Mayor Thompson stated that the sponsorship application submitted by the
National Black Caucus of State Legislators, Inc. for the President's Reception:

notice the opportunities, possibilities, and resources of the City of Vicksburg and

The Mayor and Aldermen of the City of Vicksburg approved the sponsorship in
the amount of $1,500.00. The city is authorized pursuant to Section 17-3-1 and
Section 17-3-3 of the Mississippi Code of 1972, as amended.
J. ID-25-1236 Authorize the following issuance of requisition numbers:

Ms. Donna Cook, of the Vicksburg Convention Center, came before the Board to
inform the public of the upcoming events at the Vicksburg Convention Center for
the month of November 2025 and invited the public to attend. The Mayor and
Aldermen thanked Ms. Cook for attending the meeting.
C. ID-25-1235 Discuss Vicksburg Convention and Visitors Bureau Updates
Ms. Laura Beth Strickland, of the Vicksburg Convention & Visitors Bureau, came
before the Board to inform the public of the upcoming events at the Vicksburg
Convention & Visitors Bureau for the month of November 2025 and invited the

public to attend. The Mayor and Alderman thanked Ms. Strickland for attending
the meeting.
D. ID-25-1230 Approve Sponsorship Application in the amount of $700.00 for the months
of November and December 2025 from Mark Jones on behalf of Lendsi
Radio for the 20th Annual V105.5 Christmas Caroling Contest pursuant to
Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972, as
amended

On motion of Mayor Thompson seconded by Alderwoman Bailey, the Mayor and
Alderwoman voted to Approve the Sponsorship Application in the amount of
$700.00 for the months of November and December 2025 from Mark Jones on

On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Adopt a Resolution to provide Matching Funds to the
Friends of the Vicksburg National Military Park and Campaign, a 501 (C)(3)
Corporation, pursuant to section 21-17-1(8) of the Mississippi Code. The motion
was adopted unanimously by the following vote:

F. ID-25-1257 Adopt Resolution Declaring the Intention of the Board of Mayor and

Amount of Two Million Dollars ($2,000,000) to Raise Money for the Current
Expenses of the City and Other Related Matters

Executive Session:
Alderman Mayfield moved the Mayor and Aldermen to go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderwoman Bailey. Voting aye, Mayor Thompson, Alderman
Mayfield, Alderwoman Bailey. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Alderwoman Bailey moved to go into executive session to discuss:
Discussion-Transaction of business and discussion regarding the prospective
purchase, sale or leasing of lands; Discussion-Location, relocation or expansion
of a business; Discussion-Personnel Matter-Vicksburg-Warren Youth Development
Center; Longevity Pay-Ambulance Department (1); Longevity Pay-Police
Department (1); Title Change-Inspection Department (1); Pay Adjustment-Safety
Department (1)
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Thompson, Alderwoman Bailey, Alderman Mayfield.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to

and Aldermen voted to Approve the Longevity Pay of an Emergency Medical
Technician by changing the hourly rate from $12.12 to $12.22 (12.02+.10+.10),
effective November 1, 2025. The employee is entitled to an additional $.10 per
hour increase for two (2) years of service. The motion was adopted unanimously
by the following vote:

E. ID-25-1251 Longevity Pay - Police (1)
On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Approve the Longevity Pay of an Front Desk Clerk by
changing the hourly rate from $15.60 to $15.80 (15.00+.20+.20
+.20+.20), effective November 4, 2025. The employee is entitled to an additional

G. ID-25-1253 Pay Adjustment - Safety (1)
On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Approve the Pay Adjustment for an Administrative
Assistant from a current rate of $19.39/hour to a new rate of $20.39/hour, effective
October 20, 2025. The employee will receive an additional $1.00/hour per the
Interim Supervisor Policy. The motion was adopted unanimously by the following
vote:
