Pledge of Allegiance to the Flag of the United States of America 1. Roll Call Present: 4- Council Member Laurie Genevro Cole, Council Member Carey J. Sienicki, Council Member Howard J. Springsteen and Mayor Mayor DiRocco Absent: 1- Council Member Edythe Frankel Kelleher 2. Approval of the Minutes: Defer approval of the May 12, 2014 minutes until June 2, 2014. It was moved to defer approval of the minutes of May 12, 2014 until June 2, 2014. A motion was made by Vice Mayor Sienicki, seconded by Council Member Cole, that the minutes be deferred. The motion carried by a unanimous vote. 3. Receipt of petitions and communications from the Public 4. Reports/Presentations A. Report and Inquiries of Council Members Councilmember Sienciki reminded everyone that May 26th is Memorial Day and if you would like to observe that there is a great ceremony held by the American Legion at Flint Hill Cemetery beginning at 10:00 a.m. They will also have the Vienna Community Band performing. It is a wonderful event and she highly recommends it. Councilmember Sienicki also reported that Vienna Idol is heating up and they will be paring down the favorites on Memorial Day and the finals will be held on June 6th. Councilmember Sienicki thanked the First Baptist Church for inviting them to the installation of their new Reverend Dr. Vernon Walton who is replacing Reverend Kenny Smith. Councilmember Springsteen asked the Town Manager for an explanation for what is going on with Lawyers Road with the multiple repairs near the Post Office. Mr. Payton stated that what Mr. Springsteen was referring to is the section of road by the Post Office that has had a number of water main breaks over the winter. The crews and team have done a good job of getting out there to do some patch work and trying to get it more drivable but there have been some issues with the settling along the Town of Vienna Page 1 Printed on 6/26/2014 Town Council Meeting Meeting Minutes May 19, 2014 road. Mr. Johnson stated that the water main break was up the hill and then it traveled down under the pavement and bubbled up in a couple of spots so when they first went out they dug out the lower spots and then used a sounding thing to find out where the leak was at the top. Unfortunately it ran for so long that there are voids under the asphalt and Lawyers Road has pretty thick asphalt which is good but it means that they have had to go back several times, each time in a different location where the pavement had settled. They will continue to come back and fix whatever settles, unfortunately it will be a lot of patches. In a month or two when they are pretty sure it will not settle anymore they will consider milling it. Councilmember Springsteen asked Mr.Johnson what the status was with the sidewalks on Marshall Road that was part of the Walk to Metro grant. Mr. Johnson stated that Council approved 5 design contracts under that overall grant and after they got the concept plans for all five he realized that constructing Tapawingo Road and Cottage Street would take a lot more money because of how long they are that Marshall Road will be the 5th one constructed. He is hoping it will be fairly soon that they will get approval to advertise Cottage and Tapawingo to bid and then they will know if they will have enough money to construct Marshall. Mayor DiRocco asked if that was part of the Walk to Metro Grant that was 100% covered by VDOT. Mr. Johnson stated that it was. Mayor DiRocco stated that the funds should then be available for it. Mr. Johnson stated yes except our budgets are so large they will spend the full amount of the grant. They are looking for supplemental grants through Northern Virginia Transportation Authority where they can get additional funds but it is not immediate. B. Report of the Town Manager Mr. Payton asked Chief Morris to introduce a new Police Officer. Chief Morris introduced Officer Marcus Herrara who just completed the 60th session of the Fairfax County Police Academy in October. C. Report of the Mayor Mayor DiRocco thanked the Department of Public Works for a wonderful Public Works Day on May 15th. The Northside Property Yard looked fantastic, all the vehicles and equipment that were there really looked wonderful. Everything was very well organized and the staff was very welcoming and friendly to all the people who attended. The event was wonderful, the kids really enjoyed themselves. Mayor DiRocco reported that she met with Girl Scout Troop 5411 in Town hall. The girls sat at the dais while the Mayor stood at the podium and answered their questions. They had a lot of insightful questions for her, she thought they were great. One of their comments was they thought Town Hall was really accessible, you can walk in any room, it is not like the White House. She gave all the girls that may be watching the meeting from Troop 5411 a shout out as promised. D. Proposals for Additional Items to the Agenda E. Closed Session It was moved that the members of the Vienna Town Council be polled to affirm that during the Closed Session convened this date, Monday, May 19, 2014, the Town Council met for purposes of discussion of personnel matters, specifically the interviewing of individuals for consideration of re-appointment to Town boards and commissions. It was further moved that the Closed Session be continued to Monday, June 9, 2014 at 7:00 p.m. in accordance with Virginia Code Section 2.2-3711A(1) for purposes of discussion of personnel matters, specifically the interviewing of individuals for consideration of re-appointment to Town boards and commissions. A motion was made by Vice Mayor Sienicki, seconded by Council Member Cole, that the Closed Session be approved. Regular Business A. 13-279 Appointment to Town Council to Fill Vacancy. It was moved to appoint Emil Attanasi to fill the unexpired Council term of Laurie A. DiRocco. Said term to begin on May 20, 2014 and expire on June 30, 2015. A motion was made by Council Member Cole, seconded by Council Member Springsteen, that the Action Item be approved. The motion carried by the following vote: Aye: 4- Council Member Cole, Council Member Sienicki, Council Member Springsteen and Mayor DiRocco Absent: 1- Council Member Kelleher B. 13-269 Village Green Shopping Center Storm Drainage Design Contract Award It was moved to award a $70,000 Village Green storm sewer design contract to Urban, LTD under RFP 13-05, account number 300409-48801. A motion was made by Council Member Cole, seconded by Vice Mayor Sienicki, that the Action Item be approved. It was moved to increase contract BL140012 with Ferguson Waterworks by $4,000 to a total of $17,000 in account number 50111-46007. It was moved to increase the contract with Double H Locates by $16,000 to a total of $101,000, in account number 50114-43308. A motion was made by Council Member Springsteen, seconded by Vice Mayor Sienicki, that the Action Item be approved. The motion carried by the following vote: Aye: 4- Council Member Cole, Council Member Sienicki, Council Member Springsteen and Mayor DiRocco Absent: 1- Council Member Kelleher E. 13-261 Award of Concrete Curb Contract at Three Developer Projects. It was moved to award a $25,000 contract to Sagres Construction for new curb on Glyndon Street and Pine Street under Arlington County contract 522-13, with $7,500 to come from account number 10414-47402 and $17,500 to come from account number 388428-48801. A motion was made by Council Member Cole, seconded by Vice Mayor Sienicki, that the Action Item be approved. A motion was made by Council Member Springsteen, seconded by Council Member Cole, that the Action Item be approved. It was moved to set a Public Hearing for Monday, June 2, 2014, to consider approval of a Conservation Easement and Parking and Easement Agreement with the Northern Virginia Regional Park Authority. A motion was made by Council Member Cole, seconded by Vice Mayor Sienicki, that the Action Item be approved.
