Invocation was given by Mayor George Flaggs, Jr.

Group, LLC. in the amount of $250.00 and James Archer on behalf of Trinity
Temple Ministries in the amount of $250.00. Mayor Flaggs, Jr. stated that
purchasing the advertisements will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward
advancing the moral, financial, and other interests of the City of Vicksburg.The
City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi
code of 1972, as amended.

On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, the Mayor and

Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Aldermen to go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Monsour, Jr., Alderman Mayfield, None Voting nay, the motion was unanimously
adopted.

session. Mayor Flaggs, Jr. moved to go into executive session to discuss

Longevity Pay- Animal Control (2); Longevity Pay-Water Department (1);
Longevity Pay-Police Department (2); Suspension-Street Department (1); Discuss
Potential Litigation Matter
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Monsour, Jr., Alderman
Mayfield. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to

A. ID-24-0817 Pay Adjustment - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the Pay Adjustment of a Warrants Lieutenant from
$24.29 per hour to $24.49 ($24.29+.20) per hour, effective July 21, 2024. Employee
is entitled to an additional .20 cents increase per hour for ten (10) years of service
in Police Department. The motion was adopted unanimously by the following
vote:

B. ID-24-0818 Pay Adjustment - Human Resources (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the Pay Adjustment of a Interim Human Resources
Director from $25.00 per hour to $27.4038 per hour effective July 24, 2024.
Employee has met the required six (6) month period required to be eligible for a
$5,000.00 increase in pay in the Human Resources Department. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
C. ID-24-0819 Longevity Pay - Parks & Recreation (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the Longevity Pay of a Director from $30.4803 per
hour to $30.6803 ($30.1903.+20+.09+.20) per hour, effective July 17, 2024.
Employee is entitled to an additional .20 cents increase per hour for seven (7)
years of service in the Parks & Recreation Department. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
D. ID-24-0820 Longevity Pay - Animal Control (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the Longevity Pay of an Animal Control Officer from
$9.20 per hour to $9.40 ($9.00+.20+.20) per hour, effective July 17, 2024. Employee
is entitled to an additional .20 cents increase per hour for five (5) years of service
in the Animal Control Department. The motion was adopted unanimously by the
following vote:

E. ID-24-0821 Longevity Pay - Water Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, the Mayor and

Aldermen voted to approve the Longevity Pay of an Assistant Supervisor from
$19.18 per hour to $19.38 ($18.89+.09+.20+.20) per hour, effective July 22, 2024.
Employee is entitled to an additional .20 cents increase per hour for nine (9)
years of service in the Water Department. The motion was adopted unanimously
by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
F. ID-24-0822 Longevity Pay - Police Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the Longevity Pay of a Secretary II from $12.50 per
hour to $12.70 ($12.21+.20+.09+.20) per hour, effective July 22, 2024. Employee is
entitled to an additional .20 cents increase per hour for nine (9) years of service;
Crime Prevention Specialist from $15.03 per hour to $15.23 ($14.74+.20+.09+.20)
per hour, effective July 23, 2024. Employee is entitled to an additional .20 cents
increase per hour for ten (10) years of service. Both employees are in the Police
Department. The motion was adopted unanimously by the following vote:

G. ID-24-0823 Suspension - Street Department (1)
Appearing Dane Lovell & Carl Harris
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the Suspension of a Truck Driver in the Street
Department. Employee was suspended for five (5) days and must report to Human
Resources upon return and appear back before the board. The motion was
adopted unanimously by the following vote:

H. ID-24-0800 Discuss Potential Litigation Matter

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned

all matters that may come before the Board.
