On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to authorize the Mayor to execute renewal of Cyber
and TULIP policies with BXS Insurance. The motion was adopted unanimously by

B. ID-23-0574 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety and

Jeff Richardson, Director of Community Development, came for a hearing before
the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:

2. 1200 Second North Street - Cut grass/weeds, remove trash and debris from the
entire property

All three (3) properties have not complied and are a public menace to the health,
safety & welfare of the community. The Mayor and Aldermen authorize the
Director of Community Development to proceed to cut, clean and/or demolish
structure(s) with all charges incurred to be assessed against the property
owner(s).

Executive Session:
Alderman Mayfield, Sr. moved the Mayor and Aldermen go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Longevity Pay - Sewer Department (1); Longevity
Pay - Inspection Department (1); Longevity Pay - Fire Department (1); Longevity
Pay - Court Services (1); Longevity Pay - Human Resource (1); Pay Adjustments -
Fire Department (3); Pay Adjustment - Ambulance Department (1); Pay
Adjustments - Accounting Department (2); Pay Adjustments - Recreation
Department (11).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman
Monsour, Jr. The motion was adopted unanimously.

A. ID-23-0588 Longevity Pay - Sewer Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Longevity Pay of a Pump Station Supervisor
from $20.64 per hour to $22.64 per hour, effective May 18, 2023. Employee is
entitled to a $2.00 per hour increase for thirty (30) years of service in the Sewer
Department. The motion was adopted unanimously by the following vote:

B. ID-23-0589 Longevity Pay - Inspection Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Longevity Pay of a Housing Director from
$19.4154 per hour to $19.6154 per hour, effective May 18, 2023. Employee is
entitled to a .20 cents per hour increase for one (1) year of service in the
Inspection Department. The motion was adopted unanimously by the following
vote:

C. ID-23-0590 Longevity Pay - Fire Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Longevity Pay of a Firefighter from $11.14
per hour to $11.24 per hour, effective May 18, 2023. Employee is entitled to an
increase of .10 cents per hour for one (1) year of service in the Fire Department.

D. ID-23-0591 Longevity Pay - Court Services (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Longevity Pay of a Deputy Court Clerk from
$11.36 per hour to $11.56 per hour, effective May 19, 2023. Employee is entitled to
an additional .20 cents increase for two (2) years of service in Court Services. The
motion was adopted unanimously by the following vote:

E. ID-23-0592 Longevity Pay - Human Resource
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Longevity Pay of a Benefits Coordinator from
$15.78 per hour to $15.98 per hour, effective May 19, 2023. Employee is entitled to
an additional .20 cents increase for two (2) years of service in the Human
Resource Department. The motion was adopted unanimously by the following
vote:

F. ID-23-0593 Pay Adjustments - Fire Department (3)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustments of a Captain V+1 from
$16.66 (base) per hour to a Captain V+2 at $16.92 (base) per hour, effective May 3,
2023. Captain may receive one .26 cents increase per year after completing fifth
tier with satisfactory evaluation and physical agility test; a Lieutenant I from
$13.32 (base) per hour to a Lieutenant V at $14.57 (base) per hour, effective May
3, 2023. Employee has met requirements for increase in Tier Pay System; a
Lieutenant IV from $14.26 (base) per hour, to a Lieutenant V at $14.57 (base) per
hour, effective May 3, 2023. Employee has met requirements for increase in Tier
Pay System in the Fire Department. The motion was adopted unanimously by the

G. ID-23-0594 Pay Adjustment - Ambulance Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of a Lieutenant I from $13.32
(base) per hour to a Lieutenant Paramedic I at $16.02 (base) per hour, effective
May 3, 2023. Employee has become a Nationally Registered paramedic and is
entitled to a pay increase in the Ambulance Department. The motion was
adopted unanimously by the following vote:

H. ID-23-0595 Pay Adjustments - Accounting Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustments of an Account Specialist I
from $14.79 per hour to $15.29 per hour, effective may 3, 2023. Employee will
receive an additional .50 cents per hour increase for additional duties until the
Assistant Director returns to work; an Account Specialist II from $18.04 per hour to
$18.54 per hour, effective May 3, 2023. Employee will receive an additional .50
cents per hour increase for additional duties until the Assistant Director returns to
work in the Accounting Department. The motion was adopted unanimously by
the following vote:

$10.75 per hour to $11.25 per hour, effective may 17, 2023; a Lifeguard from $9.00
per hour to $9.25 per hour, effective may 17, 2023; a Lifeguard from $9.00 per
hour to $9.25 per hour, effective May 17, 2023; a Lifeguard from $9.00 per hour to
$9.25 per hour, effective May 17, 2023; a WSI from $9.00 per hour to $9.50 per
hour, effective May 17, 2023; a WSI/Lifeguard from $9.75 per hour to $10.25 per
hour, effective May 17, 2023; a Cage Worker/Lifeguard from $11.00 per hour to
$11.50 per hour, effective May 17, 2023; a Lifeguard from $10.25 per hour to
$10.75 per hour, effective May 17, 2023. Employee is a WSI Head Guard; a Cage
