The Board of Architectural Review met in regular session at 7:30 PM on Thursday,
November 19, 2020 in the Vienna Town Hall at 127 Center St S. and Via Zoom Webinar to
discuss six agenda items. Chairman Roy Baldwin, Vice-Chair Michael Cheselka, Patty
Hanley, Paul Layer, and Linda van Doorn were present participating via Zoom. Planner
Andrea West and Principal Planner Kelly O’Brien participated via Zoom and Board
Clerk Sharmaine Abaied was present in Town Hall.

Approval of Minutes
Mr. Baldwin asked for corrections, there was one edit by Ms. van Doorn. The minutes for
the October 2020 BAR meeting, with the edit, were accepted.
Old Business
159 Maple Ave W - Cruz ‘n’ Shine Car Wash - Sign and Exterior Modification
Request for approval of exterior modifications, landscaping, and new signage for the
Cruz-n-Shine Car Wash located at 159 Maple Avenue W, Docket No. PF-54-20-BAR, in
the C-2 General Commercial zoning district; filed by Matthew Hawkins, Helbing Lipp
Recny Architects, Inc., project architect.
Mr. John Recny was present to represent the application. Mr. Recny stated they were
back to address the three items the Board deferred at a previous meeting. The first item:
the lumens for the sign were recalculated and the sign is now at 94 lumens. The second
item, new samples of the carbine red and zinc yellow that will be on the façade were
brought to town hall for the Board to view. The third item, the acrylic pole sign, will be

white acrylic with a translucent red and yellow acrylic for the red and yellow parts of the
sign.
Mr. Cheselka asked what the lumen and kelvins were for the pole sign. Mr. Recny stated
they were the same as what they had been previously as they are not changing the lights in
the sign. The recessed lights were also inquired about as well in reference to the light
spread.
Mr. Layer stated the pewter color was more brown, than gray, but felt it would go better
with the scheme. Mr. Layer asked about the yellow color on the sign and building as they
seem to differ. Mr. Recny stated they were trying to get them to as close as possible in
color.
Mr. Layer made a motion the application be approved as submitted.
Ms. Hanley asked for discussion as a portion of the application had been approved at a
prior meeting and wanted to know if the motion should encapsulate what had been approved
previously. Mr. Cheselka stated he understood that it was the new items from the original
that they were reviewing. Ms. Hanley wanted to make sure all items were being presented
and approved. Ms. West stated that the whole package was presented and could be approved
as the complete package that evening.

120 Cherry St SE - Caffi Field - VPAC Mural
Request for approval of a mural on the Caffi Field softball shed, located at 120 Cherry St
SE, Docket No. PF-45-20-BAR, in the PR Park and Recreational zoning district; filed by
Michael Cheselka, VPAC member.
Mr. Baldwin stated the samples had not been submitted in time for Board members to
review so the item would need to be deferred until a time which the Board can review the
samples

Midge Biles asked to speak briefly regarding item 2. Mr. Baldwin mentioned that motion
that was passed was to defer the item as the material samples had not been received in
time. Ms. Biles gave a statement regarding the samples.
256 Maple Ave E - T-Mobile - Sign
Request for approval of new signage for the T-Mobile located at 256 Maple Ave E Docket
No. PF-53-20-BAR, in the C-1A Special Commercial zoning district; filed by Valeria
Nitzey, Shane’s Signs, project agent.

Ms. Valeria Nitzey and Shane Nitzey were present to represent the application.
Ms. West told the Board members the lumens for the sign had been clarified would be 69
total lumens.
Mr. Layer if the channel letters were considered slim line, Mr. Nitzey asked for
clarification. Mr. Layer stated the lighting and box used when originally approved was a
slim box with a small projection beyond the surface of the building. Mr. Layer stated, he
wanted to confirm that it was similar to the other signage. Mr. Nitzey stated it was a slim /
shallow depth letter.
Ms. Hanley asked if color of the letter would be the same as the current sign. Mr. Nitzey
stated only 2 acrylic whites are used in signs, 2447: one is milky and slightly darker, and
the other. 7328: is a lighter color. The 2447 was created to work with LED’s and is more
translucent than the 7328. Mr. Nitzey stated that the use of white faces with LED’s it
should be made out of 2447 industry wide.

515 Maple Ave E - SunTrust/BB&T Bank - Sign
Request for approval of signage for the SunTrust/BB&T Bank located at 515 Maple Ave E
Docket No. PF-55-20-BAR in the C-1 Local Commercial zoning district; filed by Gary
Brent, MG Permits LLC, project agent.
Mr. Gary Brent was present to represent the application. Mr. Brent stated that the
application mentioned the existing pylon was to be removed or replaced which was
incorrect. The pylon sign was only to be refaced. The existing sign is to just be refaced
with the aluminum face with push through acrylic letters. No internal lighting, structure,
or cabinet changes will be made, jut the panel. The window signage will be the same,
reface of digitally printed, white graphic. applied vinyl.
Ms. Hanley asked Ms. West if the completed application had all the correct information
and if the discrepancies were only in the supporting documentation. Ms. West stated that
was correct and mentioned that the Board could require updated documents. Ms. Hanley
stated the Board could defer to the application.
Mr. Layer asked for confirmation that the pylon sign was aluminum with punch letters,
Mr. Brent stated that was correct.
Ms. Hanley asked if there was a wrap around the pylon sign. Mr. Brent stated that the
existing sign size will remain including the face of the sign.
Mr. Cheselka asked if the lighting would remain the same for the pylon sign. Mr. Brent
stated it would remain the same.
Mr. Brent mentioned to the Board that these signs, although permanent signs would be
temporary in nature as Suntrust/BB&T would change to their new name over the next
year or so. There was additional conversation regarding the possibilities for signs in the
future.

800 Maple Ave E - Westwood Country Club - Exterior Modifications
Request for approval of exterior modifications for Westwood Country Club, located at 800
Maple Ave E, Docket No. PF-58-20-BAR in the RS-16 Single-Family Detached Residential
zoning district; filed by Braden Field, MTFA Architecture, project architect.
Mr. Braden Field was present to represent the application of the 1 story addition, to the
main clubhouse, of a fitness area and cart maintenance/storage facility. The cart
maintenance / storage facility is partially built into grade making it partially concealed
from the upper level of the parking lot. It is primarily visible from the lower level. There
will also be an accessible roof terrace area as extension of the second level of the
clubhouse. There is finished paver material, railing, trellis, stand-alone open air roof to
provide shading and architectural character.
Mr. Cheselka asked about why there were three scuppers on the right side, but not all the
way across. Mr. Field stated they did not want scuppers over the paved area as they are for
over flow drainage. There will be secondary over flow drains below the pavers.

413 Tapawingo Rd SW - Vienna Water Tank - Telecommunication Antennas
Request for approval of replacement of telecommunication antennas at the Vienna Water
Tank, located at 413 Tapawingo Rd SW, Docket No. PF-62-20-BAR, in the RS-10
Single-Family Detached Residential zoning district; filed by Astrid Payne, Network
Building + Consulting, project agent.
Ms. Astrid Payne was present to represent the application. She stated they would remove 9
antennas, and an equipment cabinet. They are proposing to install 9 new antennas and 2
new equipment cabinets.
Mr. Baldwin asked if there would be any difference in the looks of the new antennas. Ms.
Payne stated there would be no significant difference in the street view.

198 Park Terrace Ct SE - Park Terrace Condominiums - Fence
Request for approval of a replacement fence at Park Terrace Condominiums, located 198
Park Terrace Court SE, Docket No. PF-63-20-BAR, in the RM-2 Multifamily, Low
Density zoning district; filed by Mariyan Kafadarov, director at Park Condominiums.

Mr. Mariyan Kafadarov was present to represent the application. Mr. Kafadarov stated
they want to replace the surrounding two wood fences with aluminum metal fence. The
reason for the change is due to privacy and safety for the pool area.
Ms. van Doorn asked if the fence would be the sufficient height. Mr. Kafadarov stated it
would be 6 feet in height.
Ms. Hanley asked if the shared fence was in better condition on the front side. Mr.
Kafadarov said it was in slightly better condition. They have replaced some planks to be
safe, but depending on the budget and neighbor communication they will propose to replace
the other fence which would be a separate application.
Mr. Cheselka asked if it would be a powder coated black paint, Mr. Kafadarov stated that
was correct.

100 East St SE - Repair and Replacement of Retaining Wall
Request for approval of a repair and replacement of a retaining wall at 100 East Street SE,
Docket No. PF-64-20-BAR, in the C-1/T Local Commercial / Transitional zoning
districts; filed by Stephen Kenney, RV Architects, project architect.
Mr. Stephen Kenney was present to represent the application. Mr. Kenney stated this was
an emergency repair to the retaining wall on the east side of the property. There fallen
portion is between the office building and the town homes which is about 900-100 feet long.
Mr. Kenney explained what they believed caused the collapse and then stated they proposed
quick brick which is a concrete brick with coloring to give the look of brick. They will be
able to install two courses of quick brick versus the 3 courses of regular nominal brick.
There will be a transition back to real brick at the cap and the proffers require a 6 foot
masonry wall. Some of the grading will be fixed to include adding a swale which will
handle the drainage better. Mr. Kenney stated they are also proposing shrubs rather than
trees to allow sun in the rear yards of the town homes.
Mr. Layer asked if there would be a pattern in the new brick, Mr. Kenney stated there
would be a running bond. Mr. Layer asked if there would be two different colors. Mr.
Kenney stated there would be a built in flashing and it would mimic the existing brick. Mr.
Layer asked about the landscape, Mr. Kenney stated the new planting was on the far left
side and what was “X” out on the right was cut down for safety purposes. Mr. Layer stated
the legend showed proposed trees and proposed shrubs. Mr. Kenney stated that the legend
was created before the HOA stated they did not want trees.
Ms. Hanley asked if there would be weep holes in the new wall, Mr. Kenney stated they
would be adding weep holes to relieve the water pressure. They would install 2 inch
diameter pipe at the low side and backed up with gravel and filter fabric. Ms. Hanley asked
if any drainage tile would be added. Mr. Kenney stated they would put in drain tile as well
as tap into what was already there. Ms. Hanley asked if the walls would be joined with
mortar. Mr. Kenney stated that was correct unless the structural engineer encouraged
and expansion joint.

Mr. Cheselka asked if the cap would run with single brick perpendicular across the top.
Mr. Kenney stated it would be a soldier course and header course to mimic what was
already there.
Ms. van Doorn asked the reason for using quick brick rather than regular nominal brick.
Mr. Kenney stated it was a cost issue, but also that structurally, 2 bricks with rebar in
between does not allow enough space for the right amount of mortar. With the quick brick
the rebar can be run down the core and get good bonding with the mortar.
Mr. Baldwin asked about the Home Owners Association, Mr. Kenney stated they had a
letter stating the HOA is in agreeance with the changes. Mr. Baldwin asked what the
difference would be between the new and existing brick. Mr. Kenney pointed out the photo
that would show the difference. He continued stating most people will not be able to notice
the difference between the new and old brick.
Ms. Susan Forbes, of 113 Follin Ln SE, spoke stating she and three other neighbors back
to the wall and stated that the neighbor on the Maple St. side may not want trees, but the
other neighbors would like them for privacy. Mr. Kenney stated they would be open to
adding trees. There was continued discussion between the applicant and the resident
regarding the trees and shrubs.
Mr. Cheselka asked if the HOA Board was in agreeance with the trees. Ms. Forbes stated
it was an informal discussion in their yards.
Mr. Baldwin asked why Ms. Forbes could not plant trees on her side of the wall. Ms.
Forbes said she would have some trees, but they wouldn’t be as high or give as much
privacy. Ms. Forbes stated that they would like to see the quick brick approved and
thought that all the neighbors would want a mix of the shrubs and trees.
Ms. Hanley asked which lot Ms. Forbes home was located; Ms. Forbes said she was on lot
8. Ms. Hanley stated she asked to see what trees could possibly be planted although the
owner of the commercial building was well with in their required tree canopy coverage.
There was continued discussion regarding trees.
Mr. Baldwin asked Mr. Kenney his thoughts of approving the wall and deferring the
landscaping. Mr. Kenney asked if there was a way to have a chairman’s review for the
landscaping. Ms. West stated it would have to come back for a full meeting. Ms. Hanley
suggested the Board approve three understory trees at 20-30 feet high at maturity. Mr.
Kenney stated Mr. Meruvia would be willing to work with homeowners regarding the
trees. Ms. West recommended the approval be conditioned with the trees are from the
official town list.
Ms. van Doorn inquired who would absorb the cost of the wall, Mr. Kenney stated it would
be the property owner. Ms. van Doorn asked if trees on the Town of Vienna approved list
would not be suitable, would the owner be required to choose those trees. Ms. West stated
that through site work if it is discovered that a tree is not appropriate the applicant can
come back and ask for a revision. Mr. Layer stated they could move forward if a decision /
agreement could be made regarding the allowable appropriate trees by the town and
number of trees. Mr. Baldwin stated the Board may need to defer the landscaping portion
of the application. Ms. Hanley stated she didn’t want to defer as what was presented is
acceptable and any changes would need to come from the applicant. Mr. Kenney stated they
could put in three trees with smaller root bases around lots 7 and 8. Mr. Layer stated he
was okay with either direction. There was continued discussion regarding the trees. Mr.
Baldwin asked for a motion.

Mr. Layer split the motion in to two. The first motion was to approve the repair and
replacement of the retaining wall as submitted. Ms. Hanley seconded.

Mr. Layer made a motion to approve the landscaping with the condition that the trees are
from a selection of the Town of Vienna approved tree list and found appropriate for that
installation. There will need to be three trees planted in addition to the shrubs already
shown on the plan and coordinated with the adjacent property owners. If the number or
conditions stated change, it will require a separate motion at a different time.
Ms. van Doorn asked if there would be adequate space for the trees replacing the shrubs.
Mr. Kenney stated they would need to reduce the amount of shrubs. Mr. Layer asked about
amending the motion to include that information.
Motion to approve the landscaping with the following conditions: Mr. Layer
-trees are from an appropriate selection from the Town of Vienna tree list
-trees are appropriate for that type of installation
-the trees planted in addition to the shrubs shown in the plan
-coordination with the adjacent property owners regarding the trees
-shrubs will be altered to accommodate additional trees
-if the number or conditions stated change, it will require a separate motion at a different
time.
