ID-22-0484 Discuss Vicksburg Convention Center Updates Mrs. Erin Southard, of the Vicksburg Convention Center, came before the Board to inform the public of the upcoming events at the Vicksburg Convention Center for the month of May 2022 and invited the public to attend. The Mayor and Aldermen thanked Mrs. Southard for attending the meeting. B. ID-22-0485 Discuss Vicksburg Convention and Visitors Bureau Updates Ms. Laura Beth Strickland of the Vicksburg Convention and Visitors Bureau, came before the Board to inform the public of the upcoming events at the Vicksburg Convention and Visitors Bureau for the month of May 2022 and invited the public to attend. The Mayor and Aldermen thanked Ms. Strickland for attending the meeting. C. ID-22-0487 Discussion with Mary Pendleton Attachments: Discussion Mary Pendleton A discussion was held. D. ID-22-0496 Adopt Budget Amendments On motion of Alderman Mayfield, Sr., seconded by Mayor Flaggs, Jr., the Mayor and Aldermen voted to adopt the Adopt Budget Amendments for May 2, 2022. ID-22-0491 Authorize Mayor to execute Contract with Maynord Landscaping Co., Inc. for City of Vicksburg 2021 NRCS Erosion Control Project - 4 Sites On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to authorize the Mayor to execute Contract with Maynord Landscaping Co., Inc. for City of Vicksburg 2021 NRCS Erosion Control Project - 4 Sites. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. K. ID-22-0499 Authorize Mayor to execute Contract for Professional Services with Dr. Shundera L. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Mayor Flaggs, Jr., moved to go into executive session to discuss Personnel Action Forms for: Request Extended Medical Leave in Water & Gas Administration (1), Pay Adjustment in Animal Control (1), Pay Adjustments in the Police Department (4), Suspension in the Gas Department (1), Discuss a Litigation Matter. The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Request Extended Medical Leave in Water & Gas Administration (1), Pay Adjustment in Animal Control (1), Pay Adjustments in the Police Department (4), Suspension in the Gas Department (1), Discuss a Litigation Matter. The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor - City Attorney, Walter W. Osborne, Jr. - City Clerk, Kelsey Conner - Human Resource Assistant/Safety, Jamma Williams – Constituent Services Representative, Tiffany Pendleton – Chief of Staff, Tabitha Martin Crawford - Police Officer, Penny Jones - Police Chief, Charlie Hill - Deputy Chief of Police. Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Deputy City Clerk Tasha Jordan left the Board Meeting. A. ID-22-0502 Request Extended Medical Leave - Water & Gas Administration (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Request Extended Medical Leave of a Cashier in Water & Gas Administration. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. Employee received added responsibilities to job description in the Animal Control Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-22-0504 Pay Adjustment - Police Department (4) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustments of a Sergeant in the Investigations Department from $22.58($21.58 + 1.00) per hour to $22.78($21.58 + $1.00 + .20) per hour, effective May 9, 2022. Officer is entitled to an additional .20 cents per hour for four (4) years of service; an Investigator from $19.38 ($18.38 + 1.00) per hour to $19.58 ($18.38 + $1.00 + .20) per hour, effective May 10, 2022. Officer is entitled to an additional .20 cents per hour for nine (9) years of service; a K-9/Narcotics Officer from $18.01 ($17.01 + $1.00) per hour to $18.21 ($17.01 + $1.00 + .20) per hour, effective May 11, 2022. Officer is entitled to an additional .20 cents per hour for six (6) years of service; a Patrol Officer from $21.71 per hour to $21.91 ($21.71 + .20) per hour, effective May 11, 2022. Officer is entitled to an additional .20 cents per hour for six (6) years of service in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-22-0505 Suspension - Gas Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension of a Laborer for five (5) days, effective May 2, 2022. Employee failed to comply with COV Attendance Policy plus forty-five (45) day probation in the Gas Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. E. ID-22-0500 Litigation Matter On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Litigation Matter. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. F.
