Bailey, Alderwoman Monday, December 1, 2025 10:00 AM Robert M. Walker Building 1. Invocation, Pledge of Allegiance and Call to Order Invocation was given by Deputy Chief Reed. Pledge of Allegiance was led by Chief Martin. 2. Roll Call Also present: Kim Nailor, City Attorney Deborah A. Kaiser-Nickson, City Clerk Jasmine Dillon, Deputy Clerk Present: 3- Mayor Willis T. Thompson Alderman Thomas Mayfield Alderwoman Vickie Y. Bailey 3. Board Comments: 4. Adopt Agenda On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor and Aldermen voted to Adopt the Agenda, as printed. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey Recognitions: A. ID-25-1360 Employee Anniversaries: 1. Five (5) years of service: a. Troy Scott - Fire (1) Mayor Thompson recognized Troy Scott – Fire Department for five (5) years of service. The Mayor and Board of Aldermen congratulated all employees for their dedicated years of service with the City of Vicksburg. Approval of Consent Agenda Items: On motion of Alderman Mayfield, seconded by Alderwoman Bailey, the Mayor and Aldermen voted to Approve the Consent Agenda Items. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey A. ID-25-1361 Approve the following Personnel Action Forms: 1. New Hire: a. Parks & Recreation (1) 2. Re-Hire: a. Water (1) B. ID-25-1366 Approve Additions to Employee Driving List: 1. Carlos Shelly - Recreation 2. ID-25-1356 Authorize payment of assessment invoice in the amount of $6,604.00 (October 1, 2025 - December 31, 2025 - State Fiscal Year 2026) to Mississippi Division of Medicaid (DOM) Transforming Reimbursement for Emergency Ambulance Transportation (TREAT) Program in accordance to Mississippi Code of 1972, Annotated, Section 43-13-117 Attachments: Treat Payment D. ID-25-1357 Approve Claims Docket The City Clerk presented the Docket of Claims numbering: 338025 for approval. Routine Agenda: A. ID-25-1354 Discuss Vicksburg Convention Center Updates Ms. Donna Gray, of the Vicksburg Convention Center, came before the Board to inform the public of the upcoming events at the Vicksburg Convention Center for the month of December 2025 and invited the public to attend. The Mayor and Aldermen thanked Ms. Gray for attending the meeting B. ID-25-1359 Hearing to determine whether or not the properties listed on the Community Development Agenda are a public menace to the public health, safety and welfare of the community Attachments: AGENDA 12-01-2025 Master Copy of the Agenda for December 1, 2025 Jeff Richardson, Director of Community Development, came before the Board to discuss and request permission to proceed with the cut, cleanup, and demolition of the following properties: 1. 2015 Oak Street, PPIN: 0183485; Owner: Bolden Mary Lee Estate c/o John Walker - (Remove trash, debris and rubbish from around the entire property) On motion of Alderman Mayfield, seconded by Alderwoman Bailey, the Mayor and Aldermen voted to declare the foregoing properties which have not complied to be a public menace to the health, safety & welfare of the community and authorize the Director of Community Development to proceed to cut, clean and demolish structure with all charges incurred to be assessed against the property owner(s) in the event an extension is granted, if owners(s) has/have not complied at the end of the extension period, the Director Of Community Development is authorized to proceed: along with the following actions: 1. 2015 Oak Street, PPIN: 0183485; Owner: Bolden Mary Lee Estate c/o John Walker - (Remove trash, debris and rubbish from around the entire property)-Not complied The motion was adopted unanimously by the following vote: Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey C. ID-25-1367 Approve request from Fermika Smith on behalf of the Vicksburg Alumnae Chapter of Delta Sigma Theta Sorority, Inc. for permission to use the Crawford/Gordon's Alley area for the "Jingle Jam Downtown: Karaoke Style" event on Sunday December 7, 2025, 5:00 p.m. until 7:00 p.m. City of Vicksburg Page 2 Printed on 12/31/2025 Board of Mayor and Aldermen Minutes - Final December 1, 2025 Attachments: Use of Gordon's Alley-Jingle Jam Downtown On motion of Mayor Thompson, seconded by Alderwoman Bailey, the Mayor and Alderwoman voted to Approve a request from Fermika Smith on behalf of the Vicksburg Alumnae Chapter of Delta Sigma Theta Sorority, Inc. for permission to use the Crawford/Gordon's Alley area for the "Jingle Jam Downtown: Karaoke Style" event on Sunday December 7, 2025, 5:00 p.m. until 7:00 p.m. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Thompson, and Alderwoman Bailey Recused: 1- Alderman Mayfield D. ID-25-1358 Authorize Mayor to execute Door Access Control Maintenance Agreement between the Board of Mayor and Aldermen of the City of Vicksburg and Streamlined IT Attachments: Streamlined IT Agreement On motion of Alderman Mayfield, seconded by Alderwoman Bailey, the Mayor and Aldermen voted to Authorize the Mayor to execute Door Access Control Maintenance Agreement between the Board of Mayor and Aldermen of the City of Vicksburg and Streamlined IT. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey Executive Session: Alderwoman Bailey moved the Mayor and Aldermen to go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Thompson, Alderman Mayfield, Alderwoman Bailey. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether they should go into executive session. Alderwoman Bailey moved to go into executive session to discuss Personnel Action Forms for: Promotion/Pay Adjustment-IT; Longevity Pay-Ambulance (1); Longevity Pay-Fire (3); Correction-Police (1) The motion was seconded by Alderman Mayfield. Upon vote being taken, the following voted aye: Mayor Thompson, Alderwoman Bailey, Alderman Mayfield. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Promotion/Pay Adjustment-IT; Longevity Pay-Ambulance (1); Longevity Pay-Fire (3); Correction-Police (1) The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Thompson, Alderwoman Bailey, Alderman Mayfield, Brian Boykins - Chief of Staff, Keyona Henry-Associate City Attorney, Deborah A. Kaiser-Nickson - City Clerk, Jasmine Dillon - Deputy Clerk, Kathryn Truehart-Lieutenant Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey A. ID-25-1362 Promotion/ Pay Adjustment - IT (1) On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor and Aldermen voted to Approve the Promotion/Pay Adjustment for a Computer Programer with a current rate of $30.41/Hour to a Information Technology Director with a salary of $80,000.00 per year, effective November 26, 2025. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey B. ID-25-1363 Longevity Pay - Ambulance (1) On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor and Aldermen voted to Approve the Longevity Pay of an Firefighter by changing the hourly rate from $14.76 to $14.86 (14.56+.10+.10 +.10), effective December 1, 2025. The employee is entitled to an additional $.10 per hour increase for four (4) years of service. ID-25-1364 Longevity Pay - Fire (3) On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor and Aldermen voted to Approve the Longevity Pay of an Firefighter by changing the hourly rate from $14.76 to $14.86 (14.56+.10+.10+.10), effective December 1, 2025. The employee is entitled to an additional $.10 per hour increase for four (4) years of service; Approve the Longevity Pay of a Firefighter in the Fire Department by changing the hourly rate from $14.86 to $14.96 (14.56 + .10 + .10 + .10 + .10), effective December 1, 2025. The employee is entitled to an additional $.10 per hour increase for four (4) years of service; Approve the Longevity Pay of a Firefighter in the Fire Department by changing the hourly rate from $18.16 to $18.26 (17.86 + .10 + .10 + .10 + .10), effective December 2, 2025. The employee is entitled to an additional $.10 per hour increase for five (5) years of service. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey D. ID-25-1365 Correction - Police (1) On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Correction for an Officer at $24.4394 per hour to an Officer at $25.07 per hour, effective November 12, 2025. This adjustment is to correct the pay back to the original amount. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey E. ID-25-1393 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderwoman Bailey, seconded by Alderman Mayfield, the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Thompson, Alderman Mayfield, and Alderwoman Bailey Adjournment On motion of Alderwoman Bailey, seconded by, Alderman Mayfield, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Wednesday, December 10, 2025, to take up and act upon any and all matters that may come before the Board.
