ID-23-0774 Approve request for advertisement for an additional $2,000.00 to Vicksburg Packers Youth Football and Cheer, Inc. pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended Attachments: Vicksburg Packers Sponsorship Mayor Flaggs, Jr. stated that purchasing an advertisement from Vicksburg Packers Youth Football and Cheer, Inc. will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial, and other interests of the City of Vicksburg. Jefferson Funeral Home - $1,175.00; CJ Williams Mortuary Services - $1,275.00; Glenwood Funeral Home - $1,150.00; Fisher Funeral Home - $1,025.00; Misc. - $1,050.00. The total burials were 29. Total paid $6,950.00. The City Clerk presented the Privilege License report for new businesses for the month of May 2023. The City Clerk presented report of Mayor and Treasure from the Vicksburg Police Department in the amount of $92,454.49 for the month of May 2023. The City Clerk presented report for Tax Collections for City taxes from the Warren County Tax Collector for the month of May 2023. The City Clerk presented report for Delinquent Taxes from the Warren County Tax Collector for the month of May 2023. The City Clerk presented the Detailed Budget report for approval. Billing statement in the amount of $250.00 to WVBG-FM (Lendsi Radio) for the month of July 2023 in accordance to Mississippi Code Annotated 17-3-1 and 17-3-3. Attachments: MOU Trinity Temple WVBG-FM Radio Ad On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to authorize the approval of the following for COVID-19 Health Literacy Project: 1. Mayor execute Memorandum of Understanding with Trinity Temple Ministries in the amount of $1,500.00 to implement a Back to School Healthy Literacy Rally; 2. Billing statement in the amount of $250.00 to WVBG-FM (Lendsi Radio) for the month of July 2023 in accordance to Mississippi Code Annotated 17-3-1 and 17-3-3. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Executive Session: Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether they should go into executive session. Mayor Flaggs, Jr. moved to go into executive session to discuss Personnel Action Forms for: Promotions - Fire Department (2); Suspension - Ambulance Department (1); Suspension - Vehicle Maintenance (1); Suspension - Parks & Recreation Maintenance (1); Termination - Parks & Recreation Maintenance (1). The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Promotions - Fire Department (2); Suspension - Ambulance Department (1); Suspension - Vehicle Maintenance (1); Suspension - Parks & Recreation Maintenance (1); Termination - Parks & Recreation Maintenance (1). The Mayor and Aldermen are now in executive session. Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. A. ID-23-0779 Rescind Education Incentive Request - Police Department (1) This agenda item was removed. B. ID-23-0780 Promotions - Fire Department (2) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Promotions of a Firefighter/Ambulance II from $12.23(base) per hour to Lieutenant I at $13.32(base) per hour, effective July 12, 2023. Employee is being promoted; a Lieutenant IV from $14.26 (base) per hour to a Captain I at $15.08 (base) per hour, effective July 12, 2023. Employee is being promoted in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-23-0781 Suspension - Ambulance Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension of a Captain Paramedic V for one (1) shift (24 hours) effective July 2, 2023. Employee violated Vicksburg Fire Department Standard Operating Guideline 12.1.75 Attendance Policy for 24-Hour Shift Employees. His sixth (6) occurrence was May 18, 2023 in the Ambulance Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-23-0782 Suspension - Vehicle Maintenance (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension of a Mechanic II for five (5) days, effective June 23, 2023. Employee is in violation of the COV Attendance Policy. Employee has three (3) tardies on: May 25, 2023, May 30, 2023 and June 22, 2023 which total one (1) unexcused absence in Vehicle Maintenance. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. E. ID-23-0783 Suspension - Parks & Recreation Maintenance (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension of a Laborer, effective June 23, 2023. Employee has five (5) unexcused absences in his probationary period dated: May 16, 2023, June 12, 2023, June 13, 2023, June 15, 2023 and June 16, 2023 in Parks & Recreation Maintenance. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. F. ID-23-0784 Termination - Parks & Recreation Maintenance (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Termination of a Laborer in Parks & Recreation Maintenance effective June 23, 2023. Employee has six (6) unexcused absences within his sixth (6) month probation period dated: May 16, 2023, June 12, 2023, June 13, 2023, June 15, 2023 June 16, 2023 and June 22, 2023. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. G.
