Roll Call
The Board of Architectural Review met in regular session at 7:30 PM on Thursday,
March 17, 2022 in the Vienna Town Hall at 127 Center St. S. Chairman Roy
Baldwin, Vice-Chair Michael Cheselka, Patty Hanley, Paul Layer, and Linda van
Doorn were present in Council Chambers. Principal Planner Kelly O’Brien and
Board Clerk Sharmaine Abaied were present in Council Chambers.
Mr. Baldwin called the meeting to order.
Roll Call: Mr. Layer, Mr. Baldwin, Ms. Hanley and Mr. Cheselka were present.

117 Courthouse Rd SW - Exterior Modifications - Courthouse Cottages
Request for approval of new construction, 12 duplex units & clubhouse, for the
Courthouse Cottages development, located at 117 Courthouse Road, No. PF-652604-BAR,
in the RM-2 zoning district; filed by Dennis Rice, of JDA Custom Homes, Inc & 117
Courthouse LLC.
Ms. Jordan Rice was present to represent the application.
Ms. Hanley recused herself from the application.
Ms. O’Brien gave a presentation regarding the changes made from the previous two work
sessions the Board had with the applicant. Ms. O’Brien pointed out the 12 units and 1
clubhouse proposed for the site identifying elevations A, B, and C. Ms. O’Brien pointed
out the changes the minor changes that had been made. The applicant provided a view of
the back of the units as well as the retaining walls. The retaining walls were proposed to
be a natural color stamped concrete with landscape Infront of the walls. Ms. West
continued sharing the material samples and the renderings provided by the applicant.
Ms. Rice pointed out that the retaining wall facing the street will eventually appear not
visible as the Holly trees will, in time, cover the wall. She continued stating the
landscaping was designed by a landscape architect who chose plantings based on where the
sun will rise and set on the site.
Mr. Layer asked what the proposed material would be for the basements. Ms. Rice stated
they would also be stamped concrete, painted to match. Mr. Layer asked if the retaining

wall between the units all stamped concrete were, Ms. Rice stated yes, they were all the
same material.
Mr. Cheselka asked for clarification for the elevation that changed with the door. Ms.
Rice explained the change was made for ease of access, allowing the homeowner to access
part of their porch from the interior of their home.
Ms. van Doorn asked about the roof that was to be finished in gray. Ms. Rice stated it was
stain from Minwax that will be used to blend. Ms. van Doorn also asked if the retaining
walls would be part of the structural make-up of the basement of the homes. Ms. Rice
stated they were not supporting the structure. The retaining walls will look like the
basement walls, but the will be separated with a joint.
Mr. Baldwin asked how far above the courtyard would the retaining wall extend. Ms. Rice
stated the retaining walls were 7’ high and would have a 3’ black metal railing that will be
on top.
Mr. Baldwin thanked the applicant for time spent in work sessions for this new type of
residential construction.
Mr. Baldwin asked if any members of the public wanted to speak, hearing none Mr.
Baldwin asked for a motion
Mr. Cheselka made a motion that the request for of new construction, 12 duplex units &
clubhouse, for the Courthouse Cottages development, located at 117 Courthouse Road, No.
PF-652604-BAR, be approved as submitted

512 Maple Ave W - Galaxy Dancer Center - New Sign
Request for approval of a sign for Galaxy Dance Center, located at 512 Maple Ave W,
Docket No. PF-706316-BAR, in the C-1 Local Commercial zoning district, filed by Jason
Alexander, Vision Signs, Inc., project contact
Mr. Jason Alexander was present to represent the application.
Mr. Cheselka asked about the cabinet as it appeared purple. Mr. Alexander stated the
purple in the cabinet was the acrylic. Mr. Cheselka then asked the location of Galaxy
Dance Center in the building. Mr. Alexander stated it was the right two-thirds of the
building. He continued stating the property owner would like 4 signs in total in time. One
in the location of the exiting sign on the building, one at the other end of the building and
one in between the existing and proposed.
Ms. Hanley inquired about the existing sign as the proposed sign does not appear
harmonious with the existing. Ms. Hanley stated she prefer the new sign be in the
centered on the building based on the window above and below, Mr. Alexander agreed.
Ms. van Doorn inquired about the 1120 Kelvin level and if the applicant stated it was
achieved based on diffusion. Mr. Alexander stated that was correct and explained that it
the 7000K light was diffused to 1120 by the 8” depth of the cabinet sign, the acrylic, and

the translucent vinyl overlay.
Mr. Layer asked if the purple portion of the box was translucent or opaque, Mr. Alexander
stated it was translucent. Mr. Layer stated Kelvins is color and lumens is dispersion of
light and asked for how 7000Kelvin light would come through as 1120Kelvins. He
continued stating the box is similar to other box signs reviewed and that they should move
forward with the 4000 max Kelvin levels as they have done with other box signs.
Mr. Baldwin inquired about the 118 lumens. Mr. Layer stated that number may be
approximately what they will end up with and 150 lumens in the upper range. He continued
saying he would not be as concerned about the lumens as he would the 7000Kelvins as that
would be blue. There was continued discussion regarding Kelvin levels.
Mr. Baldwin inquired about the size of the sign and stated it could be larger, unless there
is a maximum size allowance for that sign and the additional three. Mr. Baldwin continued
stating the potential issue with the location of the total of four signs and the placement.
Mr. Baldwin asked if all four signs were to be on the building façade or if one would be on
the awning. Mr. Alexander stated his client is a tenant, not the owner, but he was under
the impression there would be a total of four signs and stated it would be beneficial if they
were equal distance apart. Mr. Layer agreed that placing the four signs equally spaced
apart would be best. Ms. Hanley stated the approval could state the placement of the signs
equally spaced apart and then Mr. Alexander could confirm with the owner that he would be
amenable to the equally spaced signs. He continued stating his client did not want to be in
the fourth position on the façade as his client felt it would be hidden. Mr. Layer stated his
cabinet sign could be in position three. Ms. Hanley stated she felt the sign could be
approved with it at position three on center between windows three and four. There was
continued discussion regarding the sign placement.
Mr. Cheselka stated he would not support the application at 7000 Kelvins. Mr. Baldwin
stated the approval would also need to state the maximum of 4000kelvins.
Ms. Hanley reminded the Board the applicant would need to go back to his client and the
property owner before a motion can be made regarding sign placement so the kelvin level
can be part of the revised application.
Mr. Layer made a motion that the request for of a sign for Galaxy Dance Center, located at
512 Maple Ave W, Docket No. PF-706316-BAR, be deferred with the following
recommendations: the kelvins not exceed 4000 and the proposed sign be positioned in the
third position of an anticipated four signs that should be spaced an equal distance.

Request for approval of signs for F45, located at 322 Maple Ave W, Docket No.
PF-672504-BAR, in the C-1A Special Commercial zoning district, filed by Desi Varsel,
Signs Unlimited, Inc, project contact.
No one was present to represent the application.
Mr. Baldwin stated he had questions for the applicant, Ms. van Doorn also stated she had
questions and would prefer to defer the application.

Ms. van Doorn made a motion to defer the request for approval of signs for F45, located at
322 Maple Ave W, Docket No. PF-672504-BAR.

320 Maple Ave E Ste E- Cora Homes - New Sign
Request for approval of a sign for Cora Homes, located at 320 Maple Ave E Ste E, Docket
No. PF-729495-BAR, in the C-1A Special Commercial zoning district, filed by Jennifer
Daniel, Quail Run Signs, project contact.
Ms. Jennifer Daniel was present to represent the application
Ms. Daniel stated the proposed sign for Cora Homes is the same dimension and material
as the previous tenant. The only change is the color and name.
Mr. Chesalka asked how the sign would be mounted. Ms. Daniel stated it would be flat
mounted using masonry tapcon screws, using the same mounting area as the previous
sign.
Mr. Baldwin inquired about the engraving. Ms. Daniel stated that was Extira, which is a
wood composite material, that is rot and termite free as well as fireproof. The engrave the
sign, sand, prime, sand, and then paint. All the paints are high end with a 10-year
warranty.
Ms. Hanley made a motion that request for a sign for Cora Homes, located at 320 Maple
Ave E Ste E, Docket No. PF-729495-BAR, be approved as submitted.

Ayes: Ms. van Doorn, Mr. Layer, Mr. Cheselka, Ms. Hanley, and Mr. Baldwin
Motion passes: 5 to 0
New Business
Mr. Baldwin inquired about the next work session. Ms. Abaied stated The Maple room
would like a work session from 10-11am to accommodate travel for their architect, on
March 30th. The Board members stated they would be able to be present from 10-11am on
March 30th.
Meeting Adjournment
There were no other items to address, Mr. Baldwin asked for a motion to adjourn. Mr.
Layer made a motion to adjourn, Mr. Cheselka seconded the motion with all in favor.
