Monsour Jr. 3. Board Comments: 4. Adopt Agenda On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to adopt the Agenda. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. Absent: 1- Alderman Monsour Jr. Approval of Consent Agenda Items: On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to approve the Consent Agenda Items. ID-22-0605 Ratify Mayor's execution of Application to U.S. Environmental Protection Agency for Permit to Discharge Wastewater Attachments: Application EPA On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to ratify the Ratify Mayor's execution of Application to U.S. Environmental Protection Agency for Permit to Discharge Wastewater. ID-22-0606 Ratify Mayor's execution of letter requesting time extension for NRCS Agreements for Clover Lane and Farmer Street until October 27, 2022 Attachments: Request Extension Clover Lane Farmer Street On motion of Alderman Mayfield, Sr., seconded by Mayor Flaggs, Jr., the Mayor and Alderman voted to ratify the Mayor's execution of letter requesting time extension for NRCS Agreements for Clover Lane and Farmer Street until October 27, 2022. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. Absent: 1- Alderman Monsour Jr. C. ID-22-0603 Approve Claims Docket On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to approve the Claims Docket numbering: 2244 - 2252; 309032 - 309490 with the exception of check #309451 written to United Security Services in the amount of $2,500.00; 309491 - 30950. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. Absent: 1- Alderman Monsour Jr. Executive Session: Mayor Flaggs, Jr. moved the Mayor and Alderman go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield, Sr. Voting aye, Mayor Flaggs, Jr., Alderman Mayfield, Sr. None voting nay, the motion was unanimously adopted. The Mayor and Alderman discussed whether or not they should go into executive session. Mayor Flaggs, Jr. moved to go into executive session to discuss Personnel Action Forms for: Reinstatement of Employment in the Inspection Department (1); Out of Network Request in the Street Department (1). The motion was seconded by Alderman Mayfield, Sr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield. The motion was adopted unanimously. The Mayor and Alderman announced they would go into executive session to discuss Personnel Action Forms for: Reinstatement of Employment in the Inspection Department (1); Out of Network Request in the Street Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Jr., Alderman Mayfield, Sr., Monica Allen - Associate City Attorney, Walter W. Osborne, Jr. - City Clerk, Kelsey Conner - Human Resource Assistant/Safety, Anessia Steward Martin - Benefits Coordinator, Jamma Williams – Constituent Services Representative, Tiffany Pendleton – Chief of Staff, Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. Absent: 1- Alderman Monsour Jr. A. ID-22-0609 Reinstatement of Employment - Inspection Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to approve the Reinstatement of Employment of a Housing Coordinator in the Inspection Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. Absent: 1- Alderman Monsour Jr. B. ID-22-0608 Out of Network Request - Street Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Alderman voted to approve the Out of Network Request of an employee's dependent treatment in Street Department. The motion was adopted unanimously by the following vote Aye: 2- Mayor Flaggs Jr., and Alderman Mayfield Sr. Absent: 1- Alderman Monsour Jr. Adjournment On motion of Mayor Flaggs, Jr. seconded by Alderman Mayfield, Sr., and unanimously passed, the Mayor and Alderman of the City of Vicksburg adjourned to meet 10 o’clock a.m., Monday, June 06, 2022, to take up and act upon any and all matters that may come before the Board.
