Invocation was given by Mayor Thompson.

Alderwoman voted to Adopt the Agenda, as printed. The motion was adopted

Mayor Thompson stated that the sponsorship application submitted by Lester
Tzotzolas on behalf of The Red Carpet Bowl Committee in the amount of
$5,000.00 will bring into favorable notice the opportunities, possibilities, and
resources of the City of Vicksburg and will be helpful toward advancing the
community and cultural interests of the City of Vicksburg.
The Mayor and Alderwoman of the City of Vicksburg approved the sponsorship
application in the amount of $5,000.00. The city is authorized pursuant to Section
17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as amended.

Ms. Laura Beth Strickland, of the Vicksburg Convention & Visitors Bureau, came
before the Board to inform the public of the upcoming events at the Vicksburg
Convention & Visitors Bureau for the month of August 2025 and invited the public
to attend. The Mayor and Alderwoman thanked Ms. Strickland for attending the
meeting.
B. ID-25-0832 Discuss Southern Cultural Heritage Center Updates
Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of August 2025 and invited the public to attend.
The Mayor and Alderwoman thanked Ms. Mahoney for attending the meeting.

be assessed against the property owner(s). In the event an extension is granted,

Director of Community Development is authorized to proceed with the necessary
actions.

Mayor Thompson moved the Mayor and Alderwoman to go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderwoman Bailey. Voting aye, Mayor Thompson, Alderwoman
Bailey. None voting nay, the motion was unanimously adopted.
The Mayor and Alderwoman discussed whether they should go into executive
session. Mayor Thompson moved to go into executive session to discuss

A. ID-25-0850 Status Change/ Pay Adjustment - Ambulance (2)
On motion of Mayor Thompson, seconded by Alderwoman Bailey, the Mayor and
Alderwoman voted to Approve the Status Change/Pay Adjustment for an
Emergency Medical Technician I at $12.12 per hour to a Part-time Paramedic at
$25.00 per hour, effective August 6, 2025. This adjustment is due to the individual
receiving National Registry paramedic certification and wanting to continue to
work on a part-time basis; Status Change/Pay Adjustment for a Paramedic V at
$17.43 (base) to a Part-Time Paramedic at $25.00 per hour, effective August 20,
2025. This adjustment reflects the individual's desire to continue working as a
part-time paramedic. The motion was adopted unanimously by the following
vote:

B. ID-25-0851 Status Change/ Pay Adjustment - Police (1)
On motion of Mayor Thompson, seconded by Alderwoman Bailey, the Mayor and

Alderwoman voted to Approve the Status Change/Pay Adjustment for a Part-time
Officer at $25.00 per hour to a Full-time Officer at $27.46 per hour, effective
August 6, 2025. This adjustment reflects the individual's new status as a Full-time
Officer with a compensation structure of $21.07 base pay, plus an additional $1.15
for a Bachelor’s Degree, $1.44 for a Master’s Degree, and $3.80 for 19 years of
service. The motion was adopted unanimously by the following vote:

C. ID-25-0852 Pay Adjustment - Police (3)
On motion of Mayor Thompson, seconded by Alderwoman Bailey, the Mayor and
Alderwoman voted to Approve the Pay Adjustment for a Patrolman at $22.03 per
hour to a new rate of $21.28 per hour, effective July 23, 2025. This adjustment is
due to the change in role from Field Training Officer; Pay Adjustment for a Field
Training Officer at $24.53 per hour to a new rate of $23.78 per hour, effective July
29, 2025. This adjustment reflects the completion of duties as a Field Training
Officer; Pay Adjustment for a Sergeant-CID at $24.17 per hour to a new rate of
$24.37 per hour, effective August 11, 2025. This adjustment is due to eligibility for
longevity pay of $.20 per hour after four years of service. The motion was
adopted unanimously by the following vote:

D. ID-25-0853 Pay Adjustment - Ambulance (1)
On motion of Mayor Thompson, seconded by Alderwoman Bailey, the Mayor and
Alderwoman voted to Approve the Pay Adjustment for an Emergency Medical
Technician II at $12.32 (base) to a Paramedic V at $17.43 (base), effective August
6, 2025. This adjustment is due to the employee receiving National Registry
Paramedic certification and meeting the requirements for an increase in the Tier
Pay System. The motion was adopted unanimously by the following vote:

E. ID-25-0854 Pay Adjustment - Fire (2)
On motion of Mayor Thompson, seconded by Alderwoman Bailey, the Mayor and
Alderwoman voted to Approve the Pay Adjustment for a Captain V at $16.90
(base) to a Captain Paramedic V+1 at $20.27 (base), effective August 6, 2025. This
adjustment is due to the employee receiving National Registry Paramedic
certification and meeting the requirements for an increase in the Tier Pay
System; Pay Adjustment for a Lieutenant V at $15.88 (base) to a Lieutenant
Paramedic V at $19.18 (base), effective August 6, 2025. This adjustment is due to
the employee being certified as a Nationally Registered Paramedic. The motion
was adopted unanimously by the following vote:

Alderwoman voted to Approve the Correction of a Crime Scene Technician by
changing the hourly rate from $16.00 to $16.20 (16.00 + .20), effective August 7,
2025. The employee is entitled to an additional $.20 per hour increase for one (1)
year of service. The motion was adopted unanimously by the following vote:

On motion of Mayor Thompson, seconded by Alderwoman Bailey, the Mayor and
Alderwoman voted to Approve the Longevity Pay of a Cashier by changing the
hourly rate from $11.53 to $11.73 (11.33 + .20 + .20), effective August 9, 2025. The
employee is entitled to an additional $.20 per hour increase for two (2) years of

changing the hourly rate from $23.36 to $23.56 (23.16 + .20 + .20), effective August
9, 2025. The employee is entitled to an additional $.20 per hour increase for two
(2) years of service. The motion was adopted unanimously by the following vote:

changing the hourly rate from $11.64 to $11.84 (11.35 + .09 + .20), effective August
9, 2025. The employee is entitled to an additional $.20 per hour increase for eight
(8) years of service; Longevity Pay of a Concrete Finisher by changing the hourly
rate from $16.00 to $16.50 (15.83 + .17 + .50), effective August 11, 2025. The
employee is entitled to an additional $.50 per hour increase for fifteen (15) years
of service. The motion was adopted unanimously by the following vote:

hourly rate from $10.45 to $10.65 (10.05 + .20 + .20 + .20), effective August 12,
2025. The employee is entitled to an additional $.20 per hour increase for five (5)
years of service. The motion was adopted unanimously by the following vote:

hourly rate from $12.32 to $12.52 (11.92 + .20 + .20 + .20), effective August 12,
2025. The employee is entitled to an additional $.20 per hour increase for five (5)
years of service. The motion was adopted unanimously by the following vote:

On motion of Mayor Thompson, seconded by Alderwoman Bailey, the Mayor and
Alderwoman voted to Approve the Longevity Pay of a Firefighter by changing the
hourly rate from $16.13 to $17.63 (15.88 + .25 + 1.50), effective August 12, 2025.
The employee is entitled to an additional $1.50 per hour increase for twenty-five
(25) years of service; Longevity Pay of a Firefighter by changing the hourly rate
from $14.68 to $15.18 (14.56 + .12 + .50), effective August 11, 2025. The employee
is entitled to an additional $.50 per hour increase for fifteen (15) years of service.

following the vote.

2025. The employee was suspended for three (3) days due to a violation of the
City of Vicksburg Attendance Policy. The board recommended a three (3) day
suspension, with six (6) months of probation. The motion was adopted
unanimously by the following vote:
