On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to adopt the Agenda. The motion was adopted unanimously
by the following vote:

Recognitions:
A. ID-21-0591 Employee of the 2nd Quarter
Tasha W. Jordan is a Deputy City Clerk that works in the City Clerk's Office and
was selected as the Employee of the 2nd Quarter for June 2021. Mrs. Jordan was
recognized by Nancy Allen for serving in an exceptional manner by exemplifying
outstanding service through her work while exhibiting a positive and supportive
attitude. Mrs. Jordan has been employed with the City of Vicksburg for a total of
twenty-one (21) years.
The Mayor and Aldermen congratulated Tasha W. Jordan for Employee of the
Quarter.

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to approve allocation of funds in the amount of
$5,000.00 to Central Mississippi Prevention Services, Inc. for their online Summer
Leadership Camp. The City is authorized pursuant to Section 21-19-65 of the
Mississippi Code of 1972, as amended for matching funds for social and
community service programs and the City is matching these funds.

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to authorize the Mayor to execute Memorandum of
Agreement with Mississippi Department of Transportation for Wheels on the Hills
Cycling Route. The motion was adopted unanimously by the following vote:

C. ID-21-0597 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety, and
welfare of the community

the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:

debris, remove dilapidated structure)

and authorize the Director of Community Development to proceed to cut, clean
and demolish structures with all charges incurred to be assessed against the
property owner(s). In the event an extension is granted, if owner(s) has/have not
complied at the end of the extension period, the Director of Community
Development is authorized to proceed; along with the following actions:

construction and installation of the sanitary sewer line. The motion was adopted
unanimously by the following vote:

Municipal Airport Drainage Improvements Project based on low bid and
Accept the recommendation of Barge Design to award the bid to Hemphill
Construction Company, low bidder, contingent upon receipt of grant funds

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to authorize the Mayor to execute FAA Grant
Applications for the Vicksburg Municipal Airport Drainage Improvements Project
based on low bid and Accept the recommendation of Barge Design to award the
bid to Hemphill Construction Company, low bidder, contingent upon receipt of
grant funds. The motion was adopted unanimously by the following vote:

F. ID-21-0602 Authorize the Board of Mayor and Aldermen of the City of Vicksburg,
Mississippi to execute Declaration of Emergency for Repair of Sewer Line
located at the Waste Water Treatment Plant

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to authorize the Mayor and Aldermen of the City of
Vicksburg, Mississippi to execute Declaration of Emergency for Repair of Sewer
Line located at the Waste Water Treatment Plant. The motion was adopted
unanimously by the following vote:

G. ID-21-0608 Accept Recommendation of Carpenter Engineering, Inc. to award bid for
Indiana Avenue Storm & Sanitary Sewer Extensions Project to Greenbriar
Digging Service Limited Partnership in the amount of $308,240.00
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to Accept Recommendation of Carpenter
Engineering, Inc. to award bid for Indiana Avenue Storm & Sanitary Sewer
Extensions Project to Greenbriar Digging Service Limited Partnership in the
amount of $308,240.00. The motion was adopted unanimously by the following
vote:
Aye: 3- Flaggs Jr., Mayfield Sr., and Monsour Jr.
H. ID-21-0609 Authorize Payment of $5,000.00 to JLL, KCS Permit Department for Utility
Crossings at the Waterfront

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to authorize the Payment of $5,000.00 to JLL, KCS
Permit Department for Utility Crossings at the Waterfront. The motion was
adopted unanimously by the following vote:
Aye: 3- Flaggs Jr., Mayfield Sr., and Monsour Jr.
Executive Session:
Mayor Flaggs, Jr., moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield, Sr., moved to go into executive session to discuss
Personnel Action Forms for: Pay Adjustment in the Recreation Department (1);
Promotions in the Fire Department (4); Promotion in the Ambulance Department
(1); Suspension in the Street Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Pay Adjustment in the Recreation
Department (1); Promotions in the Fire Department (4); Promotion in the

Ambulance Department (1); Suspension in the Street Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Kelsey Conner - Human
Resource/Safety Assistant, Tasha W. Jordan - Deputy City Clerk, Deborah A.
Nickson - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant,
Tabatha Martin Crawford - Compliance Officer.
Aye: 3- Flaggs Jr., Mayfield Sr., and Monsour Jr.
A. ID-21-0604 Pay Adjustment - Recreation Department (1)
On motion of Alderman Mayfield, Sr., seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve the Pay Adjustment of a Head Lifeguard
from $9.00 per hour to $9.25 per hour in the Recreation Department. This is a
correction from May 27, 2021 due to employee is entitled to a .25 cent increase
for this is his fourth year of being a lifeguard and his second year of being a head
lifeguard. The motion was adopted unanimously by the following vote:

B. ID-21-0605 Promotion - Fire Department (4)
On motion of Alderman Mayfield, Sr., seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve the Promotions of a Lieutenant
Paramedic I from $15.15 ($14.96 + .19) per hour to Captain Paramedic I at $16.72
($16.53 + .19) per hour, effective June 30, 2021. Employee has been promoted
from a Lieutenant to a Captain and includes fifteen (15) years longevity pay of .19
cents; a Firefighter/Ambulance IV from $12.01 ($11.89 + .12) per hour to a
Lieutenant I at $12.56 ($12.44 + .12) per hour, effective June 30, 2021. Employee
was promoted from a Firefighter/Ambulance to a Lieutenant and includes ten (10)
years of longevity pay of .12 cents; a Firefighter III from $10.70 ($10.58 + .12) per
hour to a Lieutenant I at $12.56 ($12.44 + .12) per hour, effective June 30, 2021.
Employee was promoted from a Firefighter III to a Lieutenant I and includes ten
(10) years of longevity pay of .12 cents; a Firefighter/Ambulance V from $12.36 per
hour to a Lieutenant I at $12.44 per hour, effective June 30, 2021. Employee was
promoted from a Firefighter/Ambulance V to a Lieutenant in the Fire Department.
The motion was adopted unanimously by the following vote:

C. ID-21-0606 Promotion - Ambulance Department (1)
On motion of Alderman Mayfield, Sr., seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve the Promotion of a Firefighter/Ambulance
V from $12.36 per hour to a Lieutenant I at $12.44 per hour, effective June 30,
2021, in the Ambulance Department. The motion was adopted unanimously by
the following vote:
Aye: 3- Flaggs Jr., Mayfield Sr., and Monsour Jr.
D. ID-21-0607 Suspension - Street Department (1)
On motion of Alderman Mayfield, Sr., seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve the Suspension of a Equipment Operator
for two (2) days, effective June 25, 2021. Employee is in violation of the City of
Vicksburg's Attendance Policy and Personnel Rules & Regulations 4.1 (i), (p) and
(z). Employee also has three (3) unexcused absences in the Street Department.
The motion was adopted unanimously by the following vote:

E. ID-21-0756 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Friday, June 25, 2021, to take up and act upon any and
