The Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from H&M Promotional Products in the amount of $3,720.00 for t-shirts for the 65 and Over Combo State Championship Tennis Tournament. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended. E. ID-22-0398 Discuss Southern Cultural Heritage Center Updates City of Vicksburg Page 2 Printed on 4/25/2022 Board of Mayor and Aldermen Minutes - Final April 8, 2022 Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the Board to inform the public of the upcoming events at the Southern Cultural Heritage Center for the month of April 2022 and invited the public to attend. The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting. B. ID-22-0403 Authorize Mayor to execute Contract of Purchase By and Between the Estate of Ernest Thomas and the City of Vicksburg, Mississippi Attachments: Contract of Purchase Estate of Ernest Thomas On motion of Alderman Mayfield, Sr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to authorize the Mayor to execute Contract of Purchase By and Between the Estate of Ernest Thomas and the City of Vicksburg, Mississippi. ID-22-0407 Authorize Mayor to execute First Amendment to Waterfront Lease with American Cruise Lines, Inc. ID-22-0408 Approve Amended Vicksburg Municipal Airport Hangar Lease Agreement increasing the rental fee to $250.00 per month Attachments: Amended Airport Hangar Lease Agreement On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approve the Amended Vicksburg Municipal Airport Hangar Lease Agreement increasing the rental fee to $250.00 per month. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. F. ID-22-0411 Accept Proposal and Authorize Mayor to execute Authorization to Proceed with PPM Consultants to develop Environmental Assessment (EA) documentation for the proposed conversion and replacement of lands protected under Section 6(f)3 of the Land and Water Conservation Fund (LWCF) Act, Public Law 108-198 in Vicksburg, Warren County, Mississippi [New Proposed Riverfront Park Site] Attachments: environmental assessment On motion of Alderman Mayfield, Sr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to accept the Proposal and Authorize Mayor to execute Authorization to Proceed with PPM Consultants to develop Environmental Assessment (EA) documentation for the proposed conversion and replacement of lands protected under Section 6(f)3 of the Land and Water Conservation Fund (LWCF) Act, Public Law 108-198 in Vicksburg, Warren County, Mississippi [New Proposed Riverfront Park Site]. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Mayor Flaggs, Jr., moved to go into executive session to discuss Personnel Action Forms for: Extended Medical Leave in the Fire Department (1); Longevity Pay in the Right of Way Department (1); Pay Adjustment in the Police Department (1); Pay Adjustments in the Recreation Department (2); Suspension in the Fire Department (1). The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Extended Medical Leave in the Fire Department (1); Longevity Pay in the Right of Way Department (1); Pay Adjustment in the Police Department (1); Pay Adjustments in the Recreation Department (2); Suspension in the Fire Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor - City Attorney, Walter W. Osborne, Jr. - City Clerk, Kelsey Conner - Human Resource Assistant/Safety, Tasha W. Jordan - Deputy City Clerk, Jamma Williams – Constituent Services Representative, Tiffany Pendleton – Chief of Staff, Anessia Steward-Martin - Human Resource Benefits Coordinator, Tabitha Martin Crawford - Police Officer. Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. A. ID-22-0417 Extended Medical Leave - Fire Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Extended Medical Leave of a Captain for additional leave in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. ID-22-0418 Longevity Pay - Right of Way Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the .09 cents Longevity Pay of a Tractor Driver from $11.09 per hour to $11.18 ($10.92 + .09 + .08 + .09) per hour, effective April 13, 2022. Employee is entitled to an additional .09 cents for fifteen (15) years of service in the Right of Way Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-22-0419 Pay Adjustment - Police Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Patrolman from $17.68 per hour to $17.13 ($16.93+ .20) per hour, effective April 21, 2022. Officer is eligible for one (1) year annual increase in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-22-0420 Pay Adjustment - Recreation Department (2) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustments of a Lifeguard WSI from $9.25 per hour to $9.50 per hour, effective May 4, 2022. Employee is due an annual increase; a Lifeguard WSI from $8.75 per hour to $9.00 per hour, effective May 4, 2022. Employee is due an annual increase in the Recreation Department.
