Staff Present: Natalie Monkou, Director, Economic Development; Hallie Willis,
Economic Development; Lily Widman, Special Events Coordinator, Parks and
Recreation.
2. Approval of the Minutes
The minutes of October 13, 2022; November 10, 2022; and December 8, 2022
were accepted as presented.
Motion, Peggy James; second Tim Fricker. Motion carried unanimously.

3. Regular Business
A. TBLC-23255 HOLIDAY DECORATING CONTEST
Chairman Morrow provided a wrap up of the 2022 Holiday Decorating contest.
Historical numbers were shared which revealed a strong growth in participation
over the past three years. Total participation registered at forty-nine (eighteen
businesses and thirty-one homes) with 1001 votes submitted.
The following ideas were presented for consideration going forward:
• Consider providing more in depth criteria;
• Consider altering the timeline; Church Street Stroll too early in season –
consider aligning with Mayor’s reception;
• Flyers were not as effective as hoped; Consider outdoor placards to indicate
participation.
Director Monkou reminded the Committee that this coming years’ funding request
will need to be made immediately upon commencement of the 2023-2024 budget
cycle July 1, 2023. Lily Widman volunteered to draft a 2023 timeline that will include
the Mayor’s reception as kick off.
B. TBLC-23256 CELEBRATING BUSINESS MILESTONES

Chairman Morrow introduced the item indicating that a decision must be made as to
which years will be recognized as milestones and in what way. Ideas were presented
as follows:
• Request recognition by Delegate;
• Consider a proclamation;
• Best to recognize in five year increments – suggest beginning in the twentieth
year, but may consider earlier;
• Director Monkou will provide a list of all businesses that fall within the
designated parameters;
• Designate a particular month for recognition that culminates with a gala; May
2023 was presented as the option;
• May include presentation of the Robert Leggett Service award at the event;
• May consider greater use of the Facebook platform by repeating the “Best of”
awards;
• A subcommittee will be formed to further plan the gala.
Following additional discussion, it was suggested that the short time frame may pose
too many obstacles. It was suggested that the Committee focus attention on
developing the Business Milestones project.
C. TBLC-23257 JAMES MADISON WINGS PROGRAM
Chairman Morrow reminded the Committee that the WINGS program was passed to
the VBA who will look to the TBLC for assistance in promotion
D. TBLC-23258 CODE CREATE COMMERCIAL DISCUSSION
Chairman Morrow presented the item reminding Committee Members of the impact
of decisions made for inclusion in the Code rewrite (Code Create). Last updated in
1969, the Code serves to define how property is used (including issues such as
signage; land use; setback; etc.). It becomes critical for members to actively
participate in upcoming discussions.
Planning and Zoning will host two in person and one online session designed to
gather input from businesses on big impactful issues. A Town Council Conference
Session will be held on January 30, 2023 (observation only). Director Monkou will
provide a list of all session dates to the committee.
4. Economic Development Division Updates
Chairman Morrow recognized Director Monkou to provide an update.
The parking study is scheduled for release in February 2023. Committee members
are asked to push it out to all their customers for participation.
The website will be launched on March 2, 2023 during a networking event.
Vienna will host restaurant week March 3-12, 2023. An interest survey has been sent
to potential participants.
5. TBLC Member Updates
Chairman Morrow presented names of potential members and noted those who have
submitted applications.

In additional business the Committee thanked Robert Holland for his enthusiastic
participation throughout his tenure with TBLC.

Chairman Morrow called for a motion to adjourn at 8:15 PM.
