Mayor and Aldermen voted to authorize the Mayor to execute Memorandum of
Understanding By and Between the City of Vicksburg and Smart Ball to plan,
organize and implement a Youth Summer Enrichment Program to address social
determinants of health, promote youth mental health and wellness and educate
youth and parents regarding COVID-19 awareness and vaccination and boosters.
The motion was adopted unanimously by the following vote:

determine if the Board should go into executive session. The motion was

Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Mayor Flaggs, Jr., moved to go into executive session to discuss
Personnel Action Forms for: Requests for Extended Medical Leave in the Fire
Department (2); Out of Network Request in the Street Department (1); Pay
Adjustments in the Police Department (2); Pay Adjustments in the Gas
Department (5); Pay Adjustment in the Safety Department (1); Pay Adjustment in
the Recreation Department (1); Job Reassignment/Pay Adjustment in the
Ambulance Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman
Monsour, Jr. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to

C. ID-22-0596 Pay Adjustment - Police Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of a Police Officer from
$17.13 per hour to a Field Training Officer (FTO) at $17.88 ($17.13 + .75) per hour,
effective May 25, 2022. Officer is entitled to an increase for serving as a FTO; a
Police Officer from $18.80 per hour to $19.00 ($18.80 + .20) per hour, effective
June 12, 2022. Officer is entitled to an additional .20 cents per hour for nine (9)
years of service in the Police Department. The motion was adopted unanimously
by the following vote:

D. ID-22-0597 Pay Adjustment - Gas Department (5)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustments of a Dispatcher from $13.32
($13.23 + .09) per hour to a Warehouse Manager at $15.09 ($13.23 + .09 + $1.77)
per hour, effective June 1, 2022. Employee will be training to replace Ms. Wanda
Gentry when she retires in June 2022; a Foreman from $11.64 ($11.55 + .09) per
hour to $13.14 ($11.55 + .09 + $1.50) per hour, effective June 1, 2022. Employee
will receive an additional $1.50 increase for additional duties; a Foreman from
$13.08 ($12.91 + .17) per hour to $14.58 ($12.91 + .17 + $1.50) per hour, effective
June 1, 2022. Employee will receive an additional $1.50 increase for additional
duties; a Foreman from $14.52 ($14.35 + .17) per hour to $16.02 ($14.35 + .17 +
$1.50) per hour, effective June 1, 2022. Employee will receive an additional $1.50
increase for additional duties; a Lead Foreman from $16.21 ($15.86 + .35 per hour
to $18.21 ($15.86 + .35 + $2.00) per hour, effective June 1, 2022. Employee will be
the lead foreman and step up when Dane Lovell is out in the Gas Department.

E. ID-22-0598 Pay Adjustment - Safety Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of the Safety Director from
$23.93 ($23.76 + .17) per hour to $25.43 ($23.76 + .17 + $1.50) per hour, effective
June 1, 2022. Employee will receive an additional $1.50 increase for Cautions,
Training and Safety in the Gas Department. The motion was adopted
unanimously by the following vote:

F. ID-22-0599 Pay Adjustment - Recreation Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of a Lifeguard from $8.75 per
hour to Head Lifeguard/Water Safety Instructor at $9.50 per hour, effective June
1, 2022. Employee is being promoted from a lifeguard to a head lifeguard and
water safety instructor in the Recreation Department (1). The motion was adopted
unanimously by the following vote:

G. ID-22-0600 Job Reassignment / Pay Adjustment - Ambulance Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Job Reassignment / Pay Adjustment of the
Fire Training Officer from $27.99 ($27.89 + .12) per hour to Training Officer/Quality
Assurance Officer at $30.99 ($30.87 + .12) per hour, effective June 1, 2022.
Training Officer will also become the Quality Assurance Officer and will no
longer be a salary employee. All overtime must be pre-approved by Deputy Chief
Harry "Trey" Martin in the Ambulance Department. The motion was adopted
unanimously by the following vote:
