The City Sexton presented report of collections, account opening graves etc. for
the month of November 2021 as follows: Lakeview Memorial Funeral Home -
$2,100.00; W.H. Jefferson Funeral Home - $0; Glenwood Funeral Home - $550.00;
Riles Funeral Home - $200.00; Fisher Funeral Home - $350.00; C.J Williams
Mortuary Services - $900.00; Dillon-Chisley Funeral Home - $375.00; Misc. -
$650.00. The total burials were 20. Total amount paid was $5,125.00.
The City Clerk presented the Privilege License report for new businesses for the
month of November 2021.
The City Clerk presented report of Mayor and Treasure from the Vicksburg Police
Department in the amount of $114,246.49 for November 2021.
The City Clerk presented report for Tax Collections for City taxes from the Warren
County Tax Collector for the month of November 2021.
The City Clerk presented the November 2021 Detailed Budget report for approval.
The City Clerk presented the November 2021 Credit Card report for approval as
follows: Mayor Flaggs, Jr., - $1,527.79; Alderman Monsour, Jr., - $123.17;
Purchasing Department - $3,546.55.

Department: 1. Revised Tier System; 2. Job Description for Paramedic including
Traditional 24/48 Non-Civil Service, 12 Hour Non-Civil Service, and Part-Time
Non-Civil Service. The motion was adopted unanimously by the following vote:

K. ID-21-1333 Accept proposal and Authorize Mayor to execute Authorization to Proceed
with PPM Consultants for City of Vicksburg Facility Site Inventory and Audit

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to accept the proposal and Authorize Mayor to
execute Authorization to Proceed with PPM Consultants for City of Vicksburg
Facility Site Inventory and Audit Assistance. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Mayor Flaggs, Jr., recused himself from the Board Meeting.
Alderman Monsour, Jr., is now Mayor Pro-Tem Monsour, Jr.
L. ID-21-1306 Approve Claims Docket
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, Sr.,
the Mayor Pro-Tem and Alderman voted to approve the Claims Docket
numbering: 2148 - 2172; 305520; 305521 - 305824. The motion was adopted
unanimously by the following vote:
Aye: 2- Alderman Mayfield Sr., and Alderman Monsour Jr.
Recused: 1- Mayor Flaggs Jr.
Mayor Flaggs, Jr., returned to the Board Meeting.
Mayor Pro-Tem Monsour, Jr., is now Alderman Monsour, Jr.
Executive Session:
Mayor Flaggs, Jr., moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Mayor Flaggs,Jr., moved to go into executive session to discuss
Personnel Action Forms for: Suspension in the Gas Department (1); Discussion in
the Purchasing and Community Development Department.

The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Suspension in the Gas Department (1);
Discussion in the Purchasing and Community Development Department.
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor - City Attorney, Deputy Police
Chief - Charlie Hill, Walter W. Osborne, Jr. - City Clerk, Kelsey Conner - Human
Resource Assistant/Safety, Tasha W. Jordan - Deputy City Clerk, Jamma Williams
– Constituent Services Representative, Tiffany Pendleton – Chief of Staff, Tabitha
Martin Crawford - Police Officer.
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
A. ID-21-1337 Suspension - Gas Department (1)
On motion of Alderman Monsour, Jr., seconded by Mayor Flaggs, Jr., the Mayor
and Aldermen voted to approve the Suspension of a Laborer in the Gas
Department for five (5) days, effective January 3, 2022. Employee is in violation of
the City of Vicksburg's Attendance Policy. The motion was adopted unanimously
by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
B. ID-21-1338 Discussion - Purchasing and Community Development
A discussion was held.
C. ID-21-1344 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr., seconded by Mayor Flaggs, Jr., the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
Deputy City Clerk Tasha Jordan left Executive Session.
Adjournment
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, January 03, 2022, to take up and act upon any
and all matters that may come before the Board.
