Robinson, Jr. Town Hall, 127 Center Street, South 1. Public Hearings There were no public comments. 2. Roll Call Members present: Jennifer Morrow; Mark Lander; Tim Fricker; JoAnn Hazard; Robert Holland Absent: Peggy James. Staff Present: Natalie Monkou, Director, Economic Development; Hallie Willis, Economic Development 3. Approval of the Minutes A. TBLC-22239 Accept October 13, Meeting Minutes None. 4. TBLC Leadership Updates Chairman Jennifer Morrow introduced the idea of adding signage to the W&OD Trail specifically informational, wayfinding and business signage. Discussion included: • May need to approach Northern Virginia Regional Park Authority; • Economic Development streetscape budget request to include signage; • Code Create to include business signage. 5. New Business A. TBLC-22247 Budget Requests Chairman Morrow sought input on financial needs and/or requests. The following includes suggestions from the Committee: • Signage (i.e. Kiosk identifying businesses throughout Town); • Marketing development and printing for TBLC promotional materials; • Artwork for Carol Wolfand Award; • Support for Business Appreciation month; • Ribbon cutting deliverable for new businesses; • Annual event to honor new businesses, businesses experiencing milestones. Chairman Morrow will meet with JoAnn Hazard to discuss suggestions. 6. TBLC-22240 Holiday Decorating Contest Chairman Morrow called on Hallis Willis, Economic Development, to discuss the promotional and participant materials for delivery to businesses. Members were assigned geographic areas of coverage. It was suggested that photographs of window displays in progress might be included on the Town Facebook page. B. TBLC-22241 Update on Welcoming New Businesses Chairman Morrow reminded the Committee that the item was carried over from last meeting. A review of the new business list revealed that many have had or are scheduled for ribbon cuttings. The decision was made to table the item until deliverables are available from Economic Development. C. TBLC-22246 Member Recruitment Chairman Morrow reported on her attendance at a recent VBA mixer. Potential interested members were identified and invited to attend a meeting of the TBLC. 7. Economic Development Updates Chairman Morrow called on Natalie Monkou, Director, Economic Development, to provide an update on Economic Development activities. A. TBLC-22243 Parking Study The parking study should be ready for review in the nest month. The recommendations will eventually be worked into Code Create. B. TBLC-22244 Marketing and Communications Project The Economic Development website is tentatively scheduled for launch in the next month. Committee Members are asked to review the site and provide feedback. A launch party is under discussion. C. TBLC-22242 Business Topics at Upcoming Council Meeting November 14, 2022 the Town Council will hold a Public Hearing on the rezoning of 127-133 Park St., NE from Transitional to Multifamily. If TBLC has a position on this issue, this is the platform for presentation. November 26-27, 2022 Economic Development will be hosting the fall pop-up market for local artisans in the former Tuesday Morning location. D. Economic Development is considering hosting an information gathering event for Massage Therapists. 8. TBLC Member Announcements Legends Wresting Club is a 501c3 nonprofit. They have inquired about greater involvement in Town government. 9. Meeting Adjournment Chairman Morrow called for a motion to adjourn the meeting at 8:05 PM.
