ID-21-0561 Approve request for advertisement in the amount of $150.00 from Good Men of Golf for their 1st Annual Charity Golf Classic pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended Attachments: Good Men Charity Golf Classic Mayor Flaggs stated that purchasing an advertisement from Good Men of Golf will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from Good Men of Golf in the amount of $150.00 for their 1st Annual Charity Golf Classic. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended. F. ID-21-0583 Discuss Southern Cultural Heritage Center Updates Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the Board to inform the public of the upcoming events at the Southern Cultural Heritage Center for the month of June 2021 and invited the public to attend. The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting. B. ID-21-0574 Receive Sealed Bids for: 1. Construction of Runway 1 Drainage Improvements at the Vicksburg Municipal Airport On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to received Sealed Bids for: Construction of Runway 1 Drainage Improvements at the Vicksburg Municipal Airport HEMPHILL CONSTRUCTION COMPANY, P.O. ID-21-0585 Approve Job Description for Deputy Chief of Homicide/Gang Prevention On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approve the Job Description for Deputy Chief of Homicide/Gang Prevention. ID-21-0575 Authorize Mayor to execute Letter Agreement with Neel Schaffer, Inc. to provide the City of Vicksburg with professional services related to preparation of a USDOT RAISE Grant Application for Port of Vicksburg Expansion Attachments: Grant Application Port of Vicksburg Expansion On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to authorize the Mayor to execute Letter Agreement with Neel Schaffer, Inc. to provide the City of Vicksburg with professional services related to preparation of a USDOT RAISE Grant Application for Port of Vicksburg Expansion. The motion was adopted unanimously by the following vote: Aye: 3- Flaggs Jr., Mayfield Sr., and Monsour Jr. H. ID-21-0579 Authorize Mayor to execute Agreement to Jointly Fund Environmental Assessment for New Port with Warren County Port Commission and Neel-Schaffer, Inc. The motion was adopted unanimously by the following vote: Aye: 3- Flaggs Jr., Mayfield Sr., and Monsour Jr. Executive Session: Mayor Flaggs, Jr., moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Mayor Flaggs, Jr., moved to go into executive session to discuss Personnel Action Forms for: Pay Adjustment for the Right of Way Department (1); Suspension in the Fire Department (1). The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Pay Adjustment for the Right of Way Department (1); Suspension in the Fire Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabatha Martin Crawford - Compliance Officer. Aye: 3- Flaggs Jr., Mayfield Sr., and Monsour Jr. A. ID-21-0582 Pay Adjustment - Right of Way Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Laborer from $8.59 ($8.50 + .09) per hour to a Sweeper Driver at $11.50 ($11.41 + .09) per hour, effective June 10, 2021. Employee pay was reduced to Laborer because he lost his Commercial Drivers License (CDL) status on his drivers license. He has since restored his CDL status in the Right of Way Department. The motion was adopted unanimously by the following vote: Aye: 3- Flaggs Jr., Mayfield Sr., and Monsour Jr. B. ID-21-0581 Suspension - Fire Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approve the Suspension pf a Captain III for twenty-four (24) hour shift, effective shift of June 16- 17, 2021. Employee violated the Vicksburg Fire Department Standard Operating Guidelines 12.1.75 Attendance Policy for 24-Hour Shift Employees, 6 occurrences (May 29, 2021) in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Flaggs Jr., Mayfield Sr., and Monsour Jr. C. ID-21-0744 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Flaggs Jr., Mayfield Sr., and Monsour Jr. Adjournment On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Monday, June 21, 2021, to take up and act upon any and all matters that may come before the Board.
