ID-21-1134 Approve request for advertisement in the amount of $225.00 from The Vicksburg Post for 2021 Veterans Day Salute pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended Attachments: Veterans Day Advertisement Mayor Flaggs, Jr., stated that purchasing an advertisement from The Vicksburg Post will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. The Mayor and Alderman of the City of Vicksburg approved the purchase of a sponsorship ad from The Vicksburg Post in the amount of $225.00 for 2021 Veterans Day Salute. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended. K. ID-21-1126 Approve Claims Docket The City Clerk presented the Docket of Claims numbering: 304431 for approval. Routine Agenda: A. ID-21-1120 Discuss Vicksburg Convention Center Updates Ms. Erin Southard, of the Vicksburg Convention Center, came before the Board to inform the public of the upcoming events at the Vicksburg Convention Center for the month of November 2021 and invited the public to attend. ID-21-1121 Discuss Vicksburg Convention and Visitors Bureau Updates Ms. Laura Beth Strickland, of the Vicksburg Convention and Visitors Bureau came before the Board to inform the public of the upcoming events at the Vicksburg Convention and Visitors Bureau for the month of November 2021 and invited the public to attend. The Mayor and Alderman thanked Ms. Strickland for attending the meeting. C. ID-21-1124 Authorize Submittal of Notice of Intent to Apply for Certified Local Government Grant Funds from Mississippi Department of Archives & History Attachments: CLG Grant On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to authorize the Submittal of Notice of Intent to Apply for Certified Local Government Grant Funds from Mississippi Department of Archives & History. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. D. ID-21-1129 Hearing to determine whether or not the properties listed on the Community Development Agenda are a public menace to the public health, safety and welfare of the community Attachments: Special Assessments Jeff Richardson, Director of Community Development, came for a hearing before the Board to discuss and request permission to proceed to cut, clean and demolish the following property: 1. 1607 Grove Street, PPIN 017613; owned by Paul C. Morgan - (Remove inoperable vehicles) On motion of Alderman Mayfield, Sr., seconded by Mayor George Flaggs, Jr., the Mayor and Alderman voted to declare the foregoing property which has not complied to be a public menace to the health, safety & welfare of the community and authorize the Director of Community Development to proceed to cut, clean and demolish structure with all charges incurred to be assessed against the property owner. In the event an extension is granted, if owner has not complied at the end of the extension period, the Director of Community Development is authorized to proceed; along with the following action: 1. 1607 Grove Street, PPIN 017613; owned by Paul C. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. H. ID-21-1127 Authorize Mayor to execute Change Order #1 with Wildstone Construction Services for Kuhn Memorial Park and Sherman Avenue Park Attachments: Change Order #1 Parks On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to authorize the Mayor to execute Change Order #1 with Wildstone Construction Services for Kuhn Memorial Park and Sherman Avenue Park. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. I. The motion was adopted unanimously by the following vote: Executive Session: Mayor Flaggs, Jr., moved the Mayor and Alderman go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield, Sr. Voting aye, Mayor Flaggs, Alderman Mayfield. None voting nay, the motion was unanimously adopted. The Mayor and Alderman discussed whether or not they should go into executive session. The motion was seconded by Alderman Mayfield, Sr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield. The motion was adopted unanimously. The Mayor and Alderman announced they would go into executive session to discuss Personnel Action Forms for: Promotion in the Street Department (1); Pay Adjustment in the Street Department (1); Title Change at the Airport (1); Suspension in the Police Department (1). The Mayor and Alderman are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Kelsey Conner - Human Resource/Safety Administrative Assistant, Tasha W. Jordan - Deputy City Clerk, Tiffany Pendleton - Chief of Staff, Jamma Williams - Constituent Services Representative, Charlie Hill - Police Deputy Chief, Tabatha Martin Crawford - Compliance Officer. Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. A. ID-21-1136 Promotion - Street Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to approve the Promotion of a Laborer from $9.83 per hour to a Concrete Finisher at $11.00 per hour, effective November 3, 2021. Employee is transferring from a laborer to a concrete finisher in the Street Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. B. ID-21-1137 Pay Adjustment - Street Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to approve the Pay Adjustment of a Concrete Finisher from $10.60 per hour to $11.50 per hour, effective November 3, 2021. Employee is being brought up to a concrete finisher pay in the Street Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. C. ID-21-1138 Title Change - Airport (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to approve the Title Change from an Administrative Assistant to an Office Assistant $10.29 ($10.20 + .09) per hour, effective November 1, 2021. This is correcting the employee's job title at the Airport. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. D. ID-21-1139 Suspension - Police Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to approve the Suspension of a Police Officer for three (3) days (November 3, 4 and 8, 2021). Employee is in violation of the PPM Rules: 2.05, 2.12, 2.14, 5.01 and 5.07 in the Police Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. E. ID-21-1156 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session.
