City of Vicksburg.
The Mayor and Aldermen of the City of Vicksburg approved the purchase of a
sponsorship ad from Vicksburg Family Development Service in the amount of
$500.00 for their 1st Annual Backyard BBQ Grill-Off. The city is authorized
pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi code of 1972, as
amended.

Minors). The motion was adopted unanimously by the following vote:

E. ID-24-0759 Approve request from Joseph Tolliver for permission to place a mural on
the corner of Coccaro Alley and Halls Ferry by the "Welcome to Marcus
Bottom" sign in honor of Mrs. Gistina Tolliver with all maintenance done by
the family
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Approve request from Joseph Tolliver for permission to
place a mural on the corner of Coccaro Alley and Halls Ferry by the "Welcome to
Marcus Bottom" sign in honor of Mrs. Gistina Tolliver with all maintenance done

the board to discuss and request permission to proceed to cut, clean and
demolish the following properties:

and Aldermen voted to Adopt a Resolution to Accept Donated Belgian Malinois
male dog named Crusoe from Lieutenant Donnie Heggins to provide services to
the Vicksburg Police Department. The motion was adopted unanimously by the

used as a Voting Precinct. The motion was adopted unanimously by the

Q. ID-24-0795 Authorize Mayor to execute Contract for Services with Jan Hyland Daigre in
relation to implementing the redistricting plan of the City of Vicksburg
approved in 2022 and 2024 by the Board of Mayor and Aldermen and
update in the Statewide Election Management Systems (SEMS) for the
sum not to exceed $3,200.00 (Ward 2)

and Aldermen voted to Authorize the Mayor to execute Contract for Services with
Jan Hyland Daigre in relation to implementing the redistricting plan of the City of
Vicksburg approved in 2022 and 2024 by the Board of Mayor and Aldermen and
update in the Statewide Election Management Systems (SEMS) for the sum not to
exceed $3,200.00 (Ward 2). The motion was adopted unanimously by the
following vote:

R. ID-24-0797 Authorize the Mayor and Aldermen of the City of Vicksburg to execute
Right-of-Entry Permit upon property of a Vicksburg City Park located on
Roseland Drive to Mac & Cheryl Montgomery, or the agent or contractor to
remove a tree located on their property at 159 Roseland Drive

On motion of Alderman Monsour, Jr., seconded by Mayor Flaggs, Jr., the Mayor
and Aldermen voted to Authorize the Mayor and Aldermen of the City of
Vicksburg to execute Right-of-Entry Permit upon property of a Vicksburg City Park
located on Roseland Drive to Mac & Cheryl Montgomery or contractor to remove
a tree located on their property at 159 Roseland Drive. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Aldermen to go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Monsour, Jr., Alderman Mayfield, None Voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Transfer-Administration (2); Longevity Pay-Airport (1);

Mayfield. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Longevity Pay of a Director at $24.1996 per
hour to $24.3996 ($23.9096+.09+.20+.20) per hour, effective July 10, 2024.
Employee is entitled to an additional .20 cents increase per hour for seven (7)
years of service in the Airport Department. The motion was adopted unanimously
by the following vote:

C. ID-24-0787 Longevity Pay - Right of Way Department (1)

per hour to $11.20 ($10.71+.09+.20+.20) per hour, effective July 11, 2024.
Employee is entitled to an additional .20 cents increase per hour for eight (8)
years of service in the Right of Way Department. The motion was adopted
unanimously by the following vote:

per hour to $41.3154 ($41.1154+.20) per hour, effective July 12, 2024. Employee is
entitled to an additional .20 cents increase per hour for one (1) year of service in
the Public Works Department. The motion was adopted unanimously by the
following vote:

hour to $9.20 ($9.00+.20) per hour, effective July 9, 2024. Employee is entitled to
an additional .20 cents increase per hour for one (1) year of service in the Sewer

hour to $11.20 ($11.00+.20) per hour, effective July 12, 2024. Employee is entitled
to an additional .20 cents increase per hour for one (1) year of service; Longevity
Pay of a Serviceman from $11.47 per hour to $11.67 ($11.27+.20+.20) per hour,
effective July 14, 2024. Employee is entitled to an additional .20 cents increase
per hour for three (3) years of service. Both employees are in the Gas
Department. The motion was adopted unanimously by the following vote:

$20.40 per hour to $20.60 ($20.20+.20+.20) per hour, effective July 12, 2024.
Employee is entitled to an additional .20 cents increase per hour for two (2) years
of service in the Information Technology Department. The motion was adopted
unanimously by the following vote:

hour to $9.40 ($9.00+.20+.20) per hour, effective July 14, 2024. Employee is
entitled to an additional .20 cents increase per hour for three (3) years of service
in Building Maintenance. The motion was adopted unanimously by the following

Director at $17.63 per hour to an Interim Director at a salary of $45,000 per year,
effective July 1, 2024. Employee is employee is being promoted to replace a
former Purchasing Director in the Purchasing Department. The motion was
adopted unanimously by the following vote:

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to open the Public Appeal Hearing for The Green Standard
Vicksburg regarding the decision of the Zoning Board of Appeals rendered in
meeting held of May 7, 2024, denying the following request to Amend Section
406.10 C-4 General Commercial Zone of The Zoning Ordinance 71-8 of the Code
of Ordinance of the City of, by adding Cannabis cultivation facility, tier 1-2;
cannabis micro-cultivation, tier 1-2, cannabis processing facility, tier 1-2;
cannabis micro processing, tier 1-2 as permitted used under Section 406.10-1. The
motion was adopted unanimously by the following vote:
