Invocation, Pledge of Allegiance and Call to Order Invocation was given by Alderman Michael A. Mayfield, Sr. Pledge of Allegiance was led by Deputy City Clerk Deborah A. Nickson 2. Roll Call Also Present: Kim Nailor, City Attorney Tasha W. Jordan, Deputy City Clerk Deborah A. Nickson, Deputy City Clerk Present: 2 - Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Absent: 1 - Alderman Alex J. Monsour Jr. 3. Board Comments: The Mayor Flaggs, Jr., and Alderman Mayfield, Sr., recognized Crossing Guard Brenda Johnson of the Vicksburg Police Department for exceptional service and performance of her duties going above and beyond the call of duty and safety for all of the City of Vicksburg. The Mayor and Alderman congratulated Ms. Brenda Johnson. 4. Adopt Agenda On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to adopt the Agenda. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. Approval of Consent Agenda Items: On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to approve the Consent Agenda Items. The Mayor and Alderman of the City of Vicksburg approved the purchase of a sponsorship ad from Vicksburg Juneteenth Heritage Festival in the amount of $1,000.00. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended. F. ID-22-0544 Approve Additions to Employee Driving List: 1. ID-22-0549 Continue State of Emergency for the Repair Of Cherry Street, Vicksburg, Mississippi (Sinkhole) H. ID-22-0552 Approve allocation of matching funds in the amount of $10,000.00 to Vicksburg Family Development Service, Inc. pursuant to Section 21-19-65 of the Mississippi Code of 1972, as amended Attachments: VFDS Allocation FY2022 The Mayor and Alderman approved allocation of funds in the amount of $10,000.00 to Vicksburg Family Development Services, Inc. The City is authorized pursuant to Section 21-19-65 of the Mississippi Code of 1972, as amended, for matching funds for social and community service programs. I. ID-22-0553 Authorize Contribution of $1,375.00 to the American Legion Boys State Program pursuant to Senate Bill 3068 [2022 Regular Session] Attachments: SB 3068 - Boys State Program Routine Agenda: A. ID-22-0551 Approve the following request from the COVID-19 Advancing Health Literacy Grant Project: 1. Authorize the approval of billing statement in the amount of $3,240.00 from Vicksburg Convention Center Seazand Dreams Catering for COVID-19 Advancing Health Literacy Community Outreach event on June 12, 2022 in accordance to Mississippi Code Annotated 17-3-1 and 17-3-3. 4. Authorize the approval of billing statement in the amount of $2,630.46 from McAlister's Deli for COVID-19 Advancing Health Literacy Community Outreach event on June 17, 2022 in accordance to Mississippi Code Annotated 17-3-1 and 17-3-3. 5. Authorize Mayor to execute Contract with Vicksburg Convention Center for the Community Health Fair on July 23, 2022. 6. Approve authorization of petty cash in the amount of $500 for Felicia Kent, Project Director of the COVID-19 Advancing Health Literacy Grant Project to purchase invitations and program related items for the Community Outreach event on June 9, 2022 in accordance to Mississippi Code Annotated 17-3-1 and 17-3-3. ID-22-0556 Adopt Resolution to Accept Donated Property and Services (Sisters of Service) Attachments: RESOLUTION TO ACCEPT DONATED PROPERTY AND SERVICES Sisters of Service 5.16.22 Donation Letter for Service Project On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to adopt the Resolution to Accept Donated Property and Services (Sisters of Service). The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. F. ID-22-0545 Authorize Mayor to execute Support Services Agreement with Terry Service, Inc. for the Vicksburg Convention Center Attachments: Vicksburg CC PM Service Contract 2022 On motion of Alderman Mayfield, Sr., seconded by Mayor Flaggs, Jr., the Mayor and Alderman voted to authorize the Mayor to execute Support Services Agreement with Terry Service, Inc. for the Vicksburg Convention Center. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. G. ID-22-0548 Authorize Mayor to execute Facility Use Agreement with Sports Force Parks Vicksburg, LLC for use of the softball/baseball fields and tennis facilities Attachments: FACILITY USE AGREEMENTSFP Vicksburg LLC-June 10-122022 HFP On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to authorize the Mayor to execute Facility Use Agreement with Sports Force Parks Vicksburg, LLC for use of the softball/baseball fields and tennis facilities. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. Executive Session: Mayor Flaggs, Jr.. moved the Mayor and Alderman go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield, Sr. Voting aye, Mayor Flaggs, Jr., Alderman Mayfield, Sr. None voting nay, the motion was unanimously adopted. The Mayor and Alderman discussed whether or not they should go into executive session. Mayor Flaggs, Jr., moved to go into executive session to discuss Personnel Action Form for: Pay Adjustment in the Purchasing Department (1). The motion was seconded by Alderman Mayfield, Sr. Upon vote being taken, the following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr. The motion was adopted unanimously. The Mayor and Alderman announced they would go into executive session to discuss Personnel Action Forms for: Pay Adjustment in the Purchasing Department (1). The Mayor and Alderman are now in executive session. Those present at the executive session were Mayor Flaggs, Jr., Alderman Mayfield, Sr., Kim Nailor - City Attorney, Kelsey Conner - Human Resource Assistant/Safety, Tasha W. Jordan - Deputy City Clerk, Deborah A. Nickson, Deputy City Clerk, Jamma Williams – Constituent Services Representative, Charlie Hill - Deputy Chief of Police. Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. A. ID-22-0547 Pay Adjustment - Purchasing Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor City of Vicksburg Page 4 Printed on 5/31/2022 Board of Mayor and Aldermen Minutes - Final May 16, 2022 and Alderman voted to approve the Pay Adjustment of a Supply Specialist from $11.07 per hour to $12.57 ($11.07 + $1.50) per hour, effective May 18, 2022. Employee is taking on additional responsibilities of the Warehouse Receiving Clerk in the Purchasing Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. B. ID-22-0583 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. Absent: 1- Alderman Monsour Jr. Adjournment On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., and unanimously passed, the Mayor and Alderman of the City of Vicksburg adjourned to meet 10 o’clock a.m., Wednesday, May 25, 2022, to take up and act upon any and all matters that may come before the Board.
