Inaugural Ceremony for the Board of Mayor and Aldermen will be Thursday, July
1, 2021 @ 6:00 p.m. at the Vicksburg City Auditorium. Board Appointments and
Oath Ceremony will be Tuesday, July 6, 2021 @ 2:00 p.m. at the Vicksburg City
Auditorium. The public is invited to attend.

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to adopt the Agenda as printed. The motion was adopted
unanimously by the following vote:

20 years of service: Patrick Thomas - Sewer Department
Mayor Flaggs, Jr. recognized Patrick Thomas in the Sewer Department for twenty
(20) years of service.
The Mayor and Aldermen congratulated Patrick Thomas for his years of service
with the City of Vicksburg.

advertising in the amount of $652.50 for the Miss Mississippi Pageant in
Vicksburg pursuant to Section 17-3-1 and Section 17-3-3 of the
Mississippi Code of 1972, as amended

Mayor Flaggs stated that purchasing an advertisement from H&M Promotional
Products will bring into favorable notice the opportunities, possibilities and
resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg ratified
the purchase of a sponsorship ad from H&M Promotional Products in the amount
of $652.50 for the Miss Mississippi Pageant. The City is authorized pursuant to
Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended.
D. ID-21-0615 Authorize advertisement in the amount of $509.00 in the Vicksburg Post for
the Inaugural Ceremony of the Board of Mayor and Aldermen pursuant to
Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as
amended

Mayor Flaggs stated that purchasing an advertisement from The Vicksburg Post

E. ID-21-0617 Approve the following request from Jeremi Meekins (Simply Dop3
Xperience) for the 5th Annual Back to School Drive on Saturday, July 24,
2021:
1. Sponsorship in the amount of $500.00 pursuant to Section 17-3-1 and
Section 17-3-3 of the Mississippi Code of 1972, as amended

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to authorize the Mayor to execute the following as it
relates to the operation of the Jesse Brent Lower Mississippi River Museum: 1.

Internal Parts or That Will Amplify or Increase the Noise Emitted Above the
Noise Emitted by the Muffler Originally Installed on the Vehicle

Provide that No Person Should Operate a Vehicle With a Muffler That Does Not
Have Proper Internal Parts or That Will Amplify or Increase the Noise Emitted
Above the Noise Emitted by the Muffler Originally Installed on the Vehicle. The
motion was adopted unanimously by the following vote:

On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, Sr.,
the Mayor Pro-Tem and Alderman voted to approve the Claims Docket presented
by the City Clerk numbering: 2070 - 2074, 301013 - 301505. The motion was
adopted unanimously by the following vote:
Aye: 2- Mayfield Sr., and Monsour Jr.
Recused: 1- Flaggs Jr.
Mayor Flaggs returned to the Board Meeting.
Mayor Pro-Tem Monsour, Jr., is now Alderman Monsour, Jr.
Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Request to Extend Medical Leave in the Fire
Department (2); Longevity Pay in the Sewer Department (1); Pay Adjustment in
the Police Department (1); Pay Adjustment in the Administration Department (1);
Retro Pay Adjustment in the Recreation Department (1); Suspension in the Sewer
Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Request to Extend Medical Leave in the Fire
Department (2); Longevity Pay in the Sewer Department (1); Pay Adjustment in
the Police Department (1); Pay Adjustment in the Administration Department (1);
Retro Pay Adjustment in the Recreation Department (1); Suspension in the Sewer
Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan -
Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabatha
Martin Crawford - Compliance Officer.

A. ID-21-0629 Request to Extend Medical Leave - Fire Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Request to Extend Medical Leave to a
Paramedic for an additional six (6) more weeks; and a Training Officer for an
additional four (4) weeks in the Fire Department. The motion was adopted
unanimously by the following vote:
Aye: 3- Flaggs Jr., Mayfield Sr., and Monsour Jr.
B. ID-21-0630 Longevity Pay - Sewer Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .09 cents Longevity Pay to a Foreman from
$17.80 ($17.54 + .26) per hour to $17.89 ($17.54 + .26 + .09) per hour, effective June
27, 2021. Employee is entitled an additional .09 cents increase for twenty (20)
years of service in the Sewer Department. The motion was adopted unanimously
by the following vote:
Aye: 3- Flaggs Jr., Mayfield Sr., and Monsour Jr.
C. ID-21-0631 Pay Adjustment - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of a Police Sergeant from
$21.87 per hour to $22.07 ($21.87 + .20) per hour, effective July 2, 2021. Officer is
entitled to an additional .20 cents per hour increase for nine (9) years of service

in the Police Department. The motion was adopted unanimously by the following
vote:

D. ID-21-0632 Pay Adjustment - Administration (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of an Inner City Youth
Coordinator from $15.00 per hour to salary, effective July 14, 2021. Due to COVID
restrictions being lifted, employee's status will change from hourly to salary in
the Administration Department. The motion was adopted unanimously by the
following vote:

E. ID-21-0633 Retro Pay Adjustment - Recreation Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Retro Pay Adjustment of a Head Lifeguard in
the amount of $2.27. This retro pay is for hours worked between May 19, 2021
through June 1, 2021, whereas he did not receive the new rate of pay of $9.25 per
hour for his promotion to Head Lifeguard 2nd year. Employee worked 9.07 hours
x .25 (increase) for a total retro pay amount of $2.27 in the Recreation
Department. The motion was adopted unanimously by the following vote:

F. ID-21-0634 Suspension - Sewer Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Suspension of a Laborer for two (2) days,
effective June 25, 2021 in the Sewer Department. Employee is in violation of the
City of Vicksburg's Attendance Policy and Personnel Rules and Regulations 4 (i),
(p) and (z). Employee also has three (3) unexcused absences. The motion was
adopted unanimously by the following vote:
Aye: 3- Flaggs Jr., Mayfield Sr., and Monsour Jr.
G. ID-21-0757 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:

unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
