Invocation, Pledge of Allegiance and Call to Order Invocation was given by Mayor George Flaggs, Jr. Pledge of Allegiance was led by Alderman Alex J. Monsour, Jr. 2. ID-24-0228 Discuss Vicksburg Convention and Visitors Bureau Updates Ms. Laura Beth Strickland, of the Vicksburg Convention & Visitors Bureau, came before the Board to inform the public of the upcoming events at the Vicksburg Convention & Visitors Bureau for the month of March 2024 and invited the public to attend. The Mayor and Alderman thanked Ms. Strickland for attending the meeting. B. ID-24-0283 Discuss Southern Cultural Heritage Center Updates Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the Board to inform the public of the upcoming events at the Southern Cultural Heritage Center for the month of March 2024 and invited the public to attend. The Mayor and Alderman thanked Ms. Mahoney for attending the meeting. C. ID-24-0272 Continue Proclamation of a Local Emergency (Curfew for Minors) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to Continue a Proclamation of a Local Emergency (Curfew for Minors). The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr. Absent: 1- Alderman Mayfield Sr. D. ID-24-0258 Authorize Mayor to execute Lease Agreement with April Green for property located on 406 Melrose Avenue and 408 Melrose Avenue to be used solely for a community garden Attachments: Green Lease Agreement On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to Authorize the Mayor to execute a Lease Agreement with April Green for property located on 406 Melrose Avenue and 408 Melrose Avenue to be used solely for a community garden. ID-24-0286 Authorize Mayor to execute Facility Management Agreement between the City of Vicksburg and Sports Facilities Management, LLC Attachments: SFC Vicksburg Agreement Draft 022324 On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to Authorize the Mayor to execute a Facility Management Agreement between the City of Vicksburg and Sports Facilities Management, LLC. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr. Absent: 1- Alderman Mayfield Sr. Executive Session: Mayor Flaggs, Jr. moved the Mayor and Alderman go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman Monsour, Jr. None Voting nay, the motion was unanimously adopted. The Mayor and Alderman discussed whether they should go into executive session. Mayor Flaggs, Jr. moved to go into executive session to discuss Personnel Action Forms for: Longevity Pay-Gas Department (1); Longevity Pay-Ambulance Department (1); Pay Adjustment-Police Department (1); Pay Adjustment-Building Maintenance (2); Suspension-Parks and Recreation Department (1). The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following Voted aye: Mayor Flaggs, Jr., Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Alderman announced they would go into executive session to discuss Personnel Action Forms for: Longevity Pay-Gas Department (1); Longevity Pay-Ambulance Department (1); Pay Adjustment-Police Department (1); Pay Adjustment-Building Maintenance (2); Suspension-Parks and Recreation Department (1). The Mayor and Alderman are now in executive session. Those present at the executive session were Mayor Flaggs, Jr., Alderman Monsour, Jr., Kim Nailor-City Attorney, Deborah A. Nickson-Interim City Clerk, Brian Sessums-Deputy Clerk, Carla Sullivan-Interim Human Resources Director, Kelsey Hicks-Human Resource Assistant/Safety, Charlie Hill-Deputy Chief of Police. Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr. Absent: 1- Alderman Mayfield Sr. A. ID-24-0277 Longevity Pay - Gas Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr. the Mayor and Alderman voted to approve the Longevity Pay of a Dispatcher from $11.50 per hour to $11.70 (11.30+.20+.20) per hour for six (6) years of service in the Gas Department, effective March 14, 2024. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr. Absent: 1- Alderman Mayfield Sr. B. ID-24-0278 Longevity Pay - Ambulance Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Longevity Pay of a Amblance/Firefighter from $13.42 per hour to $13.52 (13.32+.10+10) per hour for six (6) years of service in the Ambulance Department, effective March 14, 2024. ID-24-0279 Pay Adjustment - Police Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Pay Adjustment of a Part Time Officer at $25.00 per hour to a Service Clerk at $15.00 per hour, effective March 6, 2024. Employee will transfer from a part-time law enforcement officer to a Service Clerk in the Police Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr. Absent: 1- Alderman Mayfield Sr. D. ID-24-0280 Pay Adjustments - Building Maintenance (2) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Pay Adjustment of two (2) HVAC Technicians. One employee will receive a Pay Adjustment from$18.00 per hour to $18.25 per hour and the other employee will receive a Pay Adjustment from $18.56 per hour to $18.81 per hour, effective March 14, 2024 in Building Maintenance. Both Employees completed the HFO/A2L Safety Certification. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr. Absent: 1- Alderman Mayfield Sr. E. ID-24-0281 Suspension - Parks & Recreation Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to approve the Suspension of a Foreman for three (3) days, effective March 11, 2024 in the Parks & Recreation Department. Employee was being negligent when striping the field. Employees stripe fields weekly and on March 3, 2024 a batting box was put in the wrong place. Employee called a co-worker and the coach to tell them that he did it on purpose to teach supervisors a lesson that they need more people. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr. Absent: 1- Alderman Mayfield Sr. F. ID-24-0320 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr. Absent: 1- Alderman Mayfield Sr. Adjournment On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Alderman of the City of Vicksburg adjourned to meet at 10 o’clock a.m., Monday, March 4, 2024, to take up and act upon any and all matters that may come before the Board.
