medical Leave in the Right of
Way Department (1); Longevity Pay in the Right of Way Department (1); Pay
Adjustment in the Police Department (1); Suspension in the Fire Department (1);
Suspension in the Ambulance Department (1).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Request for Extended Medical Leave in the
Right of Way Department (1); Longevity Pay in the Right of Way Department (1);
Pay Adjustment in the Police Department (1); Suspension in the Fire Department
(1); Suspension in the Ambulance Department (1).

Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan -
Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabitha
Martin-Crawford - Compliance Officer.
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
A. ID-21-0237 Request for Extended Medical Leave - Right of Way Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to approve the Request for Extended Medical Leave of a Laborer
in the Right of Way Department. Employee had exhausted his Family Medical
Leave of Absence (FMLA) and the Human Resource Department is requesting on
his behalf the dates of February 23, 2021 through March 23, 2021. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-21-0238 Longevity Pay - Right of Way Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to approve the Longevity Pay of a Tractor Driver from $10.49
($10.40 + .09) per hour to $10.57 ($10.40 + .09+ .08) per hour, effective March 11,
2021. Employee is entitled to an increase of .08 cent for ten (10) years of service
in the Right of Way Department. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-21-0239 Pay Adjustment - Police Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to approve the Pay Adjustment of a Patrol /Field Training Officer
(FTO) from $18.38 per hour to a Patrol Officer at $17.63 ($18.38 - .75) per hour,
effective March 9, 2021. Employee is not longer serving as a Field Training
Officer (FTO) in the Police Department. The motion was adopted unanimously by
the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Chief Craig Danczyk came into Executive Session
D. ID-21-0240 Suspension - Fire Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to approve the Suspension of a Firefighter I effective March 10,
2021 in the Fire Department. Employee has a pattern of unapproved leave and
repeated absences without leave, argumentative behavior, aggressive driving,
and using a cell phone while driving an emergency vehicle. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
E. ID-21-0241 Suspension - Ambulance Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to approve the Suspension of a Firefighter/Ambulance IV,
effective shifts of March 17, 20, 23 and 26, 2021 (4 shifts 96 hours) in the
Ambulance Department. Employee violated Vicksburg Fire Department Standard
Operating Guideline 12.1.75 Attendance Policy for 24-Hour Shift Employees for 6
and 7 occurrences (February 12 and 24, 2021). The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Chief Craig Danczyk leaves Executive Session.

G. ID-21-0383 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to Come Out of Executive Session and Approve All Items Taken
Up in Executive Session. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Adjournment
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, March 15, 2021, to take up and act upon any
and all matters that may come before the Board.
