The Board of Architectural Review met in regular session in the Vienna Town Hall, 127
Center Street, South Vienna, Virginia, with Roy Baldwin presiding as Chair. The
following members were present: Linda van Doorn, Paul Layer, Michael Cheselka and
Patty Hanley. Andrea West, Planner, Kelly O’Brien Principle Planner, and Sharmaine
Abaied, Board Clerk, were present.
Mr. Baldwin opened the meeting reading the Board of Architectural Reviews Resolution
for Continuity of Government; he then proceeded with a roll call vote of 5 ayes and 0 nays.
Ayes: Ms. Van Doorn, Mr. Layer, Mr. Cheselka, Ms. Hanley, Mr. Baldwin.

Mr. Baldwin asked for any comments or additions to the minutes (work session from
January 2020 and public hearing May 2020). There were none, Mr. Baldwin stated they
would then be accepted.

Request for approval of one window sign for Crumbl Cookies located at 203 Maple Ave. E.,
Docket No. PF-14-20-BAR, in the C-2 General Commercial district; filed by Brigg
Bunker, business owner.
Brigg Bunker was present to represent the application for window signage on the right
most window.
Mr. Cheselka spoke on the lumens and kelvins discussed in the previous months meeting
for this applicant and the importance of knowing both lumens and kelvins.
Mr. Baldwin inquired about the design of the window sign.
Mr. Cheselka made a motion that the request for approval of one window sign for Crumbl
Cookies located at 203 Maple Ave. E., Docket No. PF-14-20-BAR, be approved. Mr. Layer
seconded the motion

235 Maple Ave E - Pizzaroni - Signs
Request for approval a façade sign for Pizzaroni located at 235 Maple Avenue East, Docket
No. 18-20-BAR, in the C-2 General Commercial zoning district; filed by Kasim Kurd,
business owner.
Ms. Long from New Color Sign was present to represent the application. Ms Long stated
she was proposing 7500 Kelvin level for the lighting and continued to explain the reason
for using 7500 kelvin rather than the 3500 kelivns t to have warm white.
Mr. Layer expressed his concerns for the kelvin level as 4000k is considered daylight and
going over 4000 starts to go into a blue range. Mr. Layer also stated they would need to
know the lumen level to be able to know the brightness of the light.
Ms. Long stated it would be 140 lumens
Mr. Layer asked what the lumens for the typical sign request. Ms. West stated they had
been advising applicants to stay between 100-150 lumens, per the Boards preference. Mr.
Layer asked if that had been sufficient. Ms. West stated that from what can be seen
around town it met what the Board has approved in the past and what the Board is
comfortable with. Mr. Layer stated his recommendation would be to keep with the 100
lumens and not go over 4500 kelvins with back up information regarding the brightness at
that level.
Ms. van Doorn, Ms. Hanley, and Mr. Cheselka stated their concerns for the lighting level.
Mr. Baldwin asked Ms. Long if she would change the level to 4500k, Ms. Long stated she
would need to ask her client.

Mr. Kasim Kurd, owner of Pizzaroni, asked if any store in Vienna had the 7000 or 6000
kelvin levels and what the normal lighting level around town.
Ms. West stated signs have been approved around town at the 3000-3500 kelvin level, with
100 lumens per sign.
Ms. Hanley gave some examples of signs in town that were similar to his in color to assist
with deciding on the light level.
Mr. Baldwin explained the applicant that a sign capped at 4000 kelvin and 100 lumen
would have a better chance succeeding in an approval.
Mr. Kurd stated that would be fine.
Ms. Hanley made a motion that the request for approval a façade sign for Pizzaroni located
at 235 Maple Avenue East, Docket No. 18-20-BAR, be approved with the cap of the lumen
level at 100 lumens and the kelvins at 4000 kelvins. Mr. Layer seconded the motion.

260 Cedar Ln SE - Simply Social - Exterior Modification
Request for approval of exterior modifications located at 260 Cedar Lane SE, Docket No.
PF-30-20-BAR, in the C-1 Local Commercial zoning district; filed by Kathy Pao, business
owner.
Ms. Pao was present to represent the application. Ms. Pao explained that they were
required, per Fairfax County, to take out a 4 glass panel window and replace it with a 2
glass panel window and an door for egress purposes. The other change is switching out
the existing bank teller window with a drive through window. They would also need to
install ventilation hoods for cooking with vents that extend out of the back of the building
matching the building. The last change would be a privacy window for one of the
bathrooms.
Mr. Cheselka asked about the paint color of the air vents as there were two colors listed.
Ms. Pao stated they thought that if they made the vents line up with the colors on the
building it would be less of an eye sore.
Ms. Pao asked if the Board would consider approving keeping the vents in its original
state of galvanized aluminum.
Mr. Layer asked if the galvanized ductwork would be painted as galvanized steel can be
difficult to paint. Mr. Layer asked what it would face. Ms. Pao stated it would face a
median with trees. Mr. Layer stated that it would have the best longevity in its original
state as galvanized steel.
Mr. Baldwin shared his concern with the brightness of the steel in reference to the
residents who live in the apartments.

Ms. Hanley stated she didn’t feel painting would blend with the building and it may cause a
future unnecessary maintenance cost.
Mr. Layer expressed concern for the installation of the galvanized steel ducts and vents.
Mr. Layer made a motion that the request for approval of exterior modifications located at
260 Cedar Lane SE, Docket No. PF-30-20-BAR, be approved with the proviso that the
galvanized items remain galvanized. Mr. Cheselka seconded the motion.

223 Mill St NE - CubeSmart - Exterior Modification
Request for the approval of new construction and a recommendation of approval of a new
landscape plan for Mill Street CubeSmart Self Storage located at 223 Mill Street NE,
Docket No. PF-34-20-BAR, in the CM Limited Industrial zoning district; filed by Dave
Angelini of Bruno Clay Management.
Yves Springuel, Stephanie Sneary, Ian Black, and Dave Angelini were preset to represent
the application. Mr. Springuel explained that it would be a CubeSmart containing around
500 storage units. Mr. Springuel stated the location of the proposed building and
surrounding properties. He then explained the appearance of the building. The base being
red brick, the infill of the building are EFIS panels, the accents in metal tracery, with the
top of the building in a dark brick repeating the other two elements. The southern end of
the building shows the office area, and the primary loading doc. There will be a loading
dock at the other end of the building. The rear of the faced would be composed in red EFIS
matching the brick work and gray EFIS working with the dark brick. The neighbors
indicated they would favor a neutral color at the back of the building. Mr. Springuel
explained they would not disturb the vegetation at the rear of the building.
Ms. Hanley asked about the comments from the work session they had with Cubesmart
pertaining to the shallow depths, and increased variations in movement of materials.
Those items do not appear in the plan set provided to the Board for the meeting. Mr.
Springuel stated there was a tremendous amount of movement. The face grids will be 6
inches off the EFIS behind them and they will align with the brick work. The plans show
offsets and ledger lines in a line along the top pushing out from the building. Ms. Hanley
stated she wanted to know about the movement at the base of the building and the towner
feature and it being set off from the long length of the building. Mr. Springuel stated the
four corner towers were offset of 8 inches from the plane of the building. Ms. Sneary
stated it was closer to a one foot offset. She also pointed out that there was a colonnade,
open exterior, at the office providing depth. Ms. Hanley asked for a copy of that foot print
as the documents provided to the Board did not indicate the changes in the offset or
landscaping. Mr. Springuel pointed out the piers and bump outs were more substantial
than the drawings could show as the building will be big. He mentioned that they had
worked on a landscape plan with the town arborist.
Mr. Cheselka stated he had concerns regarding the proposed landscaping. He also asked
about fencing at the rear of the building for safety purposes. Mr. Springuel stated a there
was an existing fence on the property line and closer to the building they would install a

fence to separate from the hill so privacy is protected for the neighbors. Ms. Sneary stated
the landscape plan did indicate the native pollinator mixes as well as the trees. Mr.
Cheselka inquired about the tree plantings at the rear of the property. Mr. Dave Angelini
pointed out the trees that would be protected during the construction.
Mr. Layer asked about the small brick wall and the height. Mr. Springuel stated it was
around 4 feet and the purpose was to not run the features in the top 1/3rd into the ground
so they created a water table which would be a concrete brick. Mr. Layer asked for a color
rendering of the section they were discussing. Mr. Layer pointed out that it showed red
brick and not concrete. Mr. Springuel stated they could do either. Mr. Layer asked if the
tracery was aluminum panel and Mr. Springuel stated that was correct. Mr. Layer
thought they may be subject to damage and should consider bringing the water table up a
little higher as well as the tracery to keep it from being damaged. Mr. Springuel stated
they should do as suggested, raising the top surface of the water table. He continued
stating that what showed as a grass field against the building will actually have a lot of
native species and variety. Mr. Layer asked what the dimension was that the tracery stood
out from the EFIS. Ms. Sneary stated it was 5 and 3/16 inches casting shadow from the
tracery. Mr. Layer asked the distance between the back of the tracery and front of the
EFIS. Ms. Sneary stated it would be 5 inches. Mr. Layer asked what the material above the
self-storage (fascia and cornice) creating the cap. Mr. Srpinguel stated the coping was
metal. Mr. Layer asked what the cap material was between the darker brick and red brick.
Mr. Springuel stated it was another modes metal coping. Mr. Layer asked if the coping
and projected canopy would be gray, Mr. Springuel stated that was correct.
Ms. van Doorn inquired about the lighting as she understood that the neighbors did not
want lights at the rear. Mr. Springuel stated the planning commission felt an
unilluminated rear could present a safety concern. The additional light packs will shine
down so as not to create lighting pollution and controlled by motion sensors. The
discussion regarding lights continued. Ms. van Doorn inquired about color at the rear of
the building wanting to make sure the neighbors were okay with the color and Mr.
Springuel stated they were.
Mr. Baldwin asked if anyone from the public wanted to speak, no one from the public
wanted to speak on the agenda item.
Mr. Baldwin asked about the arbor green color listed. Ms. Sneary stated the aganthus
green sample would need a few weeks for the custom sample to arrive as the factories had
been closed due to COVID. The standard green color was used as a sample of the pattern
and texture of the paint. Mr. Baldwin asked which green was proposed and Mr. Springuel
stated their preference was a fade away green approved by all parties. Mr. Baldwin also
inquired about the water table height and what needs to be indicated in the approval. Mr.
Baldwin asked about the mortar color for the brick. Mr. Springuel stated they were
planning on a contrasting mortar to provide variation. Mr. Baldwin asked if the color of
the bricks would age or weathered over time. Mr. Springuel stated not much as they will
be fired on colors. Mr. Baldwin asked about signs in the package. Mr. Springuel stated
the signs submitted with the package. Mr. Baldwin asked staff if they were for the Boards
approval. Ms. West stated they were for approval if the Board felt they had the information
to do so. Discussion regarding signs continued.
Mr. Layer asked if the brick on the water table could be the same as the brick on the
building or if the concrete brick was preferred. Mr. Springuel stated he preferred the
brick at the back of the building to match the sides and the front.
Ms. Hanley asked if root pruning could be incorporated to ensure the safety of the trees

being preserved.
Mr. Cheselka made a motion that the request for the approval of new construction and a
recommendation of approval of a new landscape plan for Mill Street CubeSmart Self
Storage located at 223 Mill Street NE, Docket No. PF-34-20-BAR be approved with the
proviso that the water table brick be concrete at the back and red brick at the front,
presenting to the staff. The lighting must be 100 lumens and 3000 kelvins, the mortar for
the brick to have gray undertones with lighter brick and the mortar for the red brick to be
burnt sienna. Mr. Layer seconded the motion.

374 Maple Ave W - Sunrise Senior Living - Exterior Modification (MAC)
Item No. 6: Request for approval of new construction of a mixed-use building with senior
living and restaurant/café space, Docket No. PF-23-20-BAR, in the MAC Maple Avenue
Commercial district; filed by Jerry Liang, owner.
Scott Fleming, John Rust, Rihannon Schroth, and Jerry Liang were present to represent
the application. Mr. Fleming began with a presentation of the building. He stated it has
largely stayed the same, but made changes for improvements and comments. He began on
the NE corner giving it a prominent feature, podium base materials carry around. The
bottom has a granite water table, brick rustication (7 courses of brick with 1 course of
recessed darker brick). Color schemes were broken up into families of the brick color
and matching mortar. The top floor is lightened with a glazing pattern accented by
recessed sides with a different color brick and mortar. The, hotel drop off feature,
entrance has a brick paving pattern stamped in to the concrete walkway and brick on the
masts. The location for public art would be at the garage as well as possibly art mounted
on the wall.
Mr. Baldwin asked if the changes could be highlighted during the presentation.
Mr. Fleming continued pointing out recessed areas at the front, brick color changes, and
the top being set back. The different color schemes were explained to the Board and the
location of the color schemes. The top floor will be a mansard roof with a change to
synthetic slate material to give a more residential character. Sage and Earth green were
mixed for the change in color, transom windows were added over the glass. The main
entrance metal canopy has a decorative metal banding. There will be a separate application
for signage. The biggest change to bring the tower out more, top floors were set back,
brick color changes, adding transom windows enhances the tower. The commercial façade
of the project has similar detailing as the rest of the building, but more articulate with
brick relief in the middle of the pilasters. There is corbelling at the top and flat arches
giving an enhanced detailing. The secondary entrance and service entrance are
articulated with a synthetic wood bay above and stone base water table with brick
rustication. There are projections on the back where the building is designed to look like
an infill porch. The back entrance was softened with cast stone surrounds. The
bioretention planter is at the ground level stepped back with a red brick wall. The
bioretention brick planter is an undulating brick wall. There is a combination of lattice
and glass at the memory care level. They are working with dominion on the brick
transformer enclosure and custom synthetic wood transformer gate to keep as small as
possible. It shows as 8 ft high, but they believe it will be too tall and will be adjusted to the

height of the transformer given to them by dominion power.
Below is the applicant’s narrative for the architectural features:
The proposed project consists of a new building containing 85 assisted living units and
their associated amenity spaces, along with a publicly accessible café. Parking is provided
by a below grade parking level as well as some first floor parking beneath the building
with entrances on Maple Avenue and Wade Hampton.
The building is broken down into individual facades that are designed to appear to be a
series of abutting smaller “buildings”.
The principle commercial façade is on the corner of Maple Avenue and Wade Hampton
with the main entrance to the senior living facility at a canopy located at the center of the
main façade on Maple Avenue. A mansard with delicately taller roof sets this portion of the
building apart from the adjacent hyphens with different brick color and architectural
treatment.
At the focal corner at the intersection of Maple Avenue & Wade Hampton Drive, the
building has beene xpressed with a tower feature, with taller parapet, larger windows,
patterned brick panels, and a base defined with articulated pilasters and fabric awnings.
The corner tower is further emphasized from the adjacent architecture where the cornice
heights and window heads drop and the brick color changes.
The ground floor of the tower is where a café space is proposed. The entrance to this space
is set back under cover to allow for covered outdoor seating.
At the northeast corner of the building along Maple Avenue, at the vehicular entrance, a
secondary tower acts to provide a corner feature with differing architectural character.
This feature wraps along to the east façade to provide a proper corner element as viewed
when heading along Maple Avenue away from the center of Town.
Along the elevation facing Wade Hampton, the façade is again broken up into distinct
facades, the commercial façade on the Maple Avenue corner, a townhouse scale façade
acting as a separation and finally facades that are more residential in character and step
down toward the adjacent residential neighborhood to the south.
Along Glen Avenue, attention has been taken to step the façade back at each level of the
building, starting at the second floor with an enclosed porch feature that nods in
relationship to the neighboring homes. In addition, a serpentine raised bioretention
planter that will contain ornamental trees, shrubs, and flowering groundcover softens the
pedestrian level as well as screens the garage.
The east side of the building facing the neighboring property mirrors the west side of the
building with materials and detail.
Throughout the project, a variety of high-quality materials and color schemes are
proposed and employed in a way that provides visual variety while maintaining a cohesive
overall motif. Project details are based on historic examples and projects that we have
executed successfully in the past.
The broad sidewalks along Maple Avenue & Wade Hampton Drive are proposed to be a
decorative stamped concrete, alongside a planting buffer, bench seating, and bike racks.

At the ground level, assisted living common areas activate the street frontage that can be
seen through the large storefront windows.
While most parking is in the one level underground, improvements also include at-grade
structured parking, which is accessed on Maple Avenue and exits onto Wade Hampton.
Public artwork is proposed along the drive aisle near the Maple Avenue entrance, where
there are enhanced finishes including a continuation of the patterned concrete paving and
brick wall finish.
Mr. Cheselka asked if the trees in the median would be planted. Mr. Fleming stated he
was only speaking of trees on their property and not those at the neighboring property.
Mr. Cheselka asked about keeping the Wade Hampton sidewalk with the brick pattern.
Mr. Fleming stated there had been discussion with the town and the material
requirements. Ms. O’Brien stated that Public Works was working with the applicant to
clarify the detail for the sidewalk along Wade Hampton.
Ms. van Doorn asked for clarification for the bars and louvers at the side facing the
parking lot. Mr. Fleming stated it would be parking with a tall visible opening feature.
The open bars give some screening and differentiation from the parking area. Ms van
Doorn asked if it was aluminum painted black and Mr. Fleming stated that was metal
painted black and could possibly be steel. Ms. van Doorn continued with questions
regarding the mechanics of the louvers. She also asked if the buff sound surrounds were
buff cast concrete and Mr. Fleming stated they were buff cast stone.
Ms. Hanley asked about the landscape plan. Mr. Fleming pointed out the existing trees,
the trees to be planted and their location, as well as the bioretention planter. Ms. Hanley
asked about the cluster of trees and if they were planted in the bioretention planter and
Mr. Fleming stated they were. Ms. Hanley asked about the awning color for the café as it
was a light color. Mr. Fleming stated they could choose a darker color so it doesn’t appear
dirty. It was discussed that it may come back before the Board with the signs. Ms. Hanley
inquired about the bricked over window.
Mr. Baldwin asked for members of the public to be heard, but there were none.
Mr. Fleming discussed the gas meter and the possibility of undergrounding. Ms. Hanley
stated she thought it would need to be put underground.
Ms. Hanley inquired about the street lights. Ms. O’Brien stated it was addressed in the
site plan review, and it is something required by Fairfax County at the corner.
Ms. Hanley made a motion for approval of new construction of a mixed-use building with
senior living and restaurant/café space, Docket No. PF-23-20-BAR be approved with the
stipulation that the Board finds the gas meter aesthetically unpleasing and would like it to
be below grade. Mr. Cheselka seconded the motion. Mr Layer recused himself from the
vote.

election for a Board secretary and asked for volunteers. Mr. Layer volunteered. Mr.
Baldwin asked for a vote.
