Chairman Roy Baldwin, Vice-Chair Michael Cheselka, Patty Hanley, Paul Layer, and Linda van Doorn were present participating via Zoom. Planner Andrea West and Principal Planner Kelly O’Brien also participated via Zoom, and Board Clerk Sharmaine Abaied was present in Town Hall. BAR - Resolution for Continuity of Government Roll call vote: 5-0 Ayes: Ms. van Doorn, Mr. Layer, Mr. Baldwin, Mr. Cheselka, and Ms. Hanley Roll Call: Ms. van Doorn, Mr. Layer, Mr. Baldwin, Mr. Cheselka, and Ms. Hanley were present, Regular Business: 107 Follin Ln SE - Vienna Village - Fence Mr. Mazen Kanso was present to represent the application. He stated the dimensions of the fence and that the HOA had approved the fence. Mr. Cheselka asked if the posts would be set in concrete, Mr. Kanso said yes. Ms. Hanley asked if the wood was pressure treated, Mr. Kanso said it would be pressure treated and would be a natural color. Mr. Baldwin asked if there would be a black outline around the letters, and Mr. LaRochelle said there would not be a black outline. Mr. Layer commented that it would be a bronze outline and the raceway would match the brick. Motion to approve as submitted: Ms. van Doorn Second: Mr. Layer Ayes: Ms. van Doorn, Mr. Layer, Mr. Baldwin, Mr. Cheselka, and Ms. Hanley. 5 Ayes, 0 Nays 332 Maple Ave E - Burke & Herbert Bank - Exterior Modification Mr. Bob Brandt was present along with others to represent the application. Mr. Brandt gave a brief description of the location as well as the proposed changes to the building to give it the banks appearance and branding. The proposed changes will reconfigure the front entrance with a brick tower feature at the corner of the building. There are proposed metal panels for the façade while still preserving some of the brick façade. Mr. Brandt also gave a description of the signs that were included in the application, pointing out that they would be in the same location as the previous business. There will be some site improvements related to accessibility. Landscaping will extend to low bushes and shrubs. Mr. Cheselka inquired about the higher lumen levels for the lights. Mr. Brandt pointed out that due to security the bank may have higher light levels as it needs to be adequately lit. Andy Schiefer, Architects Group Practice, stated the bank has nominal standards for lighting, in reference to security, and more so around the area of the ATM. The goal with lighting was to hit the lumen levels at the target points, but the luminaire wall sconces are to identify the entrance of the building, but not the primary means of lighting the area around the building. Kyle Anderson, Architects Group Practice, stated they had received a lighting standard from the banks director of security. Mr. Anderson explained a portion of the standard. Mr. Cheselka asked if there was a standard that was required as he felt the recessed lights were too high of a lumen level. Mr. Anderson stated the next fixture down would be too dim which is why he had chosen those recessed lights and noted that they would be locked on a dimmer to 75% of its maxed brightness while calculating the light loss factor. Mr. Cheselka asked if the pole lights would remain the same. Mr. Schiefer stated their intent was to keep the pole lights unchanged. Mr. Schiefer commented about the recessed lights indicating that they are careful to ensure there is no light trespass. There was continued discussion regarding the lumen levels. Ms. Hanley asked about the height of the awning over the teller area/ ATM. Mr. Andersons stated they were about nine feet on the road side, and where the curb step up it’s about eight feet eight inches. Ms. Hanley spoke about the relocation of the ADA space inquiring about the decision making. Mr. Schiefer gave some history regarding the site and decision making for the new ADA space. Ms. West stated the site changes are not a purview of the Board and that it is only the part of the site plan review process. Ms. Hanley inquired about the front entrance; Mr. Schiefer stated the proposed entrance is restoring the original front entrance on the street side of the property. Ms. Hanley asked about the removal of the wooden bollards and if any would be added. Ms. van Doorn asked for clarification about dimming the light rather than picking a lower output fixture. Mr. Andersons stated they only had limited option on shallow down lights that would fit and he erred on the side of the higher lumens with a dimmer switch. He stated he could provide a letter stating they would not be driven to their full power. Mr. Layer stated he had comments about the materials, stating EIFS may not weather well at the base. He stated the color samples did not match with the rendering and the silver panels seemed to not be compatible with the rest of the palette of colors. There being a lot of silver that doesn’t appear to be in sync with its neighbors. Mr. Schiefer gave an explanation of the reflective nature of the silver panel stating it would pick up the color of what is around. He continued stating the location of the metallic panels. There was continued discussion regarding the location of the panels. Mr. Layer asked what the color of the side would be, Mr. Schiefer stated it was the cream color EIFS. Mr. Schiefer stated the elevations would give a better idea of the distinction of color on the façade. There was continued discussion regarding the colors and material of the façade. Mr. Schiefer did mention that this facility would be Burke and Herbert’s first stand-alone branch and described the purpose behind the colors and materials chosen. Mr. Layer stated his concern again regarding the silver. Mr. Layer made comments regarding the lighting as well and the reasoning behind be cautious about the lighting. Mr. Baldwin asked about the sign on the side as he felt it was swallowed by the side of the building. He asked if maybe it could be moved to the right. Mr. Schiefer asked Mr. Robert Korman to weigh in on the signs. Mr. Korman stated the intent was to get signage facing the road and to get as much exposure as possible. Mr. Layer inquired about the ladder that is on the building that allows access to the roof. Mr. Cheselka asked to redirect to the lighting, stating he wanted to go on record as he felt the lighting was too much for that location. Mr. Cheselka asked about locking in the lighting at 75% dimmer. Mr. Schiefer stated there is typically an occupied load for lighting and an unoccupied load, but that there still needed to be enough lighting for security. There was continued discussion to resolve the concerns about the lighting. Motion to approve with a proviso the recessed light lumens be capped at 2435 and the decision on the metallic panel front façade be deferred to a later meeting: Mr. Cheselka Second: Mr. Layer Ayes: Ms. van Doorn, Mr. Layer, Mr. Baldwin, Mr. Cheselka, and Ms. Hanley. Ms. O’Brien discussed with the Board the status of COde Create. She went over the Residential Standards Visual Survey for town residents.
