Invocation, Pledge of Allegiance and Call to Order Invocation was given by Alderman Michael A.Mayfied, Sr. Pledge of Allegiance was led by Alderman Alex J. Monsour, Jr. 2. Board Comments: Pursuant to Section 39 of the Special Charter of the City of Vicksburg that describes the duties specified only to the Mayor of the City, I am appointing a Committee to work on the interlocal agreement with the Warren County Board of Supervisors on the costs of the ambulance services and to look at all costs of services and make a recommendation of a cost equity in the service that we provide. The recommendation is due to the Mayor's Office by August 1, 2022. The members of this committee will include: City of Vicksburg Fire Chief, Craig Danczyk (chairperson) City of Vicksburg Deputy Fire Chief, Derrick Stamps City of Vicksburg Deputy Fire Chief, Harry "Trey" Martin City Attorney, Kim Nailor City Finance and Accounting Director, Doug Whittington 4. Adopt Agenda ADD under Routine Agenda Letter N. (ID-22-0555) Approve the Airport Design Layout for the Vicksburg Municipal Airport and Authorize the Mayor to Execute the Airport Layout Design. The Mayor and Aldermen discussed whether or not they should go into executive session. Mayor Flaggs, Jr., moved to go into executive session to discuss Personnel Action Forms for: Longevity Pay in the Street Department (1); Promotion/Pay Adjustment in Court Services (1); Personnel Matter in the Police Department (1); Discuss a Litigation Matter. The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Longevity Pay in the Street Department (1); Promotion/Pay Adjustment in Court Services (1); Personnel Matter in the Police Department (1); Discuss a Litigation Matter. The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor - City Attorney, Walter W. ID-22-0530 Longevity Pay - Street Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approve the .09 cents Longevity Pay of a Welder from $15.12 ($14.95+.09+.08) per hour to $15.21 ($14.95+.09+.08+.09) per hour, effective May 9, 2022. Employee is entitled to an additional .09 cents increase for fifteen (15) years of service in the Street Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. ID-22-0532 Promotion/Pay Adjustment - Court Services (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approve the Promotion/Pay Adjustment of a Deputy Court Clerk from $12.47 ($12.38+.09) per hour to a Lead Deputy Clerk at $13.47 ($12.38+.09+1.00) per hour, effective May 18, 2022. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-22-0531 Personnel Matter - Police Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approve the Personnel Matter of an Officer in the Police Department. Officer is responsible for repaying the replacement cost of a Smith & Wesson .38 Revolver bearing serial number CTZ6427 that was stolen on April 5, 2022. The cost to replace the Smith & Wesson .38 Revolver is $278.00. Officer incident report narrative (22-37883) and payment plan are on file. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-22-0525 Discuss Litigation Matter A discussion was held. E.
