ID-21-1177 Ratify Mayor's execution of Airport Rescue Grant Agreement No. 3-28-0073-016-2022 with FAA for the Vicksburg Municipal Airport Attachments: Airport Grant Agreement On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to ratify the Mayor's execution of Airport Rescue Grant Agreement No. 3-28-0073-016-2022 with FAA for the Vicksburg Municipal Airport. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Executive Session: Mayor Flaggs, Jr., moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield, Sr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. ID-21-1162 Pay Adjustment - Water & Gas Administration (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of an Adjustment Specialist from $11.90 per hour to $12.45 per hour in the Water & Gas Administration. This pay adjustment is to correct employee's pay from a mistake that was made on October 6, 2021. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. ID-21-1163 Pay Adjustment - Fire Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Captain V (+2) from $16.59 per hour to $16.85 ($16.60 + .25) per hour, effective October 20, 2021. Employee's pay increase was based incorrectly on rate prior to his pay adjustment which took effect on September 22, 2021. This increase includes .25 cents longevity pay for 20 plus years of service in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-21-1164 Pay Adjustment - Ambulance Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Paramedic III from $14.19 per hour to a Paramedic IV at $14.56 per hour, effective November 3, 2021 in the Ambulance Department. Employee has met requirements for increase in Tier Pay System. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-21-1165 Pay Adjustment - Accounting Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of an Administrative Assistant from $15.69 ($15.60 + .09) per hour to $17.19 ($15.60+$1.50+.09) per hour, effective November 3, 2021 in the Accounting Department. Employee will be temporarily receiving an additional $1.50 for additional job duties. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. E. ID-21-1166 Education Incentive Pay - Fire Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Education Incentive Pay of a Fire Training Officer from $26.84 ($26.72+.12) per hour to $27.99 ($26.72+$1.15+.12) per hour, effective November 3, 2021 in the Fire Department. Employee is receiving an additional $1.15 for completing his Bachelor of Applied Science degree. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. F. ID-21-1167 Retro Pay - Water & Gas Administration (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Retro Pay of an Adjustment Specialist of $124.0272 in the Water & Gas Administration. This retro pay is to pay employee for hours she worked for her additional $1.50 that was granted to her by her supervisor on September 22, 2021. Employee did receive her 3% increase that was given by the Mayor and Board of Aldermen but her total amounts were incorrect. Total regular hours worked = 65.17 @ 1.545 = $100.69, overtime hours .07 @ 2.3175 = $.1622 and personal hours 15.00 @ 1.5450 = $23.17050 giving her a total retro pay of $124.0272. ID-21-1168 Retro Pay - Fire Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Retro Pay of a Captain V+2, effective November 3, 2021 in the Fire Department. Employee is owed a total of $42.65 in retro pay for the period October 6 - 19, 2021 because his pay increase was calculated based on an incorrect rate ($16.59 rather than $16.85). During this period, he worked 106 regular hours (.26 cents/hour difference = $27.56) and 38.70 overtime hours (.39 cents/hour difference = $15.09). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. H. ID-21-1169 Suspension - Gas Department On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension of a Laborer in the Gas Department for two (2) days, effective November 12, 2021. Employee is in violation of the Attendance Policy. On September 13, 2021 he was a no call no show, September 20, 2021 he was a no call no show and on October 26, 2021 he was a no call no show. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. I. ID-21-1170 Suspension - Water & Gas Administration (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension of a Cashier in the Water & Gas Administration for two (2) days, effective November 12, 2021. Employee is within her six (6) month probation period. She has six (6) tardies (9/9, 9/20, 9/21, 10/26, 10/28, 10/29) which equal two (2) unexcused absences. Two (2) unexcused absences for an employee on probation results in two (2) days suspension.
