Resolution - Continuity of Government
The Board of Architectural Review met in regular session at 7:30 PM on Thursday,
October 15, 2020 in the Vienna Town Hall at 127 Center St S. and Via Zoom Webinar to
discuss six agenda items. Chairman Roy Baldwin, Vice-Chair Michael Cheselka, Patty
Hanley, Paul Layer, and Linda van Doorn were present participating via Zoom. Planner
Andrea West also participated via Zoom and Principal Planner Kelly O’Brien and Board
Clerk Sharmaine Abaied were present in Town Hall.

Meeting Minutes
Mr. Baldwin asked for corrections, there was one edit by Ms. van Doorn. The minutes for
the September 2020 BAR meeting, with the edit, were accepted.
New Business
260-280 Cedar Ln SE - Cedar Park Shopping Center Revision
Request for a revised landscape plan approval for Cedar Park Shopping Center located at
264 Cedar Lane SE, Docket No. PF-68-18-BAR, in the C-1 Local Commercial zoning
district; filed by Stephen Crowell of VIKA Virginia, LLC, engineer, on behalf of Emily
Kliedman, of First Washington Realty, property owners.
Stephen Crowell was present to represent the application. Mr. Crowell stated VDOT
required minor changes to the entrance. This impacted one landscape island at the
entrance. Trees were to be planted at that location that could no longer be planted at that
location. The proposal now is to plant the same number of trees and species of trees in
alternate locations. Mr. Crowell pointed out the stormwater facility changes that were
being made as well although those changes are not under the purview of the Board.

Mr. Layer asked for the location changes to be pointed out on the site plan. No other
Board members had questions and there were no questions from the public.

235 Maple Ave W - Bank of America - Signs
Request for approval of replacement wall signs and freestanding signs for Bank of
America located at 235 Maple Avenue W, Docket No. PF-44-20-BAR, in the C-1A Special
Commercial zoning district; filed by Heather Lozano of Talley Sign Company, sign agent
Matt Gallienne was present to represent the application. Mr. Gallienne stated Bank of
America was updating all their locations with their new branding.
Mr. Cheselka asked if the new monument sign would have the same illumination as the old
monument sign. Mr. Gallienne stated he was not sure as their company did not build the
original sign, but that based on his knowledge of the current sign, the proposed sign is
similar and illuminated similarly. Mr. Cheselka asked why the writing on the directional
signs was smaller than what the sign allows for. He also asked if it would have been
possible to add directions to the drive-through on the monument sign. Mr. Gallienne
stated the changes for the signage is nationwide. The reason for the smaller text was to be
uniform across the entire country.
Ms. Hanley stated she felt there may be too many signs. She also asked about the
distances of the signs as the proposed monument sign maybe larger and not fit into the
current location. The building width being 44 feet would give an allowance of 2 feet for the
sign, does that include all signs? Ms. West stated that monument signs have a separate
allowance of 36 square feet.
Mr. Baldwin asked Ms. Hanley if she was concerned that the sign would be too wide. She
stated she was concerned about the width if the sign would be perpendicular to the street as
it may not fit between the sidewalk and the closest parking space and that it was 50 square
feet rather than the allowable 36 square feet. Mr. Baldwin asked Mr. Gallienne if he had a
response to the concern about the width of the sign. Mr. Gallienne stated it may be
possible that a car would hit the sign due to the width of the sign. Ms. West confirmed the
monument sign was 50 square feet and that they applicant would need to come back before
the Board with a corrected size of the sign. She also stated they could ask the applicant to
submit a current site plan with the conditions at that location.
Ms. Hanley suggested to the applicant that they could reface the existing sign with their
new branding. Mr. Gallienne state he would take it to the corporate office, but he thought
they were trying to go with a different look, away from the box look of the current sign.
Mr. Layer asked if the monument sign part of the application would have to be deferred
since the monument sign showed 50 feet and the allowable was 36 feet. Ms. West stated
that was correct. Mr. Gallienne asked if the 50 foot monument sign size was something
that was grandfathered in or allowed at one point in time. Ms. West stated removing a
more than a certain percentage of a structure / sign, the applicant would have to comply
with current code.
Mr. Layer asked the Chairman if they could move forward on the other portions of the

application. He asked if the applicant would want to move forward with the application with
the exception of the monument sign. Both the applicant and the Chairman agreed moving
forward with all, but the monument sign would be the way to go. Mr. Layer also asked if
the rebranding was to change from channel letters to the box sign. Mr. Gallienne stated it
was not technically a box sign, it was an aluminum pan with channel letters on top. Mr.
Layer asked if the white portion was white or white painted aluminum. Mr. Gallienne state
it was white painted aluminum.
Mr. Cheselka made some additional comments about the illumination.

527 Maple Ave E - T-Mobile - Exterior Modification
Request for approval of replacement of telecommunication at the existing T-Mobile
telecommunications facility located at 527 Maple Avenue E, Docket No. PF-49-20-BAR, in
the C-1 Local Commercial zoning district; filed by Katherine Blackwood, Network
Building + Consulting.
Ms. Astrid Payne was present tor represent the application. Ms. Payne stated T-Mobile
was requesting to remove 6 antennas and one cabinet and installing 6 antennas, 3 radio
heads, and 2 cabinets at the existing location.
Ms. Hanley asked if the cabinets were fully screened, Ms. Payne stated they were within
the screened wall. She also asked if the equipment was the same color. Ms. Payne stated
they could be painted if required, but they are normally gray color. Ms. Hanley asked how
long they would be up, and Ms. Payne stated they would be up until no longer needed.
Ms. van Doorn asked if the replacement was to meet new technology needs and replace
failing equipment and Ms. Payne said that was correct.
Mr. Layer stated he preferred a prefinished paint on the equipment. Mr. Cheselka agreed
with Mr. Layer.
Mr. Baldwin asked what equipment would be visible from the street. Ms. Payne stated
some angles from street view will be visible while others will not. Mr. Baldwin asked if
any equipment would be above the parapet, Ms. Payne stated it should be flush with the top
of the structure.

319 Mill St NE - Velocity Dance - Mural
Request for approval of a mural for Velocity Dance located at 319 Mill Street NE, Docket
No. PF-50-20-BAR, in the CM Limited Industrial zoning district; filed by Jill Hecht of
Velocity Dance.
Jill Hecht was present to represent the application. Ms. Hecht gave a brief description

regarding the angel wing mural application.
Mr. Cheselka asked about the difference in the renderings. He asked if the rendering
with the lines was the correct rendering. Ms. Hecht stated that was correct as it was to
make it appear that the feet were moving. He also asked who would be painting as the paint
needs to be high quality exterior paint. Ms. Hecht stated one of their dance instructors,
who was an art student at George Mason, would be doing the panting. Ms. Hecht stated she
spoke with Midge, from VPAC, about paint and was encouraged to go to Benjamin Moore
where she was told to use the regal select exterior high build low luster would be best. Mr.
Cheselka agreed.
Ms. Hanley asked what the wording was along the bottom side and the shoes. Ms. Hecht
stated that along the bottom of the left shoe it said: Dance like no one’s watching. Next to
the shoelaces on the left shoe it says: Good vibes only. On the bottom of the right shoe it
said: Family on 3, 1 2 3. Next to the shoelaces on the right shoe it said: Established 2014.
The bottom of the left “boom box” it said: No excuses just results and the bottom of the
right “boom box” it said: Remember the name. Ms. Hanley expressed her concern for
safety as the mural would be in the parking lot. Ms. Hecht stated no cars park in the
spaces next to the building as the stairwell leads to those parking spaces. Ms. Hanley
asked Ms. West if there would be an issue requesting those spots be striped so no one
parks in those two spaces. Ms. West stated striping would cause a site plan review. She
stated the Board could recommend cones as they would be temporary. There was
additional discussion about safety and a potential to use the loading dock area for the
wings mural. Ms. Hanley stated she preferred the loading dock location, but would defer to
what the Board members wanted.
After the motion Ms. van Doorn asked about some additional ways to provide some safety
measures. Ms. West wanted to remind the Board and applicant that any permanent
changes would be a site plan change requiring an application and review.

159 Maple Ave W - Cruz’n’Shine - Exterior Modification and Signs
Request for approval of exterior modifications, landscaping, and new signage for the
Cruz-n-Shine Car Wash located at 159 Maple Avenue W, Docket No. PF-54-20-BAR, in
the C-2 General Commercial zoning district; filed by Matthew Hawkins, Helbing Lipp
Recny Architects, Inc., project architect.
Mr. John Recny was present to represent the application. Mr. Recny stated the application
was to complete the project started a year ago. There will be a new façade across the
building and there will also be all new internal car wash equipment. The façade will have
phenolic resin panels that will step around the corner and the new sign will be on one
façade. The row of trees along the side they proposed replacing with 12-15 ink berry
bushes. The panels for the pylon sign will be replaced with a sign matching the logo of the
car wash.
Mr. Layer asked if the panels stood out in front of the gray area when they continue left,
Mr. Recny said yes, but not by much. He also asked if the material on the right would be
the same gray material, Mr. Recny said yes. Mr. Layer asked if the area by the planting
would have the new gray, and the colorful panels applied on top and Mr. Recny said that was
correct. Mr. Recny stated the front of the building will stick out 2-3 feet with a row of

soffit lights in the front over the door and garage door. Mr. Layer asked if the sign was in
3 components. Mr. Recny stated it was actually 4 parts, the top and bottom are boxes of
white acrylic with printed letters, the “Cruz ‘n’ Shine” are individual letters on a raceway
and “car wash” are individual letters on a raceway. Mr. Layer asked what made up the
yellow color between. Mr. Recny stated those were the phenolic panels. Mr. Layer asked if
the raceway would be painted yellow to blend with the panels and Mr. Recny stated yes. Mr.
Layer asked what portion of the pylon sign would be illuminated. Mr. Recny stated it was
white acrylic with a row of fluorescent tubes behind it with the black letters opaque and the
red letters may be translucent. Mr. Layer asked if the red letters would be laser cut into a
yellow panel. There was discussion as to how the letters would appear, opaque or
translucent, depending on the cut and material.
Mr. Cheselka inquired about the sign as well. Mr. Recny said the intent was it would be
red, yellow, and white acrylic and all translucent, with the words “car wash” in red at
night.
Ms. Hanley expressed her concern for the signs / lighting. She asked about the
replacement for the trees and if it was written down. Mr. Recny stated it was part of the
application, and they were ink berry bushes that are 3-4 feet tall, spreading around 4 feet,
and planted about 3-4 feet on center. Ms. Hanley stated she didn’t see the detail on the
application. Ms. West pointed out that in number 9 of the exterior modification
information it states it’s a shamrock inkberry holly. Ms. Hanley asked that the number of
bushes be added to the motion. Mr. Recny stated it would be 13.
Ms. van Doorn asked about the lumen and kelvin levels. Mr. Recny stated the kelvins
would be around 2800-3000k. He stated the sign company gave them the numbers for the
lumens, but felt they were miscalculated. Ms. West showed the calculation breakdown for
lumens, asking if the Board would want to condition the approval that the lumens stay
within the desired amount. Mr. Recny did state that the lumen levels were the same as
used for the previous projects, Gem Tea and Marjahn. Mr. Cheselka stated he would like
verification before voting. There was continued discussion regarding the lumen levels.
Mr. Baldwin asked how much of the façade sign would be illuminated. Mr. Recny stated
the top and bottom wedges would be illuminated with the channel letters individually lit.
Mr. Baldwin asked for the color samples. Mr. Baldwin stated he thought one of the color
samples looked more like burgundy than red. He then asked Mr. Recny if the top and
bottom stripes were intended to be the same color as the words “car wash”. Mr. Recny
stated they wanted it to be bright red, but chose burgundy, but could do the bright red.
There were question about viewing the sample materials
Mr. Baldwin asked if there were members of the public would like to speak, there were
none. He then stated it may be prudent to defer the application to the next meeting. Mr.
Recny asked if it was possible to move forward with the building portion of the application,
deferring the signs only. Mr. Baldwin asked for a motion.
Mr. Layer made a motion to defer the application as follows:
- The construction of the pylon sign to yield the various color depicted in the image
presented to the Board.
- Have the colors coordinated between the building and the signage applied to the
building.

Mr. Layer stated the building portion could move forward if there was a commitment
referring to the colors.

Ms. van Doorn seconded the motion to defer the application with the restrictions outlined
by Mr. Layer.
Ms. Hanley asked about approving the building concept minus colors to be followed up with
the signs.
Mr. Layer amended the motion as follows:
-The construction of the pylon sign to yield the various color depicted in the image
presented to the Board.
-Have the colors coordinated between the building and the signage applied to the building.
The building be approved in concept and configuration with the color coordination to follow
in the re-submission with the sign.
A motion to approve the building concept portion of the application, with the sign and color
portion of the application being deferred: Mr. Layer
