A. ID-25-0795 Approve Sponsorship application from Holladay Broadcasting in the
amount of $590.00 for St. Al and Porter's Chapel football game radio

Mayor Thompson stated that the sponsorship application submitted by Holladay
Broadcasting in the amount of $590.00 for the St. Al and Porter's Chapel football
game radio broadcast will bring into favorable notice the opportunities,
possibilities, and resources of the City of Vicksburg and will be helpful toward
advancing the community and youth interests of the City of Vicksburg.
The Mayor and Aldermen of the City of Vicksburg approved the sponsorship
application in the amount of $590.00. The city is authorized pursuant to Section
17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended.

Daycare Center to use the Gertrude Young Jackson Street Community

Ms. Donna Gray, of the Vicksburg Convention Center, came before the Board to
inform the public of the upcoming events at the Vicksburg Convention Center for
the month of August 2025 and invited the public to attend. The Mayor and
Aldermen thanked Ms. Gray for attending the meeting.

Director of Community Development is authorized to proceed with the necessary
actions.

construction engineering/inspection (CEI) services not to exceed a fixed fee of
$33,975.00 for the sidewalk and pedestrian improvements at the new Riverfront

On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Ratify and approve the Memorandum of Understanding
between the Vicksburg Police Department and the Rankin County Sheriff's Office
regarding the housing of detainees at the Rankin County Adult Detention Center
(RCADC) who have been apprehended by the Vicksburg Police Department. The
motion was adopted unanimously by the following vote:

Executive Session:
Alderman Mayfield moved the Mayor and Aldermen to go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderwoman Bailey. Voting aye, Mayor Thompson, Alderman
Mayfield, Alderwoman Bailey. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Alderwoman Bailey moved to go into executive session to discuss
Personnel Action Forms for: Pay Adjustment - Police Department (1); Longevity
Pay - Ambulance Department (1); Termination - Administration Department
(Summer) (23); Termination - Administration Department (1)
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Thompson Alderman Mayfield, Alderwoman Bailey.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Pay Adjustment - Police Department (1);
Longevity Pay - Ambulance Department (1); Termination - Administration
Department (Summer) (23); Termination - Administration Department (1)
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Thompson, Alderman
Mayfield, Alderwoman Bailey, Brian Boykins - Chief of Staff, Lee Davis Thames -

A. ID-25-0821 Pay Adjustment - Police (1)
On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Approve the Pay Adjustment for the Police Officer
position at $23.78 per hour to the Field Training Officer position at $24.53 per
hour ($23.78 + $0.75), effective July 23, 2025. The motion was adopted
unanimously by the following vote:

B. ID-25-0822 Longevity Pay - Ambulance (1)
On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Approve the Longevity Pay of an Emergency Medical
Paramedic by changing the hourly rate from $12.63 to $12.73 (12.63 + .10),

effective August 7, 2025. The employee is entitled to an additional $.10 per hour
increase for one (1) year of service. The motion was adopted unanimously by the

C. ID-25-0823 Termination - Administration (Summer) (23)
On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Approve the Termination of Twenty Three (23) Student
Workers, effective July 29, 2025. These students work on a seasonal basis
throughout the summer. The motion was adopted unanimously by the following
vote:

D. ID-25-0824 Termination - Administration (1)
On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Approve the Termination of Ms. Reynolds, effective
August 4, 2025. The employee was terminated following a request for an
additional three months of leave that was denied on July 18, 2025, by the Board
of Mayor and Aldermen. The motion was adopted unanimously by the following
vote:
