The City is authorized to approve request from Southern Cultural Heritage
Foundation for allocation of matching funds in the amount of $17,500.00 for
Fall/Winter Programming pursuant to Section 39-15-1 of the Mississippi Code of
1972, as amended. The governing authorities of any municipality or county are
hereby authorized and empowered, in their discretion, to expend monies from
the municipal or county general fund to match any other funds available for the
purpose of supporting the development, promotion and coordination of the arts
within such municipality or county.

Memorandum of Understanding with Smart City Capital LLC. The motion was
adopted unanimously by the following vote:

Executive Session:
Mayor Flaggs,Jr., moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Mayor Flaggs, Jr., moved to go into executive session to discuss
Personnel Action Forms for: Request for Extended Medical Leave in Water & Gas
Administration (1); Pay Adjustments in the Police Department (2); Suspension in
the Sewer Department (1); Suspension in the Ambulance Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Request for Extended Medical Leave in
Water & Gas Administration (1); Pay Adjustments in the Police Department (2);
Suspension in the Sewer Department (1); Suspension in the Ambulance
Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor - City Attorney, Monica Allen -
Assistant City Attorney/Prosecutor, Walter W. Osborne, Jr. - City Clerk, Kelsey

A. ID-21-1315 Request for Extended Medical Leave - Water & Gas Administration (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Request for Extended Medical Leave of a
Customer Service Representative for an additional thirty (30) days in the Water &
Gas Administration. The motion was adopted unanimously by the following vote:
Aye: 3- Alderman Monsour Jr., Mayor Flaggs Jr., and Alderman Mayfield Sr.
B. ID-21-1316 Pay Adjustment - Police Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of a Patrol Officer from
$17.45 per hour to $17.65 ($17.45 + .20) per hour, effective January 6, 2022. Officer
is entitled to an additional .20 cents per hour for eight (8) years of service; a
Crime Scene Investigator from $19.24 ($18.24 + $1.00) per hour to $19.44 ($18.24 +
$1.00 + .20) per hour, effective January 13, 2022. Investigator is eligible for an
additional .20 cents per hour increase for one (1) year of service in the Police
Department. The motion was adopted unanimously by the following vote:

C. ID-21-1317 Suspension - Sewer Department (1)
No action was taken.
D. ID-21-1318 Suspension - Ambulance Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Suspension of a Firefighter/Ambulance III for
24 hours (one shift), effective shift of January 4-5, 2022. Employee violated
Vicksburg Fire Department Standard Operating Guidelines 12.1.75 Attendance
Policy for 24-Hour Shift Employees, six (6) occurrences (11/20/2021) in the
Ambulance Department. The motion was adopted unanimously by the following
vote:
Aye: 3- Alderman Monsour Jr., Mayor Flaggs Jr., and Alderman Mayfield Sr.
E. ID-21-1342 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Wednesday, December 22, 2021, to take up and act upon
any and all matters that may come before the Board.

AND A CORRESPONDING PORTION OF THE $9,930,000 MISSISSIPPI
DEVELOPMENT BANK SPECIAL OBLIGATION BONDS, SERIES 2018
(VICKSBURG, MISSISSIPPI PUBLIC IMPROVEMENT GENERAL
OBLIGATION BOND PROJECT) DATED MARCH 5, 2018;
PRESCRIBING THE FORM AND DETAILS OF SAID REFUNDING
BONDS; DIRECTING THE PREPARATION, EXECUTION AND
DELIVERY OF SAID REFUNDING BONDS; PROVIDING CERTAIN
COVENANTS OF SAID CITY IN CONNECTION WITH SAID REFUNDING
BONDS; AUTHORIZING THE NEGOTIATED SALE AND PRIVATE
PLACEMENT OF SAID REFUNDING BONDS; APPROVING THE FORM
OF AND AUTHORIZING THE EXECUTION AND DELIVERY OF A
PRIVATE PLACEMENT AGREEMENT AND AN ESCROW TRUST
AGREEMENT IN CONNECTION WITH SAID REFUNDING BONDS AND
SAID REFUNDED BONDS; AND FOR RELATED PURPOSES.
