Mayor Pro-Tem Monsour, Jr., stated that purchasing an advertisement from
Alcorn State University will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward
advancing the moral, financial and other interest of the City of Vicksburg.
The Mayor Pro-Tem and Alderman of the City of Vicksburg approved the
purchase of a sponsorship ad from Alcorn State University in the amount of
$500.00 for their 45th Annual Mid-Winter Conference. The City is authorized
pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as
amended.

Jeff Richardson, Director of Community Development, came for a hearing before
the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:
RE-ENTRIES
1. 502 Fairground Street, PPIN 024008; owned by Regina Antionette Real Estate -
(Cut and clean the entire property, remove all trash and debris around the entire
property)
2. 519 Fairground Street, PPIN 015142; owned by Paul C. Morgan - (Cut and clean
the entire property, remove all trash and debris around the entire property)
On motion of Alderman Mayfield, Sr., seconded by Mayor Pro-Tem Monsour, Jr.,
the Mayor Pro-Tem and Alderman voted to declare the foregoing properties
which have not complied to be a public menace to the health, safety & welfare of
the community and authorize the Director of Community Development to proceed
to cut, clean and demolish structures with all charges incurred to be assessed
against the property owner(s). In the event an extension is granted, if owner(s)
has/have not complied at the end of the extension period, the Director of
Community Development is authorized to proceed; along with the following
actions:

for February 22, 2022. The motion was adopted unanimously by the following

H. ID-22-0207 Accept Recommendation of Zoning Board of Appeals a request from Ash
Meadows Subdivision to amend the Planned Use Development (PUD)
Ordinance of the Zoning Ordinance, Ordinance 71-8 of the Code of
Ordinances of the City of Vicksburg, as amended as follows:
1. Planned Unit Development (PUD) Ordinance Changes: Change the
name of the developer to Russ Builders, LLC; Change the minimum size of
a residential dwelling from 1800 square feet to 1350 square feet (heated
floor space).
2. Covenant/Restriction Changes: Article II Section 3, Remove minimum

of one resident shall be included on the committee; Amend Article IV

Development. The motion was adopted unanimously by the following vote:

J. ID-22-0208 Adopt an Ordinance of the City of Vicksburg, Mississippi Amendment
Certain Property Owned by Russ Builders, LLC, Vicksburg, Warren

Development ("PUD") as Provided by Ordinance No. 71-8 of the Code of
Ordinances and to Amend the Official Zoning Map of the City of Vicksburg

Training

the Mayor Pro-Tem and Alderman voted to authorize the Mayor to execute
Memorandum of Understanding with Mississippi State Fire Academy for Aircraft
Refresher Fire Fighting Training. The motion was adopted unanimously by the
following vote:

On motion of Alderman Mayfield, Sr., seconded by Mayor Pro-Tem Monsour, Jr.,
the Mayor Pro-Tem and Alderman voted to accept the following Fee Proposals
from Wier Boerner Allin Architecture for: 1. Low-Slope Reroof Old Depot
Building; 2. Low-Slope Reroof Old Vicksburg Library. The motion was adopted
unanimously by the following vote:

M. ID-22-0214 Authorize Mayor to execute Department of the Army License - Lower
Mississippi River Museum for construction, operation, and maintenance of
a staircase in connection with which access to and use of the adjoining
parking lot

On motion of Alderman Mayfield, Sr., seconded by Mayor Pro-Tem Monsour, Jr.,
the Mayor Pro-Tem and Alderman voted to authorize the Mayor to execute
Department of the Army License - Lower Mississippi River Museum for
construction, operation, and maintenance of a staircase in connection with
access to and use of the adjoining parking lot. The motion was adopted
unanimously by the following vote:
Aye: 2- Alderman Mayfield Sr., and Alderman Monsour Jr.
Executive Session:
Alderman Mayfield moved the Mayor Pro-Tem and Alderman go into a closed
meeting to determine if the Board should go into executive session. The motion
was seconded by Mayor Pro-Tem Monsour, Jr. Voting aye Alderman Mayfield,
Sr., Mayor Pro-Tem Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor Pro-Tem and Alderman discussed whether or not they should go into
executive session. Mayor Pro-Tem Monsour, Jr., moved to go into executive
session to discuss Personnel Action Forms for: Request for Extended Medical
Leave in the Ambulance Department (1); Transfer in the Recreation Department
(1); Longevity Pay in the Safety Department (1); Pay Adjustment in Inner City
Youth Department (1); Pay Adjustments in the Police Department (2); Promotion
in the IT Department (1).
The motion was seconded by Alderman Mayfield, Sr. Upon vote being taken, the
following voted aye: Alderman Mayfield, Sr., Mayor Pro-Tem Monsour, Jr. The
motion was adopted unanimously.
The Mayor Pro-Tem and Alderman announced they would go into executive
session to discuss Personnel Action Forms for: Request for Extended Medical
Leave in the Ambulance Department (1); Transfer in the Recreation Department
(1); Longevity Pay in the Safety Department (1); Pay Adjustment in Inner City
Youth Department (1); Pay Adjustments in the Police Department (2); Promotion
in the IT Department (1).

A. ID-22-0222 Request for Extended Medical Leave - Ambulance Department (1)
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, Sr.,
the Mayor Pro-Tem and Alderman voted to approve the Request for Extended
Medical Leave - Ambulance Department (1). The motion was adopted
unanimously by the following vote:

B. ID-22-0223 Transfer - Recreation Department (1)
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, Sr.,
the Mayor Pro-Tem and Alderman voted to approve the Transfer of an Umpire in
the Recreation Department, effective February 23, 2022. The motion was adopted
unanimously by the following vote:
Aye: 2- Alderman Mayfield Sr., and Alderman Monsour Jr.
C. ID-22-0224 Longevity Pay - Safety Department (1)
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, Sr.,
the Mayor Pro-Tem and Alderman voted to approve the .08 cents Longevity Pay
of a Safety Director from $23.85 ($23.76 + .09) per hour to $23.93 ($23.76 + .09 +
.08) per hour, effective February 23, 2022. Employee is entitled to an additional
.08 cents increase for ten (10) years of service in the Safety Department. The
motion was adopted unanimously by the following vote:

D. ID-22-0225 Pay Adjustment - Inner City Youth (1)
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, Sr.,
the Mayor Pro-Tem and Alderman voted to approve the Pay Adjustment of an
Inner City Youth Assistant from $8.50 per hour to $8.75 ($8.50 + .25) per hour,
effective February 9, 2022. Employee is entitled to an additional .25 per hour for
becoming Cardiopulmonary Resuscitation (CPR) certified in the Inner City Youth
Department. The motion was adopted unanimously by the following vote:

E. ID-22-0226 Pay Adjustment - Police Department (2)
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, Sr.,
the Mayor Pro-Tem and Alderman voted to approve the Pay Adjustment of a
Patrol Officer from $17.12 per hour to $17.98 ($17.12 + .86) per hour, effective
February 24, 2022. Officer is eligible for 5% City raise; a Booking Officer from
$11.00 per hour to $11.33 ($11.00 + .33) per hour, effective February 24, 2022.
Officer is eligible for 5% City raise in the Police Department. The motion was
adopted unanimously by the following vote:

F. ID-22-0227 Promotion - IT (1)
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, Sr.,
the Mayor Pro-Tem and Alderman voted to approve the Promotion of a
Videographer from $13.68 per hour to VTV Director at $22.01 per hour, effective
February 23, 2022 in the IT Department. The motion was adopted unanimously by
the following vote:

On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, Sr.,
and unanimously passed, the Mayor Pro-Tem and Alderman of the City of
Vicksburg adjourned to meet 10 o’clock a.m., Friday, February 25, 2022, to take
up and act upon any and all matters that may come before the Board.
