Adoption of the Continuity of Government allowed board members, staff, and applicants to participate electronically. Roll Call Chairwoman Teresa Bachmann, Michael Cheselka, and Sharon Baum were present participating via Zoom. Also, in attendance and representing town staff were Town Planner, Andrea West and Principal Planner, Kelly O’Brien, both participating via zoom. Clerk to the Board, Jennifer Murphy was in attendance at Town Hall. Resolution for Continuity of Government Chairwoman Bachmann read the resolution aloud for the record. Motion: Bachmann Roll call vote: 3-0 Communication from Citizens and/or Commissioners Chairwoman Bachmann asked staff to provide an update on filling the committee’s two vacancies. Ms. West will check on the status with the Town Clerk’s office. Regular Business 1. Request for a REVISION of a Certificate of Appropriateness to construct a new fence on the property located at 203 West Street NW, Docket No. WHBR-02-20, in the RS-16, single-family detached residential zoning district; filed by Kevin & Michelle White, owners. Ms. West noted that the applicant has not logged in for the meeting, explaining that they can move forward with review unless there are specific questions of the applicants. Providing staff’s report, Ms. West stated that the property is located at the corner of Lawyers Road and West Street NW. The applicants received approval for fencing the rear of the property at the May 12, 2020 meeting. Ms. West noted that a similar style of fence is located across the street. The applicants not being present, the item was moved to the end of the agenda. 2. Request for a of a Certificate of Appropriateness to construct a new single family dwelling on the property located at 303 Salsbury Ln NW, Docket No. WHBR-03-20, in the RS-16, single-family detached residential zoning district; filed by Kevin Krush, First Light Development LLC., project builder and owner. Ms. West provided staff’s report explaining that this is the last house to be constructed as part of the 3-lot Andrew Minor subdivision on Salsbury Lane; approved in 2014. It is a shingle style home, which Ms. West deferred to the applicant to provide further details. Kevin Krush, applicant representative present, stated that it is a hardy plank, cedar-shake style that will be painted. Due to lot shape and contours the house will have a basement entry level garage. He stated that the house will match the surrounding district and that they are working with the same engineer that designed the subdivision. He noted that they have not submitted their landscape plan but intend to do so separately. Mr. Cheselka asked if the same handrails will be along the back of the house. Mr. Krush answered that there will be a screened porch off the master bedroom using a Duradek material and handrail system. Mr. Cheselka asked if the handrail will be powder coated. Mr. Krush answered yes with infield touch-up. Ms. Baum asked for materials for the main doors and garage doors. Mr. Krush answered that main entrance doors will be stained Mahogany. The door to the left is aluminum clad white, similar to the windows. The garage door is wood painted white. The basement entry door to the left is a paint grade door. Ms. Baum asked if both the garage door and basement doors will be white. Mr. Krush answered yes. Ms. Baum asked if the glass will have an opacity. Mr. Krush answered no; it is clear. Chairwoman Bachmann complimented the design stating that the built-in container boxes are a nice detail for the neighborhood. There being no further discussion, Chairwoman Bachmann called for a motion. Mr. Cheselka made a motion that the request for a of a Certificate of Appropriateness to construct a new single-family dwelling on the property located at 303 Salsbury Ln. NW, Docket No. WHBR-03-20, in the RS-16, single-family detached residential zoning district be approve as presented. There being no discussion, Chairwoman Bachmann called the question. The applicants not being present, Chairwoman Bachmann stated that she is comfortable discussing the application as they just met with them at their last meeting. She noted that it is as nice compliment to the surrounding neighborhood and asked for questions. Ms. Baum asked there will be wire to the first course of wood, noting that the provided information is conflicting. Ms. West stated that was what was provided in the application. Chairwoman Bachmann explained that is typically used for keeping a pet in. Additional discussion followed. Mr. Cheselka asked if there is a setback requirement. Ms. West answered that the fence meets the minimum height requirement for the that location. There being no further discussion, Chairwoman Bachmann called for a motion. Ms. Baum made a motion that the request for a revision to a Certificate of Appropriateness to construct a new fence on the property located at 203 West Street NW, Docket No. WHBR-02-20, in the RS-16, single-family detached residential zoning district; filed by Kevin & Michelle White, owners.
