1. Invocation, Pledge of Allegiance and Call to Order
Invocation was given by Mayor Flaggs, Jr.
Pledge of Allegiance was led by Alderman Mayfield.

4. Adopt Agenda
On motion of Mayor Flaggs, Sr., seconded by Alderman Mayfield, the Mayor and
Aldermen voted to Adopt the agenda as printed. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
Approval of Consent Agenda Items:
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Approve the Consent Agenda Items. The motion was
adopted unanimously by the following vote:

A. ID-25-0423 Approve the following Personnel Action Forms:

C. ID-25-0413 Approve Sponsorship request from Chief Mark Whiteside in the amount of
$10,000.00 for the 2025 Mississippi Fire Fighters Association Annual
Conference pursuant to Section 17-3-1 and Section 17-3-3 of the
Mississippi Code of 1972, as amended
Attachments: Sponsorsorship MFFA Conference
Mayor Flaggs, Jr. stated that the sponsorship request submitted by Chief Mark
Whiteside in the amount of $10,000.00 for the 2025 Mississippi Fire Fighters
Association Annual Conference will bring into favorable notice the opportunities,
possibilities, and resources of the City of Vicksburg and will be helpful toward
advancing the public safety and community interests of the City of Vicksburg.
The Mayor and Aldermen of the City of Vicksburg approved the sponsorship
request for the conference. The city is authorized pursuant to Section 17-3-1 and
Section 17-3-3 of the Mississippi Code of 1972, as amended.
D. ID-25-0432 Approve Sponsorship Application in the amount of $8,000.00 from H.J.
"Winky" Freeman on behalf of Miss Mississippi Teen Organization
pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of

Mayor Flaggs, Jr. stated that the sponsorship application submitted by H.J.
"Winky" Freeman on behalf of the Miss Mississippi Teen Organization in the
amount of $8,000.00 will bring into favorable notice the opportunities,
possibilities, and resources of the City of Vicksburg and will be helpful toward
advancing the cultural and community interests of the City of Vicksburg.
The Mayor and Aldermen of the City of Vicksburg approved the sponsorship
application in the amount of $8,000.00. The city is authorized pursuant to Section
17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended.

A. ID-25-0354 Discuss Vicksburg Convention and Visitors Bureau Updates
Ms. Laura Beth Strickland, of the Vicksburg Convention & Visitors Bureau, came
before the Board to inform the public of the upcoming events at the Vicksburg
Convention & Visitors Bureau for the month of April 2025 and invited the public to

attend. The Mayor and Alderman thanked Ms. Strickland for attending the
meeting.
B. ID-25-0418 Receive Sealed Bids for:
1. Old Animal Shelter Trailer
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Take Under Advisement sealed bids for the following:
Old Animal Shelter Trailer from J. J. Merchant for $5,777.77. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
C. ID-25-0420 Adopt Budget Amendments
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Adopt Budget Amendments for April 21, 2025. The motion
was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Pay Adjustment - Police Department (4);
Pay Adjustment - Recreation Department (14); Termination - Recreation
Department (7); Suspension Pending Termination - Water Department (1)
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Alderman Monsour,
Jr. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Pay Adjustment - Police Department (4); Pay
Adjustment - Recreation Department (14); Termination - Recreation Department
(7); Suspension Pending Termination - Water Department (1)
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman
Mayfield, Alderman Monsour, Jr., Kristen Harris - Chief of Staff, Lee Davis

Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
A. ID-25-0424 Pay Adjustment - Police Department (4)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Approve the Pay Adjustment for a Police Officer by
changing the hourly rate from $22.78 to $22.03, effective February 5, 2025. This
adjustment reflects the end of employee's position as a Field Training Officer.
The annual salary will be $49,126.90; Pay Adjustment for a Field Training Officer
in the Police Department by changing the hourly rate from $21.83 to $21.08,
effective March 2, 2025. This adjustment reflects the end of employee's position
as a Field Training Officer; Pay Adjustment for a Police Officer at $24.33 to a
Field Training Officer with an hourly rate of $23.58, effective March 24, 2025. This
adjustment reflects the end of employee's position as a Field Training Officer.
The annual salary will be $52,583.40; Pay Adjustment for a Police Officer with an
hourly rate of $22.03 to an hourly rate of $21.28, effective April 8, 2025. This
adjustment reflects the end of employee's position as a Field Training Officer.
The annual salary will be $47,454.40. The motion was adopted unanimously by

B. ID-25-0425 Pay Adjustment - Recreation Department (14)
This item was Tabled.
C. ID-25-0426 Termination - Recreation Department (7)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Approve the Termination of (7) Lifeguard's from the
Recreation Department, effective April 10, 2025. The employee's will no longer
be fulfilling the role as a lifeguard. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
D. ID-25-0427 Suspension Pending Termination - Water Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Approve the Suspension Pending Termination of a
Laborer in the Water Department. The employee will be suspended for (2) two
more days, bringing the total days of suspension to (5) five along with a (45) forty
five-day probationary period, effective April 21, 2025. The employee was in
violation of Personnel Rules and Regulations 4.1 (G), (I), and (Z) for being a no
call/no show from April 9 to April 11, 2025,

E. ID-25-0468 Come Out of Executive Session and Approve All Items Taken Up in Executive
Session
On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, the Mayor and
Aldermen voted to Come Out of Executive Session and Approve All Items Taken
Up in Executive Session. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
Adjournment
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg Adjourned
to meet 10 o’clock a.m., Friday, April 25, 2025 to take up and act upon any and all
matters that may come before the Board.
