Ms. Laura Beth Strickland, of the Vicksburg Convention & Visitors Bureau, came
before the Board to inform the public of the upcoming events at the Vicksburg
Convention & Visitors Bureau for the month of May 2024 and invited the public to
attend. The Mayor and Alderman thanked Ms. Strickland for attending the
meeting.
C. ID-24-0546 Discuss Southern Cultural Heritage Center Updates
Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of May 2024 and invited the public to attend. The
Mayor and Alderman thanked Ms. Mahoney for attending the meeting.
D. ID-24-0535 Continue Proclamation of a Local Emergency (Curfew for Minors)

On motion of Alderman Monsour, Jr., seconded by Mayor Flaggs, Jr., the Mayor
and Alderman voted to Table this item until after Executive Session. The motion
was adopted unanimously by the following vote:
Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr.
E. ID-24-0532 Approve request from SDR Engineering Consultants, Inc. for the
Vicksburg Police Department to provide traffic control during a bridge
inspection on the I-20 Mississippi River Bridge for LADOTD from May
18-23 and May 28-30 to June 1-6, 2024 (15 days) for eight (8) hours
each day at the rate of $45.00 per hour per officer and $20.00 per hour
per car upon invoice

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to Approve a request from SDR Engineering Consultants,
Inc. for the Vicksburg Police Department to provide traffic control during a bridge
inspection on the I-20 Mississippi River Bridge for LADOTD from May 18-23 and
May 28-30 to June 1-6, 2024 (15 days) for eight (8) hours each day at the rate of
$45.00 per hour per officer and $20.00 per hour per car upon invoice. The motion

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to Adopt a Resolution Relating To The Sale Of Property Sold
For Non Payment Of Taxes And The Redemption Of Property Sold for Non
Payment of Taxes. The motion was adopted unanimously by the following vote:

G. ID-24-0534 Authorize Mayor to execute Interlocal Agreement Relating To The Sale
Of Property For Non Payment Of Taxes And The Redemption Of
Property Sold For NonPayment Of Taxes

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to Authorize the Mayor to execute Interlocal Agreement
Relating To The Sale Of Property For Non Payment Of Taxes And The
Redemption Of Property Sold For NonPayment Of Taxes. The motion was
adopted unanimously by the following vote:
Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Alderman go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Monsour, Jr. None Voting nay, the motion was unanimously adopted.
The Mayor and Alderman discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Request for Extended Medical Leave-Court Services
(1); Extended Medical Leave-Water & Gas Administration (1); Pay
Adjustment/Transfer-Grants/Administration (1); Pay Adjustment-Fire Department
(1); Pay Adjustment- Community Development (1); Termination-Community
Development (1)
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Monsour, Jr. The motion was
adopted unanimously.
The Mayor and Alderman announced they would go into executive session to

A. ID-24-0539 Request for Extended Medical Leave - Court Services (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve an Extended Medical Leave Request of a Deputy
Court Clerk in Court Services. Employee will need to come before the Board in
six (6) months. The motion was adopted unanimously by the following vote:

B. ID-24-0540 Request for Extended Medical Leave - Water & Gas Administration (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve an Extended Medical Leave Request of a Cashier
in the Water & Gas Department. Employee will need to come before the Board in
six (6) months. The motion was adopted unanimously by the following vote:

C. ID-24-0541 Pay Adjustment/Transfer - Grants/Administration (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve the Pay Adjustment/Transfer of a Grants Project
Administrator at $26.48 per hour to a Chief of Staff at $24.076 per hour, effective
May 1, 2024 in Administration. Employee is transferring to the Mayors Chief of
Staff. The motion was adopted unanimously by the following vote: The motion

D. ID-24-0542 Pay Adjustment - Fire Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve the Pay Adjustment of a Captain I from $15.08 per
hour to a Captain V at $16.05 per hour, effective May 1, 2024. Employee has met
requirements for an increase in the Tier Pay System in the Fire Department. The

E. ID-24-0543 Pay Adjustment - Community Development (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve the Pay Adjustment of a Zoning Administrative
Assistant from $20.62 per hour to a Zoning Administrator at $21.39 per hour,
effective May 15, 2024. Employee is being promoted to Zoning Administrator in
Community Development. The motion was adopted unanimously by the following
vote:

F. ID-24-0544 Discretionary Leave - Police Department (1)
Removed from Agenda.
G. ID-24-0545 Termination - Community Service (1)
Appearing John Shorter
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve forty-five (45) days of probation for a Foreman,
effective May 13, 2024 in Community Service. Employee is not reliable and is

all matters that may come before the Board.
