1. Roll Call
The Board of Architectural Review met in regular session in the Vienna Town Hall, 127
Center Street, South Vienna, Virginia, with Paul Layer presiding as Chair. The following
members were present: Roy Baldwin, Michael Cheselka and Patty Hanley. Andrea West,
Planner, and Sharmaine Abaied, Board Clerk, were present.
Mr. Layer opened the meeting for the Board of Architectural Review and asked for the roll
to be called.
ROLL CALL:
Ms. Abaied called roll with Roy Baldwin, Paul Layer, Michael Cheselka, and Patty Hanley
being present.
MEETING MINUTES:
Mr. Cheselka made a motion to approve the September 2019 meeting minutes with the
correction.
Ms. Hanley seconded the motion.

2. Public Hearings
709 Hunter Ct SW - Exterior Modification - Fence
Request for approval of exterior modifications (fence) located at 709 Hunter Ct SW,
Docket No. PF-52-19-BAR, in the RTH Townhouse district; filed by Jayden J. Liu,
homeowner.
Mr. Jayden Liu was present to represent the application.
Mr. Liu stated his neighbor was at the previous meeting and his fence would be identical to
his neighbors.
Ms. Hanley asked for consistency and wanted to ensure the same type of fence cap used by
the neighbor would be used for the applicant. There was continued discussion referencing
the caps for fences.
Ms. Hanley made a motion that the request for approval of exterior modifications (fence)

located at 709 Hunter Ct SW, Docket No. PF-52-19-BAR, be approved as submitted with
staff confirmation that the caps on the fence are consistent with the neighbors property.

403 Maple Ave E - Sign - Replacement Façade Sign Panel
Request for approval of a new replacement façade sign panel for Fresh Nails & Day Spa,
located at 403 Maple Ave E., Docket No. 51-19-BAR, in C-2 General Commercial Zone
zoning district; filed by Ron Hamed of Econ Signs Inc., sign agent.
Mr. Ron Hamed was present to represent the sign.
Mr. Cheselka stated that box signs were not his favorite, but the sign did look better. Ms.
Hanley stated that they could have changed the fonts.
Mr. Layer asked where the silver would be located. Mr. Hamed stated the company would
paint the sign. Mr. Layer asked for a color sample, but Mr. Hamed stated he did not have
one. Mr. Layer asked for Mr. Hamed to supply a sample to staff.
Mr. Cheselka made a motion that the request for approval of a new replacement façade
sign panel for Fresh Nails & Day Spa, located at 403 Maple Ave E., Docket No.
51-19-BAR, be approved as submitted

901 Follin Ln SE - Exterior Modification - Canopy
Request for approval of an exterior modification, a new entry canopy, at the Tyson’s Edge
office building, located at 901 Follin Lane SE, Docket No. 50-19-BAR, in the CMP,
Industrial Park zoning district; filed by T. Michael Harrell, Harrell + Company, design
professional.
Mr. Michael Harrell was present to represent the application.
Mr. Harrell gave some background information regarding the building at 901 Follin Ln
SE and then stated the building will be changed into a mufti-tenant building and medical
space. The canopy is to allow ambulances to pull up.
Mr. Baldwin commented that the entryway, canopy, cannot be seen from the street and was
a nice tasteful addition to the building.
Mr. Cheselka stated the canopy extended over beyond the beams and columns and asked
about the structure. Mr. Harrell stated they would put a beam on either column with
crossbeams and the footings would go 8 feet into the ground.
Ms. Hanley asked if the picture showing the cones is the front view / entrance from Follin
Lane. Mr. Harrell stated that was an exit. Ms. Hanley asked if the porte cochere would be
for ambulances to go under. Mr. Harrell stated it would be for ambulances to close to the
building, which would allow for an ambulatory surgery center. Ms. Hanley asked about the

lighting. Mr. Harrell stated it would be sky lighting augmented with led strip lights.
There will be lights in the signage that would come on at dusk. Ms. Hanley asked if there
would be additional lighting and Mr. Harrell stated there would be lighting in the vestibule.
Ms. Hanley asked if the owners desire to add extra exterior lighting in the future they
would need to come back before the Board. The Board is concerned about the color of the
light desiring to keep them incandescent, around 2700 to 3000 kelvins. Ms. Hanley asked
about the bench and bike rack and Mr. Harrell stated those were existing.
Mr. Layer asked if the articulation on the columns were a reveal or if it was light strips.
Mr. Harrell stated it was a reveal with a LED light strip. Mr. Layer asked if it was vertical
and Mr. Harrell stated yes. Mr. Layer asked if it recessed back and if it was translucent
and Mr. Harrell said yes.
Mr. Baldwin made a motion that the request for approval of an exterior modification, a new
entry canopy, at the Tyson’s Edge office building, located at 901 Follin Lane SE, Docket
No. 50-19-BAR, be approved as submitted.

4. Meeting Adjournment
Mr. Cheselka asked about the new meeting time. Ms. West stated that in the next
calendar year the meetings will start at 7:30.
Mr. Cheselka made a motion to adjourn the meeting, Ms. Hanley seconded the motion. The
meeting was adjourned at 8:26 pm.
