Town of Vienna 127 Center Street South Vienna, VA. 22180 p: 703-255-6300 TTY 7111 Meeting Minutes Board of Architectural Review Work Session Wednesday, November 30, 2022 8:00 AM Vienna Community Center - Room 201 - Northside Room Work Session The Board of Architectural Review met in a work session in the Vienna Community Center, 120 Cherry Street, SE Vienna, Virginia, Thursday, November 30, 2022, at 8 am. The following members were present: Chairman Roy Baldwin, Paul Layer, Michael Cheselka, and Patty Hanley. Staff present: Director David Levy, Planner Sharmaine Abaied, and Board Clerk Yaska Camacho Castillo 101 Maple Ave E - Patrick Henry Library Concept Designs - 2nd BAR Work Session Applicants: Applicants: Dave Hallett and Keith Leonard from RRMM- Architects Maryam Mostamandi and Jun Li from Fairfax County Mr. Keith Leonard presented the updated changes to the Patrick Henry Library and associated parking garage located at 101 Maple Avenue East. Some of the updated changes included the following: • Lobby- Connect garage to the front • Courtyard Plaza • Redesigned the staff & meeting room area (internally) • Added bike parking • Entrance off of Center St. • Slope roof over the entry plaza • Integrated the glass with the roof • Replaced the grey concrete block from the stairs with brick that matches the library • Added glass • Pattern panel on Center St facade of the garage • Working on sculpture for the entrance • Raised platform with sea wall for pedestrian protection • Solar panels • Brick on the stair tower instead of the concrete block • Pattern screen on the parking garage The Board reviewed the updated changes and made the following comments & recommendations: • Prefer composite material if bus shelter is to be rebuilt • Consider moving shelter for better accessibility when designing streetscape • Smaller trees • Larger trees and landscape will mitigate the size of the building Town of Vienna Page 1 Printed on 12/16/2022 Board of Architectural Review Work Meeting Minutes November 30, 2022 Session • Curve-a-linear streetscape with seat walls • Maximize the width of the sidewalk: 6'-8' wide sidewalks…8' wide is desired • Use majestic trees that make sense • As much landscaping as possible at the front of the building • Take sidewalk and landscaping past the parking garage (pedestrian entrance) • Consider a sign on the glass • Integrate a monument sign on the base of the building • Sign needs to convey pride in the new building • No directional signs, entrance is obvious • Tweak interior lighting that spills to the exterior, make it warmer for a better representation • Use native mix over stormwater cistern to bring landscape to parking garage • American Holly at the back of the garage due to blank wall • Consider Gabel roof over stair towers • Tilt roof in opposite direction at corner to avoid the large spandrel appearing to crush the mullions • Would like to see brick samples at a future meeting (not a fan of traditional red or blonde) • Textured brick • Look at Vienna Elementary; it has a gray stone wall at streetscape • Consider artwork at the Center St. side of the building • Mosaic artwork on the Center St. Respectfully submitted by Yaska Camacho Castillo Board Clerk THE TOWN OF VIENNA IS COMMITTED TO FULL COMPLIANCE WITH THE AMERICANS WITH DISABILITIES ACT STANDARDS.
