Special Meeting The Board of Architectural Review met in a work session in Town Hall, 127 Center St S. Vienna, Virginia, Wednesday, July 12, 2023, at 8 am. The following members were present: Mr. Baldwin, Mr. Layer, Mr. Cheselka, Ms. Hanley, and Ms. van Doorn. Staff present: Planning & Zoning Deputy Director Kelly O’Brien; Planner Sharmaine Abaied & Clerk to the Board Yaska Camacho Castillo. The board worked on a recommendation to Town Council for the new Chapter 18 – Zoning and Subdivision Ordinance. They reviewed the code section pertaining to the Board of Architectural Review and voted on the recommendations. Section 18-174. Intent (old code) Motion #1 Mr. Layer made a motion that what was described in the prior code as intent, amongst other areas that are qualifiers, be included in the new code in its entirety under a new definition, design guidelines. Mr. Baldwin seconded the motion, the motion failed. Motion # 2 Ms. van Doorn made a motion to recommend that the items in the intent sections and other qualifiers throughout article 19 be moved to a purpose statement or design guidelines in the new code. Mr. Layer seconded the motion. Ayes: 5 Nays: 0 Motion Carried Note: Request to have clarification on Article 9 on the new code. Article 4: Division 1. General Provision – Section 18-453 Architectural Review #2 (new code) Motion # 3 Ms. Hanley made a motion to recommend that decks and fences as it pertains to Multifamily residential be included under the appropriate section and under the purview of the Board of Architectural Review with the provision that private decks, fences, and patio may be eligible for a master plan review. Mr. Layer seconded the motion. Ayes: 5 Nays: 0 Motion Carried Town of Vienna Page 2 Printed on 7/25/2023 Board of Architectural Review Work Meeting Minutes July 12, 2023 Session Section 18-538.4C (new code) Motion #4 Mr. Layer made a motion to recommend that section 18-542 be revised to restrict 1.5 foot signs to no more than three per parcel. More than three per parcel would require Board of Architectural Review. Ms. van Doorn seconded the motion. Ayes: 5 Nays: 0 Motion Carried Motion #5 General motion (Mansard & placement of sign) Mr. Layer discussed the prohibition, in the current code, of signs on roofs and asked the Board about extending it to mansard roofs with a caveat that there is no other place to put your signs. Ms. van Doorn made a motion that the code be revised to include the prohibition on signs being on roofs with the exception of a mansard roof and only in the case where there is no other location for a sign to be placed. Ms. Hanley seconded the motion. Ayes: 5 Nays: 0 Motion Carried Motion #6 Ms. van Doorn made a motion to recommend that signs do not exceed the roof line. Mr. Layer seconded the motion. Ayes: 5 Nays: 0 Motion Carried Section 18-178A.9 (old code) Motion #7 Mr. Layer made discussed and recommended adding any alterations to a building using lights, beyond tube lighting, that are placed in a configuration to outline the architectural feature of the building, including, but not limited to, windows, doors, parapets, fascia, etc, should be submitted as a separate design request, similar to, for example; landscaping. This is in addition to the typically submitted light package. Mr. Layer made a motion to recommend adding to Section 18.543; any alterations of a building using lights that are placed in a configuration to outline the architectural feature of the building, including, but not limited to, windows, doors, parapets, fascia, etc., should be submitted as a separate design request, directing staff to include in exterior modifications. Ms. van Doorn seconded the motion. Ayes: 5 Nays: 0 Motion Carried Town of Vienna Page 3 Printed on 7/25/2023 Board of Architectural Review Work Meeting Minutes July 12, 2023 Session Section 18-180C. (old code) Motion #8 Mr. Layer made a motion to bring forward from the old code Section 18.179C language to the new code Section 18-854.6 Ms. Hanley seconded the motion. Ayes: 5 Nays: 0 Motion Carried Discussion on signs (blade signs, vertical signs, projecting signs, open signs) Motion #9 Mr. Layer made a motion that signs, other than horizontal signs, that were a part of the original code, meaning vertical projecting signs, should use the regulations of those signs in 7.I in the Church Street Vision to clarify the definition of vertical projecting signs. Ms. van Doorn seconded the motion. Ayes: 5 Nays: 0 Motion Carried Motion #10 Mr. Layer made a motion that the requirement for each business open sign shall not exceed 1.5 square ft or otherwise be submitted as a design element of the application. Ms. van Doorn seconded the motion. Ayes: 5 Nays: 0 Motion Carried The board discussed recommending that once Code Create is finished, a third-party group with experience with jurisdiction code review and make final comments regarding the transition from the existing code to the new code. Motion #11 Ms. Hanley made a motion to include a recommendation to Town Council for a technical peer review. Mr. Layer seconded the motion. There was a discussion, and vote was taken. Ms. Hanley accepted the amendment. Ayes: 4 Nays: 1 Motion Carried Mr. Layer made a motion to add a recommendation that a lighting engineer be brought on board to help construct and finalize the lighting portion of the code. Ms. Hanley seconded the motion with the amendment that it can be done prior to or post-adoption.
