ID-23-0983 Discuss Southern Cultural Heritage Center Updates Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the Board to inform the public of the upcoming events at the Southern Cultural Heritage Center for the month of August 2023 and invited the public to attend. Real Surplus Property - Pearl Street (PPIN 18185) ROSE GRIFFIN, 80 Princeton Trace; Fayetteville, GA 30214 Bid Amount: $250.00 No Electronic Bid(s) Received On motion of Alderman Mayfield, Sr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to accept and refer the foregoing bid to the Selection Committee for review and recommendation back to the Board for award. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-23-0996 Adopt Budget Amendments On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt the Budget Amendments for August 10, 2023. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. E. ID-23-0997 Continue Amended Proclamation of a Local Emergency (Curfew for Minors) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to continue the Amended Proclamation of a Local Emergency (Curfew for Minors). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. F. ID-23-0990 Hearing to determine whether or not the properties listed on the Community Development Agenda are a public menace to the public health, safety and welfare of the community Attachments: Special Assessments Jeff Richardson, Director of Community Development, came for a hearing before the Board to discuss and request permission to proceed to cut, clean and demolish the following properties: 1. 2509 Pearl Street, PPIN 015135; owned by Mary & Charlie Queen - (Cut grass/weeds, remove trash and debris from the entire property, remove vines from entire structure) 2. 2521 Pearl Street, PPIN 015139; owned by Eliza Washington c/o Ronnie G. Ford - (Cut grass/weeds, remove trash and debris from the entire property, remove dilapidated fence) 3. 1312 Prospect Street, PPIN 006157; owned by Andrew Gough - (Cut grass/weeds, remove trash and debris from the entire property, rid entire property from accumulation of rubbish and trash) On motion of Alderman Mayfield, Sr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to declare the foregoing properties which have not complied to be a public menace to the health, safety & welfare of the community and authorize the Director of Community Development to proceed to cut, clean and demolish structures with all charges incurred to be assessed against the property owner(s). In the event an extension is granted, if owner(s) has/have not complied at the end of the extension period, the Director of Community Development is authorized to proceed, along with the following actions: 1. 2509 Pearl Street, PPIN 015135; owned by Mary & Charlie Queen - Not complied. ID-23-0999 Authorize the Board of Mayor and Aldermen of the City of Vicksburg, MS to execute Emergency Declaration Due to the Collapse of Asphalt Located Off of Frontage Road Due to Damage to the Sewer Line Attachments: EMERGENCY DECLARATION blackburn lot 8.8 IMG_3097 IMG_3098 Est of Probable Cost AH156994 On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to authorize the Board of Mayor and Aldermen of the City of Vicksburg, MS to execute Emergency Declaration Due to the Collapse of Asphalt Located Off of Frontage Road Due to Damage to the Sewer Line. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. I. ID-23-1000 ADOPT A RESOLUTION APPROVING A FINANCIAL COMMITMENT TO VICKSBURG MAIN STREET PROGRAM AS MATCHING FUNDS FOR THE 2024 MISSISSIPPI MAIN STREET REVITALIZATION GRANT PROGRAM Attachments: 2024 main street revitalization grant On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt the Resolution Approving a Financial Commitment to Vicksburg Main Street Program as Matching Funds for the 2024 Mississippi Main Street Revitalization Grant Program. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Executive Session: Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether they should go into executive session. Mayor Flaggs, Jr. moved to go into executive session to discuss Personnel Action Forms for: Pay Adjustment - Safety Department (1); Pay Adjustment - Police Department (1); Suspension - Fire Department (1). The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Pay Adjustment - Safety Department (1); Pay Adjustment - Police Department (1); Suspension - Fire Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor - City Attorney, Walter W. Osborne, Jr. - City Clerk, Tasha W. Jordan - Deputy City Clerk, Kelsey Hicks - Human Resource Assistant/Safety, Charlie Hill – Deputy Chief of Police. Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. A. ID-23-0991 Pay Adjustment - Safety Department (1) City of Vicksburg Page 4 Printed on 8/25/2023 Board of Mayor and Aldermen Minutes - Final August 10, 2023 On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of an Administrative Assistant from $18.23 ($17.23+ $1.00) per hour to $17.23 ($18.23- $1.00) per hour, effective August 7, 2023. This action is to remove the pay due to the Director returning to work on August 7, 2023 in the Safety Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. ID-23-0992 Pay Adjustment - Police Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Patrol Officer from $18.32 per hour to a Patrol Officer/FTO at $19.07 ($18.32+.75) per hour, effective August 14, 2023. Patrol Officer is now serving as a Field Training Officer (FTO) per VPD Policy 3.22 in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-23-0993 Suspension - Fire Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension of a Lieutenant I for two (2) shifts (120 hours), effective August 12,15,18,21,24, 2023. Employee is in violation of Vicksburg Fire Department Standard Operating Guideline 12.2.2 and failed to obey directive to wash city waterfront at the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-23-1054 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Adjournment On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Monday, August 21, 2023, to take up and act upon any and all matters that may come before the Board.
