On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to declare the foregoing properties which have not
complied to be a public menace to the health, safety & welfare of the community
and authorize the Director of Community Development to proceed to cut, clean
and demolish structure with all charges incurred to be assessed against the
property owner(s) in the event an extension is granted, if owners(s) has/have not
complied at the end of the extension period, the Director Of Community
Development is authorized to proceed: along with the following actions:

D. ID-25-1304 Accept Letter from Harley H. Caldwell to apply for Qualified Resort Status

Resort Area as Defined by the Rules and Regulations of the Alcoholic
Beverage Control Division of the Mississippi Department of Revenue

On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Accept Letter from Harley H. Caldwell to apply for
Qualified Resort Status for Duff Green Mansion and to Adopt Resolution to Submit
an Application for the City of Vicksburg to have Certain Property Designated as a
Qualified Resort Area as Defined by the Rules and Regulations of the Alcoholic
Beverage Control Division of the Mississippi Department of Revenue. The motion
was adopted unanimously by the following vote:

E. ID-25-1306 Authorize Mayor to Execute Optum Position Summary Payment in the
amount of $20,000.00

and Aldermen voted to Authorize the Mayor to Execute Optum Position Summary
Payment in the amount of $20,000.00. The motion was adopted unanimously by

F. ID-25-1299 Authorize Mayor to execute Contract for Grass Cutting Services between
the Board of Mayor and Aldermen of the City of Vicksburg and Reginald

On motion of Alderman Mayfield, seconded by Alderwoman Bailey, the Mayor
and Aldermen voted to authorize the Mayor to execute a Contract for Grass
Cutting Services between the Board of Mayor and Aldermen of the City of
Vicksburg and Reginald Johnson d/b/a RJ's Handyman Service. The motion was
adopted unanimously by the following vote:

G. ID-25-1309 Authorize Mayor to Execute Entergy New Base Supplier Form

and Aldermen voted to Authorize the Mayor to execute the Entergy New Base
Supplier Form. The motion was adopted unanimously by the following vote:

H. ID-25-1316 Authorize Mayor to Execute Contract for Professional Services with
Margaret Johnson on behalf of Voices of Calvary Ministries in the amount
of $3,000.00 per month (additional $250.00 for set-up and travel of
quarterly seminars to cover additional staff and travel)

On motion of Alderman Mayfield, seconded by Alderwoman Bailey, the Mayor
and Aldermen voted to authorize the Mayor to execute a Contract for
Professional Services with Margaret Johnson on behalf of Voices of Calvary
Ministries in the amount of $3,000.00 per month, with an additional $250.00 for
set-up and travel of quarterly seminars to cover additional staff and travel. The
motion was adopted unanimously by the following vote:

Executive Session:
Alderwoman Bailey moved the Mayor and Aldermen to go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Thompson, Alderman
Mayfield, Alderwoman Bailey. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Alderwoman Bailey moved to go into executive session to discuss
Personnel Action Forms for: Longevity Pay-Sewer (1); Suspension Pending
Termination-Fire (2); Termination-Ambulance (1); Termination-Inspection (1).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Thompson, Alderwoman Bailey, Alderman Mayfield.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay-Sewer (1); Suspension
Pending Termination-Fire (2); Termination-Ambulance (1); Termination-Inspection
(1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Thompson, Alderwoman
Bailey, Alderman Mayfield, Brian Boykins - Chief of Staff, Kim Nailor, City
Attorney, Keyona Henry-Associate City Attorney, Deborah A. Kaiser-Nickson - City
Clerk, Jasmine Dillon - Deputy Clerk, Kathryn Truehart-Lieutenant

A. ID-25-1312 Longevity Pay - Sewer (1)
On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Approve the Longevity Pay of an Equipment Operator in
the Public Works Department by changing the hourly rate from $16.45 to $17.25
(16.45 + .20 + .20 + .20 + .20), effective November 21, 2025. The employee is
entitled to an additional $.20 per hour increase for seven (7) years of service. The
motion was adopted unanimously by the following vote:

B. ID-25-1313 Suspension Pending Termination - Fire (2)
On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Terminate a Probationary Firefighter I, effective
November 17, 2025. The employee did not meet requirements of his/her
probation and failed to fulfill Vicksburg Fire Department SOG 9.1.1 which reads,
in part, "The entry-level firefighter must complete the following steps during a
12-month probationary period. 16. Must successfully complete the Mississippi
State Fire Academy NFPA 1 01 course."He/she failed twice and was a no-show
for a third attempt at MSTAT, the physical ability pre-requisite to attend NFPA
1001 training. Additionally, he/she failed the National Registry of EMTs exam
three times, which is also an employment requirement; Approve the Termination
of a Probationary Firefighter I, effective November 17, 2025. The employee did

not meet requirements of his/her probation and failed to fulfill Vicksburg Fire
Department Standard Operating Guideline 9.1.1 which reads in part,"The
entry-level firefighter must complete the following steps during a I2-month
probationary period. 14. Must become a nationally and state registered EMT.
Must maintain certifications." The motion was adopted unanimously by the
following vote:

C. ID-25-1314 Termination - Ambulance (1)
On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Alderman voted to Approve the Termination of FF Paramedic III (Rescue),
effective November 12, 2025. The employee quit in the middle of a shift without
giving prior notice. The motion was adopted unanimously by the following vote:

D. ID-25-1315 Termination - Inspection (1)
On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Alderman voted to Uphold the Termination of Code Enforcement
Administrator, effective November 17, 2025. The employee was terminated for
attendance issues with no improvement. The motion was adopted unanimously
by the following vote:
Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey
E. ID-25-1416 Come Out of Executive Session and Approve All Items Taken Up in Executive
Session
On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey
Adjournment
On motion of Alderwoman Bailey, seconded by, Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o'clock a.m., Tuesday, November 25, 2025, to take up and act upon
any and all matters that may come before the Board.
